Make it easier for businesses to do customs procedures
According to the draft Law on Customs (amended) submitted by the Government on October 28, Minister of Finance Dinh Tien Dung said that to prevent customs officers from arbitrarily checking documents, causing difficulties for customs declarants, the draft clearly stipulates the time limit for customs officers to check documents within 2 working hours at the latest; reducing the time for actual inspection of goods to 8 hours.
In addition, the draft also provides specific regulations to reduce unnecessary paperwork for individuals and organizations when carrying out customs procedures. The draft also stipulates the application of risk management principles in customs inspection and supervision; has a priority regime, creating favorable conditions for customs procedures for enterprises that meet the prescribed conditions.
Also according to the draft, stemming from the change in management methods, shifting from manual to electronic methods, reducing customs clearance time in line with the current administrative reform policy of shifting from "pre-inspection" to "post-inspection", creating favorable conditions for businesses to quickly put goods into production and circulation, preventing trade fraud... the draft clearly stipulates post-clearance inspection and decentralizes the responsibility of performing post-clearance inspection of customs authorities.
