With the motto "prevention is the main, fundamental, long-term; detection and handling are important and urgent", the implementation of corruption prevention measures in State administrative agencies has been directed by the Provincial Party Committee and the Provincial People's Committee to be implemented synchronously and effectively. In particular, focusing on publicity and transparency in the organization and operation of agencies and units according to legal regulations; developing and implementing norms, standards, and regimes; transferring work positions to prevent corruption; developing and implementing codes of conduct for cadres, civil servants, and public employees; directing the strict implementation of declaration and disclosure of assets and income of cadres and civil servants; promoting administrative reform, applying science and technology in management and non-cash payments...

The Provincial People's Committee and units also established inspection teams to inspect the implementation of discipline, administrative discipline, and public service inspection, thereby correcting the working style and manner of cadres, civil servants, and public employees throughout the province. Many corruption, economic, and negative cases and cases; and the recovery of assets lost due to corruption have been discovered and handled strictly and promptly.

According to statistics, the investigation agencies at two levels have accepted and investigated 78 cases/197 defendants; the Procuracy at two levels has accepted and resolved 59 cases/166 defendants; prosecuted and transferred to the People's Courts at all levels to accept and try 59 cases/166 defendants for first instance.

The Provincial People's Committee and relevant agencies have also paid attention to and directed the enhancement of the responsibility of leaders in anti-corruption work; detected and strictly handled negative behaviors of officials, civil servants and public employees. In the period of 2016-2021 alone, 9 leaders at 3 agencies and units were disciplined when corruption occurred in their agencies and units (Dien Ky Commune Health Station; Phuc Thanh Commune People's Committee (Yen Thanh); Nghi Van Secondary School (Nghi Loc); at the same time, 14 leaders at 8 agencies and units were disciplined when violations occurred in financial and land management. Through investigation, 51 officials, civil servants and public employees of State administrative agencies were prosecuted for corruption.

In 2022, the Provincial People's Committee issued many directive documents, including Document No. 1846/UBND-TD dated March 23, 2022 on resolving prolonged complaints and denunciations that have left people in a state of frustration; Document No. 1890/UBND-NC dated March 23, 2022 on strengthening the implementation of Plan No. 800/KH-UBND on implementing Directive No. 04-CT/TW of the Secretariat and Plan No. 60-KH/TU of the Provincial Party Committee Standing Committee on strengthening the Party's leadership in the recovery of lost and misappropriated assets in criminal cases of corruption and economic crimes in the province.

In particular, the heads of agencies, units and localities are required to directly lead, direct and take responsibility for the work of preventing and combating corruption, and the work of recovering lost and misappropriated assets in criminal cases of corruption and economic crimes related to their agencies, units and localities.

During the year, the functional sector actively verified and prosecuted many corruption cases. Agencies and units have strengthened internal supervision, inspection and self-inspection at their units. The obvious change is that through self-inspection, violations were promptly detected and handled. For example, through self-inspection, violations were detected in Dai Dong commune (Thanh Chuong), the competent authority disciplined the land and agriculture civil servant with a warning; and reprimanded the Vice Chairman of the People's Committee of this commune. At the same time, Thanh Chuong District Police issued a Decision to prosecute the case and prosecute two suspects: land and agriculture civil servant of Dai Dong commune People's Committee and the village head of Vinh An village, Dai Dong commune.

In particular, an important milestone in the work of preventing and combating corruption in Nghe An in 2022 is that on June 30, 2022, the Standing Committee of Nghe An Provincial Party Committee issued Decision No. 1150 to establish a Provincial Steering Committee on preventing and combating corruption and negativity consisting of 15 members, headed by Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council. At the first meeting of the Steering Committee held on July 5, 2022, Comrade Thai Thanh Quy requested the standing agency to study and advise on re-evaluating the work of preventing and combating corruption in the past time, the responsibility of the Party Committees at all levels; at the same time, he emphasized that the members of the Steering Committee need to work hard, spend more time and effort to complete the assigned functions and tasks.

Strengthening coordination in detecting and handling corruption

Recently, the Provincial People's Committee issued Document No. 8988/UBND-TD dated November 14, 2022 on the implementation of tasks and solutions to prevent and combat corruption and negativity in the coming time. In particular, the Provincial People's Committee assigned provincial departments, branches, and sectors, People's Committees of districts, cities, and towns to continue to promote and improve the quality and effectiveness of propaganda and education work, raise awareness and responsibility, and persistently build a culture of thrift, integrity, and non-corruption and negativity among cadres, party members, civil servants, and the people.

Along with that, promote the exemplary, decisive, words go hand in hand with actions and actions go hand in hand with words of leaders and collective leaders at all levels, sectors, agencies, organizations, units, and localities in preventing and combating corruption and negativity.

Review, develop and synchronously perfect mechanisms, policies and laws on socio-economic management and prevention and combat of corruption and negativity, especially laws related to auctions, bidding, planning, management and use of land, public assets, public finance, socialization, banking, finance, construction, securities, corporate bonds... and in the fields that inspection, examination, audit, investigation, prosecution and trial teams have recommended and proposed; promptly overcome shortcomings and loopholes that can be easily exploited for corruption and negativity. Tighten discipline and order, strengthen inspection, examination, investigation and execution of judgments; promptly detect, strictly and synchronously handle acts of corruption and negativity; effectively prevent harassment and inconvenience to people and businesses in handling work; improve the effectiveness of recovering corrupt assets.

Continue to synchronously and effectively implement solutions to prevent corruption and negativity, especially regulations on publicity, transparency and accountability in the operations of agencies, organizations and units; effectively control assets and income of people with positions and powers; reform administration, innovate management technology; build a team of cadres and civil servants at all levels with sufficient qualities, capacity and prestige to meet the requirements of tasks in the new situation.

The Provincial People's Committee also requested the relevant authorities to speed up the handling process.reason, resolve serious, complicated corruption and negative cases and incidents that are of public concern and are monitored and directed by the Central Steering Committee on Anti-Corruption and Negative Action, the Provincial Party Committee Standing Committee and the Nghe An Provincial Steering Committee on Anti-Corruption and Negative Action. Review, select and assign officials with sufficient political capacity and moral qualities to participate in inspection and supervision delegations of the Provincial Steering Committee on Anti-Corruption and Negative Action; inspection and supervision delegations of the Provincial Party Committee Standing Committee, the Provincial People's Council, and surprise inspection and inspection delegations of the Provincial People's Committee.

Continue to improve the organizational structure, improve the capacity and operational efficiency of agencies and units with the function of preventing and combating corruption and negativity, first of all the State Inspectorate, investigation and enforcement agencies at all levels, sectors, and specialized units on preventing and combating corruption and negativity. In addition, competent agencies need to strengthen control of power to prevent and combat corruption and negativity; coordinate and synchronously implement Party disciplinary actions with State administrative discipline, organization discipline and criminal handling, especially seriously and effectively implement the coordination mechanism in detecting and handling corruption and negativity through inspection, supervision, investigation, prosecution, trial and execution of judgments.

Strengthen coordination with the People's Council, the Vietnam Fatherland Front, socio-political and socio-professional organizations at all levels, press and media agencies, and promote the people's supervisory role in preventing and combating corruption and negativity; effectively deploy anti-corruption and negativity activities in the non-state sector.
