Creating new momentum to successfully implement the goals of the Resolution of the 17th Provincial Party Congress in the field of Industry and Trade
On the occasion of the 60th anniversary of the establishment of the Industry and Trade sector, Nghe An Newspaper interviewed comrade Phan Thanh Tinh, Provincial Party Committee member and Director of the Department of Industry and Trade.
PV: Could you please tell us some of the main achievements of Nghe An's Industry and Trade sector over the past 60 years?

In each historical period, the Industry has always played an important role in the socio-economic development of the province, serving production and life, implementing on-site logistics, serving combat, combat readiness, providing goods for the Central Government and supporting the large front lines, and at the same time organizing the purchase of agricultural products for export.
Implementing the goals set by the Provincial Party Congresses in each term, especially the 15th and 16th Provincial Party Congresses, in the context that Nghe An is not yet a key area prioritized for industrial development investment by the Central Government, the investment environment is not favorable, natural disasters and epidemics occur frequently,... but thanks to the drastic direction, industry, trade and services still grow rapidly.
Regarding industry: The average growth rate reached 22.1%/year. Production value in 2010 reached 8,542 billion VND, 6.2 times higher than in 2000. The proportion of industry - construction in GDP increased from 29.3% in 2005 to 33.4% in 2010. The fastest growing industrial production establishments are small and medium enterprises.
The province has over 35,000 industrial production establishments, nearly 400 villages with crafts and 102 craft villages. Many concentrated industrial parks and industrial clusters have been established and are operating effectively. The province's electricity infrastructure has been rapidly transformed, to date 100% of districts have access to the national grid, 94% of communes have access to electricity and 97.5% of households have access to electricity.
Nghe An industry has a number of large-scale products, stable growth, and competitiveness in the market such as: Sugarcane processing industry with an annual output of 150,000 - 160,000 tons; Cement production industry with an output of 1.7 million tons; Agricultural processing industry: concentrated pineapple juice reaching 5,000 tons/year, cooking oil 20,000 - 30,000 tons/year, cassava starch reaching 30,000 tons/year, wheat flour 20,000 tons/year; Food and beverage industry: beer reaching 200 million liters/year, milk 50 million liters/year; Mineral exploitation industry: tin 2,500 tons/year, white stone 1 million tons/year; Textile, leather, garment industry: 8,000 tons of yarn/year, knitted products reaching 3 million products/year, garment exports reaching 1.5 million products/year; Hydroelectric industry with installed capacity of 750 MW, etc.
Nam Cam Industrial Park attracts many investors.
The commercial sector has also developed rapidly and remarkably. The total retail sales of consumer goods and services have grown at an average of over 22% per year. The market and import-export turnover have been constantly increasing. The total export turnover in 2010 reached 386.3 million USD with agricultural products, construction materials, minerals, textiles, etc. to 45 countries and territories around the world.
PV: To successfully implement the development goals and tasks of the industry according to the Resolution of the 17th Provincial Party Congress, what contents will the Industry and Trade sector focus on?
Comrade Phan Thanh Tinh: Resolution XVII of the Provincial Party Committee for the Industry and Trade sector is to actively contribute to achieving the goal of Nghe An becoming a fairly developed province in the North Central region by 2015; creating the foundation to basically become an industrial province by 2020; the proportion of industry and construction accounting for 39-40%; services 39-40% in the economic structure; export turnover reaching 500-550 million USD... To achieve this target, the Industry and Trade sector has been focusing on implementing the following solutions:
Firstly, upgrade and expand the industrial and commercial infrastructure system: roads, airports, ports, power sources and grids, water supply and drainage systems, develop infrastructure for industrial zones and clusters, rapidly develop border gate systems and border trade. Focus on investing in the Southeast Economic Zone, Dong Hoi Industrial Zone, Hoang Mai Industrial Zone, Nghia Dan Industrial Zone, and industrial clusters. Complete the power supply network, especially power supply for economic zones, industrial zones and clusters, and new urban areas.
Second, improve the investment environment and promote investment, manage the market well, and combat trade fraud: proactively remove difficulties and obstacles for businesses to reduce costs, maximize capacity, and increase market competitiveness. Focus on accelerating industrial production projects, improving the effectiveness of investment promotion, and creating a favorable environment to attract capital sources inside and outside the province. Review and supplement policies to support agricultural product consumption, industrial promotion policies, and support investment in industrial cluster infrastructure. Implement a regime of publicity, stability, and transparency of policies.
Third, focus on industrial development to quickly form 3 key economic zones: Vinh City - Southeast Economic Zone associated with Nam Nghe - Bac Ha region focusing on developing high-tech industry, textile and garment industry attracting many workers, white stone processing industry, focusing on infrastructure investment in Nam Cam and Tho Loc Industrial Parks; Hoang Mai - Dong Hoi region associated with Nam Thanh - Bac Nghe region developing dynamic industries such as: cement, thermal power, steelmaking, mechanical industry, chemicals; investing in the construction of Dong Hoi port, Dong Hoi Industrial Park, Hoang Mai; Tan Ky - Do Luong - Thai Hoa - Qui Hop area focuses on developing agricultural and forestry processing industry (sugarcane, rubber, coffee, fruit processing, meat processing, milk, pulp), developing dynamic industries (hydropower, cement, construction materials, mineral exploitation and processing), building Phu Quy, Nghia Dan, Song Dinh, Tan Ky, Tri Le industrial parks and industrial clusters.
Fourth, focus on encouraging export development: aiming for modern technology and equipment to improve the quality of export products. Continue to innovate technology to improve the quality of products to replace imported goods.
Fifth, strengthen state management: review and supplement the complete industrial and commercial development plan associated with the economic development plan of the Western region; the Southeast Economic Zone plan and the formation and development of three key economic zones of the province.
Issue policies and mechanisms to attract investment, create favorable conditions for production and business enterprises; strengthen inspection and control to ensure industrial and handicraft development according to planning. Strictly manage the licensing of mineral exploitation. Enhance the role and effectiveness of industrial promotion activities. Carry out specialized inspections of activities, electrical safety, use of industrial explosives, mineral exploitation and processing; inspect and control the market, and combat commercial fraud.
