Increasing Pangasius Tax Will Not Reduce Exports to the US
According to Vasep, the high taxes imposed on leading enterprises will be an opportunity for other enterprises with lower taxes to replace market share.
According to Mr. Duong Ngoc Minh, Vice President of Vasep, businesses outside the lawsuit with a tax rate of only 0.03 cents/kg are still exporting normally and are planning to increase production to export to the US.
SGTT quoted Mr. Nguyen Van Ky, general director of Agifish An Giang Company, one of the enterprises enjoying low tax rates, saying that the company has started planning to increase output from 250 tons of raw materials per day to 300 - 400 tons.
In the 8th administrative review, the two enterprises Vinh Hoan and Anvifish with the largest market share were subject to high taxes. Mr. Duong Ngoc Minh said that this will be an opportunity for other enterprises to replace the market share. Vasep forecasts that this year, exports to the US will not decrease but will still reach 280 - 350 million USD.
Previously, on March 14, 2013, DOC announced the final results of the 8th administrative review of anti-dumping tax (POR8) on frozen pangasius fillets exported from Vietnam to the US market in the period from August 1, 2010 to July 31, 2011. Accordingly, DOC suddenly decided to change the replacement country to calculate the price of Vietnamese pangasius from Bangladesh to Indonesia, leading to the anti-dumping tax rate for some enterprises increasing dozens of times compared to the average tax rate of POR7.
VASEP’s press release said that DOC’s final decision was influenced by political lobbying by the Catfish Farmers of America (CFA). CFA has made public high-level meetings as well as direct lobbying efforts with DOC lawmakers. Therefore, DOC’s final punitive decision has raised doubts about the fairness of the review process as well as DOC’s impartiality./.
