(Baonghean) -Resolution 11-NQ/TW of the Politburo was concretized by Resolution 14-NQ/TU, Resolution 02-NQ/TU of the Nghe An Provincial Party Committee and has been implemented creatively and flexibly by sectors and localities, ensuring the criteria of "dynamic" and "open", avoiding closed localism; thereby creating motivation for cadres to promote their capacity and strengths, contributing to promoting the general movement of the province and of each sector and each locality.

Find a challenging environment for staff

As a young city newly established in 2013, Hoang Mai town identifies the rotation and transfer of cadres as an urgent requirement to perfect the apparatus to meet the town's political tasks. Therefore, when clearly identifying any "gaps" or weaknesses, Hoang Mai town Party Committee will mobilize and transfer cadres with appropriate professional qualifications and capacity to "fill in".

For example, Quynh Vinh commune - a densely populated area, occupying 1/4 of the town's area, has been stagnant for a long time, local management and operation in many areas is weak; some key officials have committed violations and been disciplined; the prestige of officials among the people has declined.

Faced with that reality, in April 2015, comrade Ho Sy Tung - Head of the Town Finance Department was transferred to work as Secretary of the Quynh Vinh Commune Party Committee. With his spirit, responsibility as well as his own capacity and prestige, comrade Ho Sy Tung, together with the Party Committee and the government, rebuilt solidarity and collaboration within the organization, revived the local movement, regained the trust of the people, starting from changing the working methods and manners, building and promulgating programs, plans, and working regulations of the Party Committee in a systematic manner; close to reality, clearly assigning tasks to people.

In addition, we pay attention to solving a series of urgent problems for the people such as renovating school facilities; upgrading the rural transportation system; improving the quality of electricity for daily life, repairing bridges that have collapsed and not been repaired for many years... on the basis of promoting democracy and transparency of revenue sources from people's contributions.

The new Party Secretary of the commune, Ho Sy Tung, shared: "From being only used to doing one specialized job, now thanks to going to the grassroots level, I have access to all areas of socio-economics, national defense - security, and Party building, while changing my working style to be both comprehensive and specific."

According to Hoang Mai City Party Secretary - Comrade Doan Hong Vu, to "train the army" we must put them in difficult places so that they can go through challenges, gain experience, demonstrate their mettle and grow in practice. This is also a solution to overcome the mentality of complacency, wanting to choose an easy place to work, stable position, and not willing to make efforts to study of cadres.

Thanks to this method, the rotation of cadres in Hoang Mai town in recent times has met the goals of arranging, planning, training and appointing cadres both in the short term and in the long term. Accordingly, in addition to 18 cadres from higher levels, from the town to higher levels and between districts and towns, within 4 years, the town has conducted horizontal rotation between the government, the Party, the Fatherland Front and mass organizations at the town level of 12 cadres; 15 cadres were rotated from the grassroots level and 1 cadre was rotated from the town to the grassroots level.

For Thanh Chuong district, the work of rotating cadres has been innovated. In previous terms, the work of rotating cadres was only a temporary solution, a “fire-fighting” solution, to increase cadres for difficult bases, weak in the movement or “crisis” of cadres, to meet immediate needs.

Entering the 2015 - 2020 term, the work of rotating cadres was specified by the District Party Committee through Project No. 02-DA/HU dated October 10, 2016 on training, fostering, and rotating leaders and managers. This is determined to be a regular task, aiming to create an environment for leaders and managers to promote their capacity and strengths, while contributing to training and fostering cadres through practical work. With that awareness, since the issuance of Project No. 02-DA/HU, Thanh Chuong District Party Committee has sent 3 young, capable and planned cadres to take on key positions at the commune level.

Comrade Nguyen Trong Anh - Head of the Organizing Committee of Thanh Chuong District Party Committee shared: Among the 3 comrades who were recently transferred to the grassroots level, including the Chairwoman of the District Women's Union to take on the position of Secretary of the Thanh Duong Commune Party Committee, the Deputy Head of the Department of Labor, Invalids and Social Affairs to take on the position of Chairman of the Thanh Van Commune People's Committee, and the Vice Chairman of the District Farmers' Association to take on the position of Secretary of the Thanh Nho Commune Party Committee, all are localities with a movement of even development. Therefore, in order to create higher and more outstanding development, it requires the transferred cadres themselves and the local Party Committee and authorities to unite, collaborate, and support each other.

