(Baonghean.vn) - Amending a number of articles in the Draft Law on Management and Use of Public Assets is necessary to create a legal basis for strict management and economical use of public assets, preventing and repelling loss and waste.

This is the content of the Conference on giving opinions on the Law on Management and Use of Public Assets organized by the Provincial National Assembly Delegation on the morning of March 22.

The draft Law consists of 10 chapters with 136 articles regulating state management of public assets and the tasks and powers of state agencies regarding public assets; management and use of public assets at agencies, organizations and enterprises; regimes for management and use of infrastructure assets; exploitation of financial resources, land and resources; and services on public assets.

At the conference, the majority of delegates agreed that amending a number of articles in the Draft Law on Management and Use of Public Assets is necessary to create a legal basis for strict management and economical use of public assets, and to prevent and repel loss and waste.

Basically, the provisions of the Draft Law on Management and Use of Public Assets are consistent with the Party's guidelines, policies and guidelines; overcoming shortcomings and limitations in the implementation of the current Law on Management and Use of State Assets. The majority of delegates agreed with the need to amend the current name of the "Law on Management and Use of State Assets" to "Law on Management and Use of Public Assets".

Delegates contributed additional comments to the provisions, focusing on the following main groups of issues: the concept of public assets; principles of management and use of public assets; the regime of management and use of public assets at agencies, organizations and units; management of special assets and specialized assets at people's armed forces units; maintenance and upkeep of infrastructure assets...

Specifically, in Article 1 - Explanation of the Law's concept, opinions agree with the content "Public property is property owned by the entire people, represented by the State as the owner and uniformly managed".

In addition, many delegates said that the Law should only cover assets that can be managed, and assets that cannot be managed should not be regulated. And they suggested not to exclude money from the state budget, state financial funds, and foreign currency funds from the concept of public assets.

In Article 2, opinions suggest adding units of the people's armed forces, Vietnamese agencies abroad and project management boards using state capital to the subjects of application.

In Section 2, Chapter III, which stipulates standards and norms for the use of public assets at agencies, organizations and units, many opinions suggest that it is necessary to have specific and clear regulations to ensure fairness, equality and uniform application of standards and norms for the use of public assets and that it is necessary to set fixed norms and specific detailed regulations such as the contents of norms for building headquarters, titles for using public vehicles, vehicle value, office standards, etc.

Or as in Article 33, which regulates the allocation of funds for the use of public assets at state agencies, delegates suggested that it is necessary to specify the mechanism for applying public vehicle allocation, the subjects of application, how to calculate the allocation level and the time of application.

At the end of the conference, on behalf of the Provincial National Assembly Delegation, Comrade Nguyen Thanh Hien acknowledged and highly appreciated the delegates' comments.
