(Baonghean) - Up to now, 10/135 Party organizations of the Provincial Business Bloc Party Committee have completed their congresses and basically met the direction of the superiors. That result is thanks to the Bloc Party Committee's proactive implementation, ensuring the progress and quality of both pilot and mass congresses.

The Nghe An Business Bloc Party Committee has 137 grassroots party organizations. Here, the party work team takes on many tasks concurrently, with a large volume of professional work. During the preparation for the Party Congress, business units have focused on boosting production and business at the end of the year and summarizing activities in all aspects, which has more or less affected the congress work.

While focusing on propaganda and training for all Party cells on the directive documents of the higher levels on Party congresses at all levels, the Standing Committee of the Party Committee of the Bloc has also developed its own plan for the Party Committee; assigned responsibilities to each comrade in the Standing Committee, the Party Executive Committee and the experts monitoring the grassroots level to directly direct, guide and urge the grassroots Party Committees to fully prepare the contents in accordance with regulations. Comrade Le Thi Hue Anh - Party Secretary of the Joint Stock Commercial Bank for Foreign Trade of Vietnam - Vinh Branch, shared: The preparation process for the congress was directed and specifically guided by the Party Committee of the Bloc. The list of personnel prepared by the Party Executive Committee for the term 2010 - 2015 and submitted to the Party Congress for the term 2015 - 2020 was highly unanimous. The organization of the congress took place seriously, smoothly, in accordance with regulations, ensuring all the proposed contents.

After the congress, the Party Committee held a meeting to review experiences and immediately started to approve the mass grassroots congress. Comrade Le Trong Hue - Standing Deputy Secretary of the Party Committee of Nghe An Enterprise Bloc, said: Due to the large number of Party cells in the Bloc Party Committee, the Bloc Party Committee proactively took advantage of the time to develop a plan to approve the mass grassroots congress, ensuring that the grassroots congress was completed in June 2015, moving towards preparing for the Bloc Party Congress, term V, 2015 - 2020, taking place in August 2015. The Party Committee assigned each comrade in the Standing Committee to both approve the congress for the Party Committees at all levels and directly direct from the preparation work to the stages and programs taking place at the congress. By April 11, 6 units had organized mass congresses and will continue to speed up the progress in the coming time.

It can be said that the Party organization in enterprises has its own characteristics, leading to certain difficulties in Party work. However, through monitoring the model and mass congresses in some units, a completely new atmosphere and spirit can be seen. Party committees and branches have fully complied with the requirements according to the direction of the superior Party on congress work; have built directions and goals for the new term, and at the same time elected an Executive Committee with prestige, capacity and responsibility, capable of leading the success of the Party Resolution.

At the congress of the Party Committee of the Joint Stock Commercial Bank for Foreign Trade of Vietnam - Vinh Branch (Vietcombank Vinh), the organization of the congress was carried out seriously, in accordance with regulations from the ceremony to the management of the congress in 4 contents. The political report presented to the congress as well as the review report of the Party Executive Committee for the term 2010 - 2015 fully assessed all aspects of the Party Committee's leadership, the advantages and limitations of the Executive Committee of the past term; proposed directions, goals, tasks, and specific solutions for the next term in a realistic manner to the business situation. Accordingly, the 4 presentations at the congress further clarified the results achieved in the past term, especially providing solutions to complete the targets in the term 2015 - 2020, focusing on improving production and business efficiency and reducing the bad debt ratio.

As for the Party Committee of Nghe An Automobile Mechanical Joint Stock Company, the congress atmosphere was exciting, clearly demonstrating the democratic spirit, intelligence, and responsibility of the delegates in each part of the congress content. 5 presentations at the congress raised the challenges facing the automobile business; proposed many practical solutions. In which, the human factor was emphasized, paying attention to attracting good human resources from outside. Along with that is investing in facilities and processes according to the company's standards, thereby improving competitiveness, creating the company's brand reputation in the market, contributing to completing production and business targets, and income targets of employees.

Regarding Party building, we should pay attention to building a high level of solidarity and unity within the Party; building and gathering a solidarity bloc of workers through taking care of leadership and creating conditions for the Trade Union, Women's Union, and Youth Union to operate effectively, participating in protecting the legitimate rights and interests of their members. The issue of developing Party members must ensure a source of successor cadres and create an environment and conditions for workers to strive and contribute to the achievement of the business development goals of the enterprise.

Vote to pass the congress resolution

The recruitment work at the congresses all adhere to the general standards and orientations of the Party Committee of the Bloc according to the "3 in 1" model: the Party Committee Secretary is associated with the position of Chairman of the Board of Directors and General Director (Director); or "2 in 1": the Party Committee Secretary is both Chairman of the Board of Directors or General Director (Director), to ensure the cohesion and unity in the leadership process of the Party Committee with the Board of Directors and the Board of Directors. Therefore, on the basis of the personnel prepared by the old Executive Committee, the congress agreed to finalize the list for election, ensuring the balance according to regulations.

According to the report of the Party Committee of the Enterprise Bloc, in the 4 model congress units, the total number of elected Party Committee members was 20 comrades, of which 6 were new members of the Party Committee for the first time, accounting for 30%; 8 were female, accounting for 40%; the average age of the Party Committee was 43.5 years old. The results of the vote to introduce the Party Committee Secretary in the 3 Party Committees all achieved 100% of the votes in agreement to introduce the personnel nominated by the previous Party Committee. In the 6 first mass congress units, the procedures, regulations and personnel orientation of the new Executive Committee were also ensured. The election of delegates to the 5th Congress of the Enterprise Bloc Party Committee, term 2015 - 2020 in the model and mass congresses was also conducted democratically, publicly, in accordance with the procedures, ensuring the orientation of the superiors, especially the quota of female delegates. The draft resolution of the congress was discussed, commented on and the congress secretariat summarized it basically, concisely and clearly, reflecting the content of the congress results and the main targets of the 2015-2020 term associated with the political tasks of the whole enterprise, and was approved by 100% of the party members attending the congress.

It can be affirmed that the model congresses and some mass congresses in the Provincial Business Bloc Party Committee have ensured the correct spirit of the direction of the Party at higher levels. However, there are still some limitations such as the political reports that some units have built are still long and there is no balance between the assessment of the implementation of the resolution of the previous term congress and the direction, goals, targets, tasks and solutions for the 2015-2020 term. Some units have determined the general direction and goals that are not close to the situation of the unit and do not closely follow the targets of the Bloc Party Committee in the next term; there is still confusion between tasks and solutions. The presidium's management of the congress in some places is still confused in the nomination and nomination of personnel outside the list prepared by the previous term Party Committee. Some presentations at the congress are still heavy on recounting achievements, not focusing on discussing the direction, goals, targets and solutions to implement in the next term, especially in Party building work. Ensuring the rate of innovation, the rate of women and young people in the new Executive Committee has not been achieved in some units, and has not even met the standards of political theory level.

According to comrade Le Trong Hue - Standing Deputy Secretary of the Party Committee of the Enterprise Bloc, the above limitations and shortcomings have been implemented by the Party Committee of the Bloc to draw lessons from the conference. Each comrade in the Standing Committee and the Executive Committee of the Bloc Party Committee is required to promote their role and responsibility, strengthen direction and guidance at the grassroots level from the stage of preparing for the congress through approving the content and program of the congress; through direct direction at the congress. On the part of the Party cell organizations, it is necessary to promote democracy, intelligence, and responsibility of cadres and party members to participate in building political reports, participating in personnel projects, contributing to the success of grassroots congresses, creating a premise to enhance the core leadership role of party organizations in enterprises in the new term.
