Creating new momentum and new motivation in implementing Resolution 26, helping Nghe An escape from poverty

(Excerpt from the closing speech of Comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council at the Conference on Studying and Implementing Resolution No. 26 of the Politburo on Nghe An)

After a day of urgent and serious work with a high sense of responsibility, our conference listened to the reporters present: Report on Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks for the development of Nghe An province until 2020; Report on the draft Action Program of the Provincial Party Executive Committee on implementing Resolution No. 26-NQ/TW of the Politburo; Report on Plan No. 98-KH/TU dated August 30, 2013 of the Provincial Party Standing Committee on studying, grasping and implementing Resolution No. 26-NQ/TW of the Politburo.



Comrade Tran Hong Chau delivered a concluding speech at the conference.

After the morning program, the Conference was divided into 5 groups to discuss the results of 10 years of implementing Conclusion No. 20-KL/TW of the 9th Politburo; the draft Action Program of the Provincial Party Executive Committee on implementing Resolution No. 26-NQ/TW of the Politburo.

Through the discussion, the delegates contributed 53 comments focusing on analyzing the results, limitations, weaknesses, newly arising issues, causes and directions, tasks; solutions to organize the implementation of Resolution 26 of the Politburo on the development of Nghe An province until 2020. On behalf of the Provincial Party Committee, we would like to report the results of the discussion and exchange, and add as follows: In the 53 comments expressed in the groups, they were grouped into 7 groups of issues:

First group of opinions, there are many good and responsible opinions expressing joy and excitement and demonstrating high political determination when the Politburo issued Resolution No. 26 on the direction and tasks for the development of Nghe An province until 2020. That is also the common sentiment of the Standing Committee, the Provincial Party Committee, cadres, party members and people. That is the unity of will, the initial foundation, the opportunity for Nghe An to develop; creating resources for contribution from the Central and localities nationwide.

Group 2 opinion, expressed high agreement with the Central Committee's assessment of the achievements as well as the limitations and weaknesses of Nghe An in the 10-year journey of implementing Conclusion No. 20 of the Politburo. However, there are also some opinions suggesting that the shortcomings and shortcomings should be more clearly stated so that we can see and find solutions to do better in the next stage. Regarding this issue, in the summary report of Conclusion No. 20, the Provincial Party Committee's Standing Committee stated it very clearly, and in the project submitted to the Politburo, it was summarized. Today, at this conference, due to time constraints, there are things we have not fully said.

However, in the summary of Conclusion 20 sent to departments, branches, sectors, affiliated party committees, districts, cities, it is mentioned very specifically, in detail with appendices, in which it clearly states which targets have been achieved and which have not been achieved very specifically. Here we highly agree with the two opinions raised by comrades: That is, it is necessary to continue to emphasize the shortcomings of the ideology of waiting and relying on our party members, especially the cadres in charge at all levels. Emphasize to break down the barriers in ideology so that the cadres can be more innovative, dynamic, creative, and sensitive.

Second, the opinion emphasized that in the past 10 years, although Nghe An has developed very well, if we compare Nghe An in 2003 with Nghe An in 2013, we can see that in many areas, many indicators have doubled, even tripled, or even quadrupled, however, compared to other provinces in the region and the whole country, this development is still not as expected. Compared to Thanh Hoa, Ha Tinh shows signs of economic backwardness. Because we have not had projects, decisive and breakthrough pushes in economic development.

We find your opinions on this issue very valid and we have also stated it clearly in the report. For example, Nghi Son has received 11 billion USD in investment in the past few years, Vung Ang 14 billion USD. These two projects are nearly 30 billion USD. Meanwhile, in our country, there is no project worth 1 billion USD. We must compare with other units to see where we stand, at what level, so that we can have a stronger will to rise, worthy of the trust of the Politburo and the expectations of the cadres and people of our province.

Group 3Focus on discussion, propose that some targets are too high and difficult to implement. For example, the growth rate, we currently only have 8-9% but by 2015 it must be 11-12%; or the average income per capita we currently only reach over 20 million VND/person, by 2015 it will reach 38 million/person, will it be achieved? When discussing and advising the Politburo, the Provincial Party Committee also wondered about some targets in the context of current economic difficulties. However, if the target is set low, there will be no motivation to strive, it must be raised to at least the average level of the whole country to demonstrate the political determination of the cadres and party members. The Politburo Resolution has been issued, so we do not discuss low or high, but our responsibility is to strive to achieve, even surpass the set target.

Group 4demonstrating high consensus on the Politburo's guidelines and solutions. Among them, there are some proposed opinions that the Provincial Party Committee finds reasonable and would like to accept and supplement. That is, the Politburo has issued a Resolution, but the problem is how to get ministries, branches, the Government and the Central Government involved. The Resolution, in order to become a reality and come into life, needs to be institutionalized by state regulations, decisions, and operating mechanisms of the Government and the State to be effective. These are very valid concerns.

When drafting the Resolution, we also included this opinion and content for the Party Executive Committee, the Government, ministries and branches to implement and have an annual summary. Recently, the Standing Committee also met to discuss this issue. In the near future, a series of contents will continue to be submitted to the Government for amendment, supplementation and roadmap development. Currently, the Standing Committee of the Provincial Party Committee is directing specialized agencies to review and implement. For example, Resolution 239 on Vinh city will continue to be submitted to the Government to adjust a series of issues on Vinh city such as upgrading Vinh airport to an international airport. Or Resolution 147 on Western Nghe An until 2010 expires, the Standing Committee of the Provincial Party Committee has discussed and agreed to submit to the Government for approval for Nghe An a new resolution on the development of the Western region in the near future, including specific programs and projects.

