Creating a source of cadres for poor communes
According to Decision 170/QD-TTg of the Prime Minister, excellent young intellectuals with university degrees are selected to be Vice Chairmen of People's Committees of poor communes. Nghe An is one of the 5 provinces that are piloting the first phase in 15 communes in 3 poor districts (5 communes in Tuong Duong, 5 communes in Ky Son, 5 communes in Que Phong).
(Baonghean) -According to Decision 170/QD-TTg of the Prime Minister, excellent young intellectuals with university degrees are selected to be Vice Chairmen of People's Committees of poor communes. Nghe An is one of the 5 provinces that are piloting the first phase in 15 communes in 3 poor districts (Tuong Duong 5 communes, Ky Son 5 communes, Que Phong 5 communes).
To implement this project, the Department of Home Affairs issued Plan No. 834/SNV-KH dated January 15, 2011 guiding the selection of young intellectuals as cadres. According to the target for this period, the whole province only selected 15 young intellectuals, but up to now, more than 50 sets of documents have been sent to the Department of Home Affairs of the districts. Mr. Lang Van Que - Deputy Head of the Department of Home Affairs' Government Construction Department said: "To ensure publicity, transparency, objectivity and compliance with the law, in recruiting civil servants, each candidate will submit 3 sets of documents. One set is submitted to the People's Committee of the districts (through the Department of Home Affairs), one set is submitted to the Provincial Department of Home Affairs, and one set is sent to the Project Management Board of 600 commune vice chairmen. The selection is carried out by considering the results of professional and technical studies and directly interviewing candidates about their awareness, understanding, behavioral skills, leadership qualities, and management capacity to meet the job requirements of the position of Vice Chairman of the Commune People's Committee. Priority is given to cadres and civil servants working in poor communes and districts, ethnic minorities, people who know ethnic minority languages, understand local customs and practices; have experience in administrative management; have worked in mass organizations; graduated from majors in economics, science and technology, agriculture and forestry, etc.
Although having advantages in terms of qualifications and capacity, young intellectuals are limited in management experience and soft skills to handle situations that arise during their work while the people they work with and come into contact with are mostly ethnic minorities with limited intellectual level. Therefore, speaking so that people understand, listen, believe and follow is a problem that requires young cadres to constantly go deep, get close, listen to people's opinions and constantly learn. According to Mr. Nguyen Van Bao - Head of the Youth Union of Urban Workers of the Provincial Youth Union, "The selected young intellectuals must be those with a pioneering spirit, volunteering, not afraid of difficulties, afraid of hardships, daring to think, daring to do, daring to sacrifice, but more importantly, the local government must agree, have an open mechanism, clearly define people, clearly define work and create "a place to use their talents" for young people to strive to avoid localism".
Young intellectuals working in poor communes will enjoy all the policies and regimes as a Vice Chairman of a commune, including: Salary, allowance coefficient, regional incentives... creating material and spiritual conditions for them to feel secure in their work and be attached to the locality. But the problem of "attracting" young intellectuals is that after 5 years of completing the project, they will be arranged to work in the commune where they are working or specialized agencies at the district and provincial levels (based on local practical needs). In case the locality where young intellectuals volunteer to work cannot arrange jobs, or members who do not have the desire in the locality want to apply to the agency, the Provincial People's Committee will give priority to recruiting civil servants and public employees according to the provisions of law, not having to take civil service exams.
In reality, the key staff in communes in poor districts are still limited in terms of professional qualifications and capacity, so the organization and implementation of the program to support rapid and sustainable poverty reduction for poor districts according to Resolution 30a faces many difficulties and confusion. Therefore, the selection of excellent young intellectuals with good moral qualities and university degrees for training and fostering, then arranging them to work as Vice Chairmen of the Commune People's Committee is a correct policy, creating a source of staff for communes in difficult areas.