Pay attention to horizontal rotation

In some localities, in addition to "top-down, bottom-up" rotation, horizontal rotation is difficult (because of the mentality of cadres not wanting to move to the people's bloc, the party bloc; and localism), but it is also given attention and implemented resolutely.

For example, Do Luong district has been piloting the rotation of key officials between communes and towns for many years now, quite successfully. Specifically, implementing Project No. 05-DA/HU of the District Party Committee on "rotation and rearrangement of grassroots officials", from 2013 to 2015, the district has rotated 6 key officials between communes, including 2 commune Party Committee Secretaries (Luu Son and Da Son); 2 commune-level Party Committee Deputy Secretaries (town and Dong Son commune); 2 commune People's Committee Chairmen (Lam Son - Boi Son).

In 2017, the Standing Committee of Do Luong District Party Committee continued to pilot the rotation model of 2 pairs of 4 key commune-level officials (Party Secretaries of Dong Son and Bai Son communes; Chairman of the People's Committee of Hong Son - Giang Son Dong communes). In addition to the rotation work, the district also paid attention to the arrangement and reassignment of key officials in communes and towns.

Since Project 05-DA/HU was issued until before the grassroots party congress for the 2015-2020 term, Do Luong district has arranged and reassigned 38 key cadres under the management of the District Party Committee Standing Committee in 14 units. At the grassroots party congress for the 2015-2020 term, 94 key cadres of communes and towns under the management of the District Party Committee Standing Committee continued to be arranged and reassigned to 28 units.

Similarly, in recent years, the mountainous district of Quy Chau has also made a breakthrough in personnel work by boldly implementing horizontal rotation between communes. Up to now, the district has implemented horizontal rotation in 4 positions.

Some comrades, after being transferred, have affirmed their abilities and have been transferred to higher positions, such as comrade Le Tuan Khang - Chairman of Chau Hanh Commune People's Committee, who was transferred to work as Deputy Secretary of the Party Committee and Chairman of Chau Nga Commune People's Committee. After that, comrade Le Tuan Khang continued to be transferred to work at the District Farmers' Association...

According to local leaders, the purpose of rotating, arranging, and reassigning key cadres at the commune level is not only to avoid inertia but also to require cadres not to be content with “standing still” but to always learn, practice, and gain practical experience to adapt to the new environment. Through the rotation, it has contributed to building a team of cadres with immediate and long-term capabilities for the locality...

For the mountainous border district of Ky Son, determining that cadre work is the "key" to help the locality escape poverty sustainably, in addition to implementing the project of rotating management cadres from district departments and offices to help the grassroots level, Ky Son boldly rotates cadres according to Resolution 02 of the Provincial Party Committee in conjunction with the Job Position Project.

Accordingly, the district has rotated and completed 17 positions in the staff of the District Party Committee, People's Committee, Fatherland Front and mass organizations based on the assessment of the ability to access work, professional capacity, qualifications, strengths, talents of each staff member and the job requirements...

“The horizontal rotation of cadres and civil servants of the District Party Committee, People's Committee, Fatherland Front and district-level organizations aims to create conditions for promising young cadres and cadres in the planning to be comprehensively trained, practiced, challenged and cultivated in different practical environments to better serve the assigned responsibilities and tasks.

To create a breakthrough in personnel work, Ky Son district is researching and implementing a transfer and rotation plan at the commune level. Accordingly, if positions such as Party Secretary and Commune People's Committee Chairman cannot be promoted and work ineffectively, they will be piloted for rotation to other localities" - Comrade Vi Hoe - Secretary of Ky Son District Party Committee affirmed.

According to comrade Nguyen Quoc Khanh - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board, in general, Party committees at all levels have proactively developed and implemented projects and plans for rotation and transfer of cadres based on local realities, paying attention to propaganda and ideological education to make cadres and party members unified in their awareness in the work of transferring and rotating leadership and management cadres...

From there, create conditions for young cadres, female cadres, potential ethnic minority cadres, and cadres in planning to be comprehensively trained, practiced, and challenged in practice; supplement capable cadres for key, difficult, and weak fields and areas...

From the beginning of 2011 to August 30, 2016, Nghe An province had 139 cadres under the management of the Provincial Party Committee who were transferred and assigned; of which 41 cadres from the province came to hold the positions of secretary, deputy secretary, chairman, and vice chairman at the district level; 46 cadres from the district and equivalent came to hold the positions of head and deputy head of provincial departments and branches; 52 cadres from one branch to another. Particularly, over 1,192 cadres under the management of the Standing Committees at all levels, departments, branches, districts, cities, and towns were transferred.