The fourth group of opinions also mentioned many solutions to remove bottlenecks, clear the flow in attracting investment, in directing and operating, in site clearance such as promoting administrative procedure reform, innovating approaches, innovating internal regulations of agencies and units to create transparency for investors... to facilitate the implementation of the resolution. We would like to accept this opinion.

Some delegates said that although the resolution mentioned the development of Mat Island and Ngu Island, it is necessary to add some content on marine economy. Because Nghe An has 83km of coastline and islands, the Provincial Party Committee accepted and added this opinion in implementing the Central resolution on marine economy. In addition to exploiting the advantages of the West in terms of forests, midlands and mountains, we will continue to promote the strengths of the sea (exploitation, processing, aquaculture, etc.) associated with the work of protecting the sovereignty of the sea and islands.

In this group of solutions, delegates also proposed to strengthen the work of directing, inspecting and urging in a timely manner. This is a very necessary solution in the process of implementing the Resolution. The Politburo also pointed out that every year we must summarize, evaluate and report on the implementation of the Resolution. Before reporting to the Politburo, we must review the entire situation in the districts and sectors regarding the implementation of the key programs and projects set out in this resolution in order to both make timely adjustments and make appropriate recommendations and proposals.

Solution group 5, proposes to carefully study and review programs and projects to combine the implementation of Resolution 26 of the Politburo with Resolution 17 of the Provincial Party Congress and a number of other programs. Regarding this, the Provincial Party Committee fully agrees. We have now gone more than half of the term of implementing the Resolution of the 17th Provincial Party Congress, so in the implementation, it is necessary to go hand in hand with Resolution 26 of the Politburo. Therefore, it is necessary to have coordination to avoid duplication, overlap, and re-issuance of programs and projects that have been implemented, but only review and supplement necessary programs and projects. At the same time, strengthen the direction and urging work to make the implementation more effective. Only issue new programs that are central and key to serve the implementation of Resolution 26 of the Politburo and at the same time serve as the foundation for the 18th Provincial Party Congress, ensuring inheritance, complementary support, and mutual dissemination.

Group 6Regarding the work of building the Party and the political system, many delegates requested a review and combination of the implementation of Resolution 26 with the implementation of the Resolution of the 17th Provincial Party Congress and Resolution 4 of the Central Committee on "some urgent issues at present". From there, timely rectification; prevention of signs of moral degradation; focus on building a team of cadres because cadres are the root of all problems. Doing a good job of cadre work will create high determination in implementing Resolution 26 of the Politburo. We would like to accept this issue and add it to the program and actions of the Provincial Party Executive Committee.

Solution group 7,Referring to the issue of how to effectively implement Resolution 26 of the Politburo? The general spirit is that the province only thoroughly implements the expanded core cadre team and the intellectual and artistic team to create consensus for synchronous implementation. The responsibility of the sectors, levels, districts, cities and towns is to implement the study plan, thoroughly understand and build a program, and complete the action in October. The responsibility of the media agencies is to participate in strongly propagating the study, thoroughly understand, and create a change in awareness and action in implementing the Resolution.

Immediately after the conference, the Provincial Party Standing Committee will direct the Provincial People's Committee, the Provincial Party Committee's Propaganda Department, and the Provincial Party Committee Office to receive the delegates' comments, complete and issue the Action Program to implement Resolution No. 26-NQ/TU of the Politburo and request comrades to focus on implementing the following contents:

The first, district, city, town Party Committees and affiliated Party Committees study and grasp the basic content, policies, viewpoints, directions and solutions of the resolution; Party committees, Party organizations, heads of Party committees and Party organizations from the province to the grassroots level urgently organize the dissemination, dissemination and timely implementation of Resolution No. 26-NQ/TW of the Politburo to all cadres, Party members and people of all walks of life according to the Plan of the Provincial Party Committee Standing Committee to ensure practicality and effectiveness.

Monday, urgently select, develop programs and implementation plans seriously, thoughtfully, scientifically and specifically in line with the reality and potential of the locality and base; assign people to direct, urge and organize serious inspection of implementation.

Tuesday, Party committees, authorities at all levels and people in the whole province need to raise political determination, promote patriotic emulation movements, synchronously implement solutions to successfully complete the directions and tasks set out in Resolution No. 26-NQ/TW of the Politburo; in the immediate future, focus on leading and directing the completion at the highest level of the tasks of socio-economic development, ensuring national defense, security, Party building and the political system in 2013 and developing the plan for 2014.

Wednesday,The Provincial Party Committee's Propaganda Department coordinates with the Provincial Party Committee's Inspection Commission to advise the Provincial Party Committee's Standing Committee to establish inspection teams to organize the study, dissemination, implementation and development of programs and plans to implement Resolution No. 26-NQ/TW of the Politburo of localities and units.

Resolution 26 of the Politburo on Nghe An can be implemented and to what extent it is successful depends on the entire political system; each Party cell, each agency and unit achieving specific results will create changes for each sector, each district and then create changes for the whole province. Therefore, we must be highly determined right from the time of understanding, studying to building programs, taking action and implementing to create a new atmosphere, a new driving force in bringing Nghe An out of poverty as the goal set by the Politburo...
