Creating momentum for agricultural development and new rural construction

And those who emulate are the most patriotic", on the basis of promoting the good traditional values ​​of 70 years of building and developing the industry, in the period of 2010 - 2015, the Nghe An Agriculture and Rural Development sector pays special attention to patriotic emulation work, focusing on the emulation movement, building advanced models in all fields and areas of operation, in order to create momentum for agricultural development and new rural construction.

Typical patriotic emulation movements of the industry over the past 5 years are the movements: "Joining hands to build new rural areas"; "Scientific research, promoting initiatives, applying new technical advances in production", land consolidation, plot exchange, building large fields in localities; "Improving the capacity and effectiveness of state management in agencies and units"; "Skillful mass mobilization" associated with the Campaign "Studying and following the moral example of Ho Chi Minh"...

Thanks to the effective implementation of patriotic emulation movements, in the period of 2010 - 2015, the Nghe An Agriculture and Rural Development sector has had profound changes in both awareness and action among cadres, civil servants, employees, laborers and farmers; creating a new momentum and being an important premise for successfully completing the socio-economic development tasks of the sector.

The most outstanding result is that the emulation movement has contributed to strengthening the work of advising, directing, leading and managing the state in agriculture and rural development, especially the work of reviewing and supplementing planning and plans to well implement the restructuring of the industry, high-tech agricultural production; developing key economic sectors such as livestock, especially large-scale livestock farming and milk processing; developing the marine economy, improving the efficiency of aquaculture, fishing and processing of aquatic and seafood products; developing the forest economy, focusing on planting large timber forests, processing wood and non-timber products; mobilizing resources well, especially projects from the Central Government and ODA, building infrastructure systems for irrigation, river dykes, sea dykes, rural domestic water, etc. to meet the requirements of agricultural production development in the trend of integration and sustainable development.

In addition, the movement has contributed to promoting the right shift in the economic structure of the agricultural sector; forming and developing specialized areas for commodity production according to market requirements; productivity and output of crops and livestock have increased rapidly, increasing added value per unit area, constantly improving the material and spiritual life of rural people; building new rural areas has made many improvements (to date, 36 communes have met new rural standards), creating important conditions and premises to complete the goals of Resolution 03-NQ/TU on promoting the implementation of the National Target Program on building new rural areas in the period 2011 - 2020.

In particular, the basic targets in the 5-year plan (2010 - 2015) are expected to reach and exceed the set targets by the end of the year, such as: The growth rate of production value is expected to reach 4.58%/Plan 4.5 - 5.0%; the proportion of rural population using hygienic water is expected to reach 75%/Plan 55%; forest coverage is expected to reach 55%/Plan 55%; the number of communes meeting new rural standards is expected to reach 87 communes/Plan 87 communes, the proportion of agricultural workers receiving technical training is expected to reach 80%/Plan 80%, the proportion of livestock in agriculture is expected to reach 45%/Plan 40 - 45%...

Recognizing the results achieved in the past 5 years, the Department of Agriculture and Rural Development has always been evaluated by the Provincial Party Committee, People's Council, Provincial People's Committee, and Ministry of Agriculture and Rural Development as a leading unit in the emulation movement to carry out the cause of industrialization, modernization of agriculture, rural areas, and new rural construction; honored to be awarded the Second Class Independence Medal by the President for its outstanding achievements in work, contributing to the cause of building socialism and defending the Fatherland; many collectives and individuals have been awarded many noble titles and rewards by the Party, the State, and trade union organizations at all levels. Typical units are: Nghe An Agricultural Materials Joint Stock Corporation, Xuan Thanh Agricultural One Member Co., Ltd., Nghi Loc Protective Forest Management Board, Department of Planning and Finance of the Department, Nghe An Plant Varieties Center, etc.

To achieve the above achievements, in addition to regularly receiving the attention and leadership of the Provincial Party Committee, People's Council, Provincial People's Committee, and the Ministry of Agriculture and Rural Development, the entire industry unanimously adhered to the annual and periodical plan's goals and tasks; closely followed the grassroots, directed decisively, proactively, and creatively; especially launched and organized well the implementation of patriotic emulation movements suitable for each development stage of the industry.

Promoting the achieved results, in the period of 2015 - 2020, the patriotic emulation movement of the Nghe An Agriculture and Rural Development sector will focus on achieving the following goals: Building a comprehensively developed agriculture in a modern, sustainable direction, large-scale commodity production on the basis of promoting comparative advantages and reorganizing production; applying science and technology to increase productivity, quality, efficiency and high competitiveness, firmly ensuring food security, meeting diverse domestic and export needs; improving the efficiency of land use, water resources, labor and capital; improving the income and life of farmers, fishermen, salt farmers and foresters.

Strive for the average growth of the entire industry's production value of 4.5 - 5%/year; structure of agriculture, forestry and fishery by 2020: agriculture 77%, forestry 9%, fishery 14%; internal structure of the agricultural sector shifts towards increasing the proportion of livestock to 46 - 47% by 2020; strive to have over 50% of communes (over 216 communes) meet new rural standards, exceeding the target of Resolution No. 03-NQ/TU on promoting the implementation of the National Target Program on new rural construction in the period 2011-2020.

The emulation movement will be directed to create a wide spread throughout the industry, with rich content and forms suitable to the political tasks and specific conditions of each unit and each locality associated with important events of the industry, the province and the country, practically contributing to the successful implementation of the Resolution of the 12th National Party Congress, the Resolution of the 18th Nghe An Provincial Party Congress, the Resolution of the 1st Congress of the Party Committee of the Department of Agriculture and Rural Development, the 5-year plan (2015 - 2020) and especially the 70th anniversary of the establishment of the Agriculture and Rural Development sector (November 14, 1945 – 2015). In which, the focus is on implementing the emulation movement "The entire Nghe An Agriculture and Rural Development sector joins hands to restructure the sector and build new rural areas", creating momentum for agricultural development, building new rural areas, successfully implementing the goals and tasks of the entire sector in the period 2015 - 2020.
