Creating a good environment for Vietnam - China relations
During the meeting on the afternoon of September 3 in Beijing, President Truong Tan Sang and General Secretary and President of China Xi Jinping agreed to strengthen political trust, strive to satisfactorily resolve differences, and create a good environment for the two countries' relationship to develop stably, sustainably, and long-term.

NOn September 3, President Truong Tan Sang attended the ceremony to celebrate the 70th anniversary of the world's victory over fascism in Beijing, at the invitation of General Secretary and President of China Xi Jinping. Also attending the ceremony were heads of state and governments from 30 countries, leaders of 10 international and regional organizations, including United Nations Secretary General Ban Ki-moon.
After the ceremony, President Truong Tan Sang met with General Secretary and President of China Xi Jinping at the Great Hall of the People. President Truong Tan Sang affirmed that on the basis of adhering to the foreign policy of peace, independence, self-reliance, multilateralization and diversification, Vietnam consistently attaches great importance to developing stable, healthy and long-term relations with the Party, State and people of China. He wishes to work with China to promote the Vietnam-China comprehensive strategic cooperative partnership in a practical and effective manner; especially the need to strengthen political trust; maintain high-level contacts; promote people-to-people exchanges, especially between the young generations of the two countries. President Truong Tan Sang suggested that both sides pay attention to directing and urging all levels and sectors to seriously implement the agreements and common perceptions reached between the high-ranking leaders of the two Parties and the two countries; Strive to promote substantive progress in cooperation areas based on the principles of respecting each other's legitimate interests, balance, equality and mutual benefit, contributing to deepening friendship, understanding and mutual trust.
Regarding the maritime issue, President Truong Tan Sang expressed that the situation at sea has recently become complicated, causing concern among countries in and outside the region; he suggested that both sides control disagreements well, not take actions that complicate or expand disputes, jointly maintain peace and stability in the East Sea, contributing to preserving peace, stability and development in the region; promote areas and cooperation projects that both sides have agreed on, in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea.
Xi Jinping thanked President Truong Tan Sang for attending the activities commemorating the 70th anniversary of the victory over fascism, thanked the people of other countries, including the Vietnamese people, for their support in contributing to the victory of the Chinese people; and congratulated the Vietnamese people on their great achievements on the occasion of the 70th anniversary of National Day. Xi Jinping affirmed that developing the China-Vietnam friendship is a consistent and unchanging policy of the Party, State and people of China; and believed that developing relations between the two Parties and two countries is in line with the fundamental interests of the people of the two countries and beneficial to peace, stability and development of the region.
President Truong Tan Sang and General Secretary and President of China Xi Jinping agreed to strengthen political relations between the two Parties and countries; maintain high-level contacts, deepen practical cooperation for mutual benefit; implement agreements reached between the two countries in the fields of economy, trade and investment in a balanced and sustainable manner; expand people-to-people exchanges, especially between the young generations of the two countries; strive to satisfactorily resolve differences, creating a good environment for the two countries' relations to develop stably, sustainably and long-term.
China cuts 300,000 troops
Earlier, on the morning of September 3, speaking at the 70th Anniversary of the Victory over Fascism, held at Tiananmen Square, Mr. Xi Jinping expressed his wish for "building a community with a common destiny" for humanity, "without discrimination and prejudice", "without hatred and war", with countries being equal, respecting each other, developing peacefully and prospering together; maintaining international order in the spirit of respecting the United Nations Charter and international law; promoting the building of a "new type of international relations" on the basis of "win-win cooperation"; pledging that China will persevere on the path of peaceful development, no matter how strong it becomes, "no hegemony, no expansion". In that spirit, the General Secretary and President of China announced that the country would reduce its troops by 300,000. This is the fourth time the Chinese military has reduced its troops since the reform and opening up period in the 1980s.
Mr. Xi Jinping accepted the invitation to visit Vietnam.
President Truong Tan Sang conveyed the invitation of General Secretary Nguyen Phu Trong and, on behalf of the President, invited General Secretary and President of China Xi Jinping to visit Vietnam soon. Xi Jinping happily accepted the invitation and suggested that the two sides continue to coordinate closely to make the visit this year. On the same day, President Truong Tan Sang visited and had a friendly talk with officials and staff of the Vietnamese Embassy in China.
