(Baonghean) - In the set of criteria for building new rural areas, criterion number 10 on income is considered the key criterion and is difficult to implement. However, after 4 years of implementation, along with land consolidation and plot exchange, the whole province has built 28 large-scale field models and 469 effective production support models; many localities and farming households have chosen for themselves a sustainable approach.

Actively convert crops and livestock

Following the staff of the Hung Nguyen District Agriculture Department, we went to Hung Thang Commune to see the eel farming model in tanks of Mr. Tran Ngoc Duyen. This is the second year he has raised eels in tanks. When we arrived, he was draining the water to catch eels for a trader from Hanoi who came to order... In June 2014, Mr. Duyen bought 100 kg of eel fry from people who came to order, and divided it into 2 tanks. During the farming process, he removed 20 kg of bad eels that did not join the herd. Up to now, after 6 months of farming, last week he sold 150 kg of eels from one tank. The remaining tank also has more than 1.5 tons. According to Mr. Duyen, eels are easy-going animals that bring in high income; from 8 million VND for the fry, after 6 months of farming, he earned 48 million VND from selling eel meat. Currently, his family has 3 new eel tanks.

Not only raising eels, Mr. Duyen also raises 20 sows and 150 pigs. Each year, he sells 500 pigs to the market, each pig makes a profit of 400,000 VND, he has 200 million VND. Based on the effectiveness of Mr. Duyen's eel farming model in tanks, the district's new rural construction steering committee has chosen to replicate it, up to now, in Hung Nguyen district, there are 6 households building eel farming tanks.

In Dien Thanh commune (Dien Chau), these days, people are preparing for spring crop production. The planned area of more than 100 hectares for melons has been determined. In 2013, with a support fund of 60 million VND from the target program for building new rural areas, the commune chose hamlet 4 to build a model. According to Ms. Dau Thi Nghia, the production team leader, her hamlet previously had only 4-5 households growing melons. In 2013, the hamlet received support for seeds, fertilizers, and technical advice from the district agricultural extension station, and successfully grew watermelons, earning an income of 8-10 million VND per sao after only 3 months. Seeing the effectiveness, the hamlet has expanded the model, and now 80/120 households in the hamlet grow melons. This spring crop, the hamlet's melon growing area has reached more than 10 hectares. From the results of hamlet 4, watermelon was chosen as one of the main crops of the locality with an area of over 100 hectares.

Plating production service - new direction

These days, Nam Cat Service Cooperative (Nam Dan) is operating at full speed. To ensure enough seedlings for the area of more than 30 hectares of rice fields of the people in the commune that the cooperative has signed contracts with. In addition, there are dozens of hectares of seedlings processed for the people in the region. According to Mr. Nguyen Van Hanh, Deputy Head of the Cooperative, the people's demand is about 200 hectares, but the newly established cooperative is not strong enough to "embrace". The Cooperative was established by 36 shareholders, with a charter capital of 1.5 billion VND. In addition to water, fertilizer, and pesticide services, the Cooperative also chose for itself an unprecedented business line, which is a "full package" plowing, planting, and harvesting service for farmers. Prices are publicly listed, taking into account the competitive factor. Plowing is 70,000 VND/sao, harrowing is 140,000 VND/sao; seedling, transplanting 250,000 VND/sao... In 2014, with the support of the NTM program of 130 million VND, the cooperative invested an additional 400 million VND to build a net house to produce tray seedlings. Currently, the cooperative only has 2 harvesters, 2 transplanters, in the near future, it will call for more shareholders to contribute capital to buy 2 more plows, 2 more transplanters to meet the needs of farmers. At the same time, it added a new business line of producing clean vegetables to supply the Vinh City market, taking advantage of the net house facilities after the seedling season to produce safe vegetables.

With that approach, farmers will be freed from labor, withdrawing forces in agricultural production to regulate commercial and service activities. According to Mr. Nguyen Huu Nhuan, Head of Nam Dan Agriculture Department, Deputy Head of the district's New Rural Steering Committee, in the next few years, the district will prioritize investment for agricultural service cooperatives to invest in more machinery and equipment to take on plowing - transplanting - harvesting services for about 1,500 - 2,000 hectares in the district. In Dien Chau, according to Mr. Nguyen Xuan Dai, Head of the district's Agricultural Extension Station, the unit assigned to advise on selecting seedlings, developing plans, and implementing highly effective production models of the target program for building new rural areas, the models selected and implemented at the grassroots level have been very effective, increasing income for farmers. At the same time, changing awareness, helping them access production in the market mechanism.

In addition to the results achieved, the program also has adjustments to increase efficiency. First of all, the selection of key crops must be based on the specific conditions of each locality to suit the soil, habits, and farming practices. For example, for Dien Chau, peanuts must be the number 1 priority, and for Anh Son and Thanh Chuong districts, tea must be considered... In terms of funding for the models, it also needs to be allocated early. Up to now, the source allocated for the production models in 2015 has not been allocated. Steering committees at all levels need to collect, select, and allocate to localities from the end of the previous year to notify localities to proactively develop production plans. At the same time, it is necessary to calculate so that the models allocate capital for 2-3 years to create stable development and increase spread at the grassroots level.
