Generate large revenue from land exploitation

Recently, Do Luong district is one of the localities that effectively exploits the revenue from granting land use rights. To do this well, the district's Department of Natural Resources and Environment has coordinated with consulting units to complete land use plans, build appropriate land prices, organize public land auctions and reform administrative procedures in granting land use right certificates... so that not only has it attracted people to participate in auctions, but there are also large real estate investment projects implemented in the district. In Do Luong town, in addition to the 15-hectare Green Garden urban area in the South, currently in the West of the town, the Cau Dau new urban area project is being implemented with an area of 21 hectares, with more than 400 plots of land planned, and currently the investor is completing a synchronous technical infrastructure system to meet the people's demand for buying residential land.
Mr. Nguyen Trong Hoi - Head of the Department of Natural Resources and Environment of Do Luong district said: "In 2014, the district signed contracts with 4 professional auction organizations, namely the Auction Center of the Department of Justice, the Provincial Lottery One Member Co., Ltd., Quang Minh Auction Company and Phu Quy Auction Company to organize land auctions in 9 communes: Tan Son, Town, Dang Son, Thuong Son, Trang Son, Van Son, Thinh Son, Dai Son and Yen Son with 357 successfully auctioned land lots with a total land use fee and registration fee of over 140 billion VND. Currently, the district has completed the land use plan, land price list, land inventory plan for 2015, approved the compensation plan for land acquisition and site clearance and coordinated with professional auction organizations to continue organizing land auctions in communes in the district".
The real estate market is showing signs of "warming up", so localities in the province have achieved good results in exploiting revenue from land use rights such as Quynh Luu, Hoang Mai Town, Cua Lo Town, Dien Chau, Nghi Loc, Hung Nguyen, Nam Dan... Especially, in Vinh City, in 2014, a large revenue was created from land fund exploitation. Mr. Nguyen Hoang Minh - Director of the Land Fund Development Center, Vinh City People's Committee said: "To exploit revenue from land fund exploitation, Vinh City has issued an official dispatch on guiding the process of planning for dividing residential land plots, investing in infrastructure construction to exploit land funds, in which clearly stipulates the implementation steps, appraisal time, responsibilities of relevant departments and units.
On the basis of assigning targets and plans for land fund exploitation in 2014 to 25 wards and communes, leaders of Vinh City People's Committee also regularly go to the grassroots to inspect and promptly resolve problems in land fund exploitation, at the same time propose appropriate starting prices and publicize auctions. After successfully organizing land auctions, promptly receive dossiers and coordinate with the Office of Land Use Rights Registration, Department of Natural Resources and Environment to allocate land, issue Land Use Rights Certificates to auction winners, creating positive changes in land fund exploitation. In wards and communes such as Trung Do, Nghi Phu, Nghi Lien, Vinh Tan, Quan Bau, Hung Loc, Hung Dong, Hung Chinh... in addition to assigning targets and plans, functional departments of Vinh City also directly guide administrative procedures to speed up the progress of land fund exploitation.
Along with that, Vinh City focuses on investing in infrastructure construction (in 2014) in planning areas serving land auctions, which are the residential planning area of Yen Khang - Yen Xa hamlet, Hung Dong commune (phase 3); Cung Sau Tay area, Cung Sau Giua commune, Nghi Lien commune; Xuan Dong block, Hung Dung ward; Trung Thanh hamlet, Hung Dong commune. Currently, the Land Fund Development Center of Vinh City People's Committee has prepared to invest in the construction of 2 planning areas (including 79 lots) in Kim Dong hamlet, Nghi An commune and Dong Nuong Dong hamlet, Mau Don hamlet, Hung Loc commune and the estimated amount of land use fees collected from land use rights auctions is about 35.6 billion VND. Through signing contracts with professional auction units to organize land auctions, in 2014, Vinh City successfully auctioned hundreds of land lots and achieved a revenue of nearly 300 billion VND.
In order to effectively exploit revenue from land fund exploitation, in 2014, relevant departments, branches and localities coordinated very synchronously in implementing land fund exploitation. Along with the establishment of interdisciplinary teams to inspect the progress of real estate projects, there are also strict regulations on land use fee payment, such as at projects when there is a decision on land allocation and price decision, the competent authority will notify the payment of land use fee and after 30 days if the payment is late, a fine will be imposed. Mr. Cu Huy Hung - Head of the Department of Land Revenue Management, Nghe An Tax Department said: "In parallel with strengthening inspection, the tax sector focuses on propaganda and mobilization work to encourage investors of real estate projects with outstanding land use fees to continue paying, so in 2014, 9 enterprises paid more than 91.1 billion VND to the state budget.
Typically, Nghe An Tourism Joint Stock Company paid more than 19.6 billion VND; Vinh Urban Development Joint Stock Company paid more than 9.4 billion VND; 36 Corporation - Ministry of National Defense paid more than 12.6 billion VND; Gold Dat Viet Joint Stock Company paid 6 billion VND; Rubber Joint Stock Company paid 34 billion VND... With the efforts of all levels and sectors in promoting land exploitation, in 2014, the province had revenue of 828.8 billion VND/plan of 620 billion VND, reaching 134% of the plan, up 51% compared to 2013".
Achieving positive results in land exploitation has actively supported in ensuring capital for basic construction work. In 2014, through revenue from land use rights, Nghe An allocated 110 billion VND for investment in the basic construction sector and the Department of Finance allocated nearly 108.4 billion VND to meet capital for construction works and support counterpart capital for ODA projects, contributing to the completion of many works and items, promoting socio-economic development in the area...
