(Baonghean.vn) - On the morning of April 24, the Government held an online conference to evaluate the results of implementing Decree 67/CP on a number of policies for fisheries development. Comrade Vu Van Ninh - Member of the Party Central Committee, Deputy Prime Minister chaired the conference. After Decree 67/CP was issued (July 7, 2014), the Central Ministries and branches issued circulars, decisions, and guidelines for implementation. Up to now, after 8 months of implementation, 23/28 provinces and cities have approved the list of fishermen eligible to participate in loans for shipbuilding under Decree 67/CP with a total of 628 ships. Commercial banks have also received 157 sets of documents in 17 provinces registering for loans. Other policies such as: Support for steel-hulled ship design; ship hull insurance... have been actively implemented by localities. However, during the implementation process, there are still some difficulties and problems in lending capital, interest rates, loan terms for steel hull construction, hull design, ship valuation, selection of machinery installation, fishing infrastructure, linkage between unions, associations, cooperatives, fishing teams, expanding the loan recipients, etc. These are also the contents that delegates from provinces and related ministries and branches focused on discussing at the conference.

At the conference, Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee reported on the implementation of Decree 67 in Nghe An: Up to now, the People's Committee of Nghe An province has approved 68 ships eligible for loans to build new fishing vessels and logistics services. Currently, commercial banks have received and are processing 49 loan applications and 1 loan contract has been signed. In addition, there are some difficulties and problems in choosing suitable fishing vessel designs, fishermen lack counterpart capital, choosing insurance, the organization of establishing production teams at sea is still slow... To create conditions for fishermen to confidently invest in building new large ships to develop the fishing industry, it is necessary to extend the loan term for building steel-hulled fishing vessels from 11 years to 16 years.

Concluding the conference, Mr. Vu Van Ninh - Deputy Prime Minister emphasized: Decree 67/CP is of utmost importance to develop fisheries in a modern direction, improve the lives of fishermen, thereby contributing to the development of the marine economy, maintaining the sovereignty of the sea and islands of the Fatherland. To better implement Decree 67/CP, in the coming time, relevant ministries and branches need to continue to review and adjust appropriate policies, especially those that have direct impacts, bringing benefits to the majority of fishermen such as: Working capital loans; Insurance policies; Vocational training... Localities need to pay attention to developing infrastructure, fishing logistics services, managing newly built fishing vessels according to planning, at the same time need to select new vessel designs suitable for actual production at sea and promote propaganda, registration, and appraisal of loan applications for building new fishing vessels according to the targets of the Ministry of Agriculture and Rural Development.

The Deputy Prime Minister assigned relevant ministries and branches to review and adjust policies in a synchronous and reasonable manner and prioritize capital, interest rates, and loan terms for building new ships in accordance with actual conditions, develop fishing infrastructure, expand loan subjects, counterpart funds... to encourage people to borrow capital to build large-capacity ships, and effectively implement Decree 67/CP.
