Create conditions for female staff to develop
(Baonghean) - Implementing the Party and State's policies and guidelines on female cadre work, especially Resolution No. 11-NQ/TW of the Politburo (10th tenure) on "Women's work in the period of promoting industrialization and modernization of the country", in recent times, the province's sectors and localities have paid attention to female cadre work, with many specific policies in selecting, planning, training, fostering, mobilizing, rotating, and appointing female cadres, creating conditions for women to strive and mature.
Outstanding in many fields
It is undeniable that women are increasingly aware and willing to study to standardize their professional qualifications and political theory, combined with the attention of organizations in planning, training, arranging, using, promoting and appointing, which has gradually affirmed the role and position of female cadres in the political system at all levels.
From the reality in Thanh Chuong, comrade Trinh Van Nha - Standing Deputy Secretary of the District Party Committee, affirmed: "Female cadres in Thanh Chuong in the current period basically meet the requirements of the assigned tasks; among them, many female cadres are truly outstanding, flexible, skillful, and supple in leadership and direction, truly typical examples of "skillful mass mobilization", ensuring the good completion of political tasks of the industry, locality, and unit".

To prove his words, the Standing Deputy Secretary of Thanh Chuong District Party Committee introduced us to Thanh Long commune, where there is the only female Party Secretary of the commune in the district.
Thanh Long used to be a "hot spot" for security and order, with poor infrastructure, but now there have been many improvements. To achieve this result, in addition to the intelligence and efforts of the entire Party Committee and people of Thanh Long commune and the joint efforts of businesses and children far from home, we must mention the role of solidarity, the hard work and diligence of the Party Secretary of the commune, Tran Thi Hang. If at the beginning of the term, Thanh Long commune only achieved 11/19 new rural criteria, now there are 4 more criteria completed.
What is special is that in just 4 years, the commune mobilized from businesses and children far from home more than 23 billion VND to build 2 standard kindergartens and secondary schools; mobilized more than 30 billion VND to complete the bridge and irrigation canal system; mobilized all sources to care for the poor, reducing 27% at the beginning of the term to 4.8% of poor households at the end of 2018...

In Thanh Chuong district, comrade Nguyen Thi Quynh Nga is also a "famous" female cadre who can say and do, no matter what position she holds, from population specialist, President of the Women's Union, Secretary of the Thanh Duc Commune Party Committee, then President of the District Women's Union and now a member of the Standing Committee of the District Party Committee, Head of the District Party Committee's Inspection Committee, she has also excellently completed her assigned tasks.
In Yen Thanh district, also "standing at the forefront and taking responsibility" for difficult, complicated and sensitive areas, comrade Tran Thi Binh - Head of the District Party Committee's Inspection Committee is also a responsible female cadre, concerned about inspection and supervision work, contributing to promoting the implementation of local political tasks, preventing violations by Party organizations and Party members and strictly maintaining Party discipline for Party organizations and Party members who violate in the district.
Comrade Nguyen Viet Hung - Standing Deputy Secretary of Yen Thanh District Party Committee said that the work of female cadres has recently been paid attention to by Party committees at all levels in Yen Thanh from the recruitment to planning, training, fostering, arrangement, use, promotion and appointment. Currently, the heads of some departments, offices and mass organizations at the district level are assigned women such as the Chairman of the District Party Committee's Inspection Committee, Head of the Finance Department, Head of the Department of Labor, Invalids and Social Affairs, Chairman of the Labor Federation, Secretary of the Youth Union... are all evaluated by the provincial vertical sector as having completed excellently. The team of female cadres who are Deputy Secretaries of the Party Committee, Vice Chairmen of the People's Council, and People's Committee at the commune level have also made certain contributions to the movement in each locality.

Increase the proportion of female staff
Implementing the Party and State's guidelines and policies on female cadre work, especially Resolution No. 11-NQ/TW (10th tenure) of the Politburo on "Women's work in the period of accelerating industrialization and modernization of the country" and Directive No. 21-CT/TW dated January 20, 2018 of the Secretariat on continuing to promote women's work in the new situation; the Provincial Party Committee has concretized and issued many documents to lead and direct the implementation of female cadre work in the province.
On that basis, the Party Committees of districts, cities, towns, affiliated Party Committees and grassroots levels have directed resolutely, dynamically and creatively, creating positive changes in the work of female cadres. The number of female cadres participating in Party Committees and elected bodies at all levels, taking on leadership and management positions has increased over the terms.

According to comrade Le Quoc Khanh - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board, in recent times, female cadres with opportunities to develop have been discovered, trained, nurtured, planned and used by the organization. However, although the number of female cadres in the team of key leaders and managers in some agencies and units has increased, the ratio is still low; the appointments are mainly to deputy positions.
Some sectors such as health and education have a high proportion of women, but very few female leaders and managers. The proportion of female delegates to People's Councils at all levels has not reached the target.
The reason is that some Party committees and authorities at all levels have not paid attention to the work of female cadres, still showing a lack of confidence in the abilities of female cadres, and sometimes evaluating female cadres is not objective. Subjectively, some female cadres still have a mentality of being content with their lot, not having the will to strive to improve or being satisfied and content. There is a situation where a number of women are afraid when being transferred to work far from their families, are not ready to accept a job position when assigned, and are not willing to work hard to improve.

From that reality, if we want the work of female cadres to be carried out well, commensurate with the capacity and development of the current female labor force (accounting for over 50% of the population and 48% of the social labor force), the Party Committee and organization must be truly objective in assessing and perceiving women in order to receive, plan, train, and appoint them to positions and jobs.
Only then can gender equality be created and the proportion of women participating in Party committees at all levels must be from 15% or more and there must be female cadres in the Standing Committees at all levels in accordance with Directive No. 35-CT/TW dated May 30, 2019 of the Politburo on Party Congresses at all levels, towards the 13th National Congress of the Party. Women themselves must also strive to develop, because for them, in addition to social work, there is also the role of a woman in the family.
