Increased road usage fees for motorbikes

Starting today, motorbikes with a cylinder capacity of over 100m3 will have to pay 150,000 VND in road use fees, instead of 100,000 VND as before. In case of non-payment, vehicle owners may be fined from one to three times the fee.

Specifically, Circular 133 of the Ministry of Finance stipulates that the ceiling is only 100,000 VND for motorbikes under 100cm3 and 150,000 VND for motorbikes over 100cm3.

The Circular also guides that vehicle owners of motorbikes and scooters must declare and pay the fee. Specifically, for vehicles registered from January 1 to June 30 every year, vehicle owners must declare and pay the fee in July every year (from July 1 to July 31); and for vehicles registered from July 1 to December 31 every year, vehicle owners must declare and pay the fee in January of the following year (no later than January 31).

In the following years, if there is no increase or decrease in the number of vehicles, vehicle owners will pay the fee in January of each year (no later than January 31) for 12 months to the fee collection agency.

In case vehicle owners do not pay road usage fees as prescribed, they will be fined from one to three times the amount of fees payable.

According to Circular 133, based on local conditions, the Provincial People's Committee will issue a decision to assign the People's Committee of the commune, ward, or town as the fee collection agency and direct residential groups, villages, and hamlets to guide motorbike owners in the area to declare their vehicles and organize fee collection.

The collected amount, ward and town level can retain no more than 10%; commune level can retain no more than 20% to cover the cost of organizing toll collection. The remaining amount must be deposited by the toll collection agency into the Road Maintenance Fund account opened at the State Treasury.
