Clearly identifying the important issue of education and training in promoting the tradition of studiousness, creating a "living" resource in the cause of industrialization and modernization of the country, in 2008, the Party Committee of Quynh Luu district, term XXV, 2005-2010, issued Resolution No. 09-NQ/HU on promoting socialization, improving the quality of education and training by 2010 and the following years, with the goal of becoming one of the districts with the best education and training movement in the province. After 5 years of implementation, Resolution 09-NQ/HU has brought the education and training of Quynh Luu to a solid foundation, affirming its position as one of the leading districts in the province in terms of education quality, creating a favorable basis for effectively implementing Resolution No. 8 of the Party Central Committee, term XI, on fundamental and comprehensive innovation of education and training.

In order for Resolution 09-NQ/HU to quickly come into life and have a fundamental change in quality, comrade Nguyen Van Quy - Head of the District Party Committee's Propaganda Department said: The district focuses on promoting propaganda work, using typical examples, good practices and excellent achievements of students and teachers to propagate on mass media, with this way of doing things, it has really encouraged the emulation movement from the grassroots. At the same time, promote ideological and political education, improve the leadership capacity of school party cells, thereby creating a profound change in awareness in the Party, government, Fatherland Front and organizations, and people of all walks of life about the role and tasks of the political system of each person in the cause of education and training.

From the guiding viewpoint of the Resolution, localities and schools at all levels, based on the actual situation, "choose points, choose directions, choose tasks" to do first; build a model "socialized classroom" from which there is a comparison within a school, each level of education in the locality through investment in facilities leading to improving the quality of education. Mr. Vu Dinh Ky - Head of the Department of Education and Training of Quynh Luu affirmed: From the practical situation, the department directed schools to base on actual conditions to choose tasks, choose directions to do first, which has been highly effective in mobilizing socialized education in localities. People and local authorities of communes have also gradually eliminated the idea of ​​relying on the state and at the same time strengthened the work of transparency, management of revenue and expenditure, and proper use of socialized funds to create trust among all classes of people.

Visiting Ngoc Son commune today is different from what we imagined about a poor commune in the semi-mountainous area of ​​Quynh Luu district. Here, the education career has been invested in and innovated, new schools have been invested in and built spacious high-rise buildings located along the spacious new rural road. Taking us to visit the "socialized" school in Dai Son village, Vice Chairman of the Commune People's Committee, Mr. Ho Van Lap excitedly said: Although the commune is still poor, with difficult economic conditions, the Commune Party Committee clearly identifies that investing in education and improving people's knowledge is a sustainable poverty reduction strategy.

Since then, the Commune Party Committee has issued a resolution on promoting education and training, and Ngoc Son has also become a bright spot in the socialization of education and the quality of education in Quynh Luu district. What comrade Ho Minh Lap discussed has been verified at Dai Son Kindergarten (belonging to Dai Son Cooperative). This school has been fully invested by the people in a system of playgrounds, fairy gardens, boarding classes, kitchens... ensuring the criteria of a green - clean - beautiful environment and pedagogical landscape for preschoolers.

Ms. Tran Thi Thuy - Party Cell Secretary, Principal of the school remembers very clearly the initial time of implementing the Resolution to promote socialization, improve the quality of education by investing in facilities, applying semi-boarding meals, and investing in teaching equipment, some parents were skeptical. But then the physical quality of the children gradually improved, so the people believed and felt more secure. Within 5 years, the system of 2 kindergartens was invested 1.2 billion VND, of which more than 350 million VND was invested in renovating toys, creating landscapes, synchronizing food processing equipment, tables and chairs... Thanks to this synchronous investment, very early, in 2008, the school met national standards, the number of children mobilized to school from 3-5 years old every year reached over 95%, nearly 90% of children met the requirements according to regulations.

Implementing Resolution 09 - NQ/HU of Quynh Luu District Party Committee on promoting socialization and improving the quality of education and training, Ngoc Son also directed the association for promoting learning, the association of parents and the education council to innovate the content and methods of operation to ensure effectiveness. Up to now, Ngoc Son has maintained the activities of 15 branches of the association for promoting learning, 42/45 families have funds for promoting learning, the movement to build studious families has been promoted. The primary school moved to a new location with a total investment of nearly 4 billion VND, meeting the standards in 2011, and in Ngoc Son all 3 levels of education have met national standards and are being built to meet level 2 standards.

Not only in Ngoc Son, from the actual requirements of Resolution 09-NQ/HU, the Party Committees of communes and Party cells of schools have concretized them with resolutions, projects, and appropriate and effective methods. For example, in Quynh Chau commune, based on the Resolution on socialization of education of the commune, the primary school proposed a reasonable contribution level: The school contributed 30%, parents contributed 70% in investing in purchasing anti-glare boards, electrical systems, fans, and new standard student desks and chairs. Or at Quynh Luu 1 High School, although the Party cell did not issue a specialized resolution, socialization work was integrated into the monthly plan of the Party cell, implemented in the school through the following topics: Promoting widespread democracy in the Party cell, among cadres, teachers, and students; implementing "3 publicities" at the beginning of the school year: publicizing training quality, publicizing team building planning, and publicizing financial work.

Building and perfecting democratic regulations, internal regulations... all regulations create conditions to promote collective intelligence in all educational activities. Also from these synchronous solutions, the educational quality of Quynh Luu 1 High School has been improved, increasingly affirming its brand with the number of excellent students in the provincial excellent student exam, students passing university and college entrance exams. In the 2012-2013 school year, the school ranked 4th in terms of excellent student exam results. For 4 consecutive years, the school has had a large number of students with high scores in the university and college entrance exam, ranking 3rd in the whole province, only after Phan Boi Chau High School for the Gifted and Vinh University High School for the Gifted. Mr. Vu Ngoc Tuan - Deputy Secretary of the Party Cell, Vice Principal said: In addition to focusing on implementing the 6 contents and tasks of the Resolution such as staff management, quality management, facilities... the school always clearly identifies the quality of the staff as a vital factor, deciding the quality of students, so in leadership and direction, this content is always prioritized.

It can be said that, from the actual requirement of improving the quality of education and training, building quality human resources, Resolution 09-NQ/HU of Quynh Luu District Party Committee, term XXV, 2005-2010, has met the urgent requirements that reality is posing. After 5 years of implementation, the Resolution has raised the quality of education to a higher level with a series of set targets all achieved and exceeded such as: increasing the quality of universal primary and secondary education, being one of the leading districts in the province in terms of excellent students and excellent teachers. In the 2012-2013 school year alone, it ranked 3rd in the province in terms of the number of excellent students in the province and held the 3rd position in terms of the number and quality of students passing university and college entrance exams.

Facilities and conditions for teaching and learning have been continuously enhanced with a total investment of over 318 billion VND in 5 years, of which parents voluntarily contributed 45.6 billion VND, replacing 728 solid classrooms, building new ones to replace 27,200 sets of tables and chairs and other modern equipment for teaching and learning. Since the resolution was issued, the movement to encourage learning and talent has been truly promoted, creating a driving force to stimulate learning to spread throughout localities with the mobilization of over 31 billion VND in the learning encouragement fund, of which the family learning encouragement fund has also maintained nearly 9 billion VND... And from the results after 5 years of implementing Resolution 09-NQ/HU, it is creating extremely favorable premises and conditions for Quynh Luu to effectively implement Resolution 8 of the Central Committee on comprehensive innovation in education and training, taking better care of the career of "cultivating people" in the studious countryside.
