Increasing bed criteria at socialized medical facilities

According to Decision 693/QD-TTg recently issued, which stipulates the List of types, criteria, scale, and standards of facilities implementing socialization in the medical field, specialized hospitals in Hanoi, Ho Chi Minh City, Hai Phong, and Da Nang must have a scale of 500 beds or more instead of 50 beds.

The Prime Minister has issuedDecision 693/QD-TTgAmending and supplementing a number of contents of the detailed list of types, scale criteria, and standards of facilities implementing socialization in the fields of education and training, vocational training, healthcare, culture, sports, and environment issued under Decision No.1466/QD-TTgOctober 10, 2008.

Accordingly, the scale and standards of facilities implementing socialization in the health sector must ensure the following conditions: Specialized hospitals must have a scale of 21 beds or more; for facilities in Hanoi, Ho Chi Minh City, Hai Phong, and Da Nang, they must have a scale of 500 beds or more (stipulated in Decision1466/QD-TTgis 50 beds).

For the type of social protection facilities managed by the Department of Labor, War Invalids and Social Affairs, the criteria on scale and standards of social protection facilities that were not previously regulated are now specifically regulated on the minimum scale of care and nurturing; facilities, equipment; number of staff/subjects... Accordingly, social protection facilities must be located in a location convenient for access to traffic, schools, hospitals, and fresh air that is beneficial to the health of the subjects. For children under 18 months old, there must be 1 staff member to take care of 1 child, for children from 18 months old to under 6 years old, 1 staff member takes care of 3-6 children...

Also regarding medical examination and treatment facilities, the Decision adds conditions for Health and Family Planning Counseling Centers; Reproductive health and family planning clinics must ensure a scale of 10 or more staff working 100% of the time; specifically, for units in Hanoi, Ho Chi Minh City, Hai Phong, and Da Nang, there must be 15 or more staff working 100% of the time.

Facilities providing consultation, care and support for people infected with HIV/AIDS; voluntary HIV testing consultation and HIV/AIDS prevention services; HIV detection testing; molecular biology testing; HIV/AIDS prevention and control consultation must ensure a scale of at least 10 staff working 100% of the time; in particular, units in Hanoi, Ho Chi Minh City, Hai Phong, and Da Nang must have at least 15 staff working 100% of the time.
