(Baonghean) - Frankness, democracy, responsibility and innovation - the 13th session of the People's Council of Nghe An province, term XVI, discussed and decided on many major issues directly related to people's lives, stability and development of the province. The success of the session is considered one of the important bases to create new momentum for implementing the tasks of socio-economic development of the province in 2015...
During the 3-day 13th session, the 16th Provincial People's Council reviewed 33 reports and discussed, passed 17 Resolutions; many people's issues were analyzed, causes, responsibilities and specific solutions were clarified. The workload was quite large, but the important thing was to ensure the quality of the session.

The responsibility of the delegates is demonstrated by their concerns and contributions to the meeting. 68/75 delegates present at the meeting participated in giving opinions at the group discussion session, with hundreds of issues, 16 delegates discussed more than 50 issues in the hall, 25 delegates, with nearly 50 issues questioned at the questioning sessions. The content that many delegates put on the agenda of the meeting related to observing the real life of the people. The most concerned is the production of farmers which is still difficult.
In addition to the complicated weather, pests and diseases, poor farming conditions and irrigation infrastructure, farmers are facing difficulties due to poor seed quality, unstable output markets for agricultural products; urgent needs of people, especially people in remote areas, ethnic minority areas lacking land for production... In addition, the meeting focused on promoting research and application of scientific and technological advances in agriculture and rural areas, thereby improving efficiency, production value and life for farmers; the issue of returning the initial investment in rural power grid infrastructure to people after handing over to the electricity company; issues of resolving policies for policy beneficiaries, issues related to the quality of education at the grassroots level were also mentioned by many delegates... Notably, the issue of quality of medical examination and treatment, qualifications, spirit and service attitude of doctors and medical staff at medical facilities; Concerns about food safety and hygiene affecting people's health; poverty reduction; vocational training; attracting investment in many unimplemented projects.

The questioning activities were conducted democratically, publicly, responsibly, with debate and dialogue in a constructive spirit. Through questioning, the causes of existing problems, limitations, and issues were identified, the responsibilities of each level and each sector were clarified, and specific solutions were proposed to overcome the problems. At the meeting, through the online telephone line and the meeting's reception department, the Provincial People's Council received 64 issues that voters wanted to be resolved.
The organization of the meeting has many innovations. Each Committee proactively collects information, organizes supervision and surveys in many forms to grasp the actual situation on issues related to the content of the review, the quality of the review reports of the Committees has been significantly improved. In the management, the meeting chair closely follows the program, flexibly applies each session to save time, promote the democratic spirit and intelligence of the delegates. In particular, the Provincial People's Council passed 17 important and practical draft Resolutions, solving difficulties and problems from the grassroots, strongly focusing on social security life.
Many opinions highly appreciated the vote of confidence of the Provincial People's Council in this session, for 16 positions elected by the Provincial People's Council, ensuring a true assessment of the results of performing tasks, powers and political qualities, ethics, and lifestyle of the person being voted on. Delegates and voters hope that after the results of the vote of confidence, the delegates being voted on will more clearly recognize their shortcomings and limitations in order to strive and improve their qualities and working capacity, and have adjustments in the method of advising the Provincial People's Committee and the grassroots on the fields and sectors in charge to better direct implementation.

From the results of a successful session, it has created confidence for voters in the activities of elected bodies. However, in addition, a number of issues were questioned, although the sectors have tried, but still have not met the voters' wishes, such as: the problem of surplus teachers, resettlement of Ban Ve Hydropower Plant, ensuring the safety of hydropower reservoirs and dams; the situation of encroachment on sidewalks, roadsides, suspended projects, scattered investments, etc. Some long-standing recommendations have not been completely resolved. Voters expect that after this session, the Provincial People's Council will direct state management agencies and localities to have solutions to better perform the tasks of socio-economic development, especially promoting the role of leaders in solving issues proposed by voters in the sessions, fulfilling promises to voters, ensuring the rights of the people, enhancing the role and responsibility of elected representatives, continuing to consolidate and increase trust among the masses.
During the 13th session of the 16th Provincial People's Council, there were 64 opinions reflected by voters through the hotline. Of which, 11 opinions related to the Department of Labor - Invalids and Social Affairs, with contents such as the slow settlement of policies for wounded soldiers, sick soldiers, policies for people with meritorious services, the regime of medals; some procedures on labor export; the assessment of poor households in some places is not transparent, studying some policy issues for poor households... There were 12 opinions related to the field of Health including policies for health workers, the policy of dissolving regional polyclinics, requesting to publicize referrals in medical treatment; the division of medical examination and treatment routes is not clear, especially the initial medical examination and treatment places are commune health stations while the medical staff here do not meet the requirements of the people... |

Delegate Le Van Tri: "Closely monitor the abuse of health insurance". Many people, especially in rural areas, especially poor households, are reluctant to go to hospitals for health examination and treatment with health insurance because of poor service attitude; after examination, the medicine is given in small amounts, cheap medicine. However, some medical facilities take advantage of the health insurance fund to perform some clinical examination procedures, tests, X-rays, endoscopy... causing inconvenience to patients. To limit the abuse of the Health Insurance Fund, along with strengthening the work of health insurance appraisal at medical examination and treatment facilities, the authorities need to strictly inspect and control the "real fund", meeting the requirements of medical examination and treatment for the people. Social insurance agencies, the health sector and units directly participating in health insurance need to promote the spirit of self-awareness, comply with health insurance policies and laws, and at the same time need to punish individuals and organizations that violate health insurance laws. Thanh Le(take note) Delegate Luong Van Hung (Que Phong): There should be identification and differentiation of subjects subject to toll collection. One problem in implementing road toll collection in mountainous areas is due to the special terrain characteristics. Most people live in remote areas where the transportation system is limited. This leads to two problems: propaganda is difficult and people realize that they do not benefit from road toll collection. People's perception is very straightforward that the roads in the villages are dirt roads, built by the people themselves. Therefore, many voters recommend that there should be a determination and differentiation of the subjects to which toll collection applies... Thuc Anh(take note) |
