Shine, multiply national love, compatriotism

Nghe An aims to basically eliminate temporary and dilapidated houses in the province by the end of 2025 among 16,300 poor households and households with especially difficult housing conditions. The implementation of this social security program rich in humanity, shining with national sentiment and compatriotism in Nghe An has become one of the bright spots and good practices chosen by the Central Government to replicate and launch the emulation movement nationwide to join hands to eliminate temporary and dilapidated houses.
GREAT, RIGHT POLICY
We (PV) still remember the bustling atmosphere of laughter and the streets lined with flags and flowers exactly one year ago in Chau Son village, Chau Khe commune, Con Cuong district. That day, a working group including leaders of the Ministry of Public Security and leaders of Nghe An province traveled hundreds of kilometers of road from Vinh city to Chau Son village to hand over houses to poor households and households with housing difficulties. That event marked the end of the campaign to build 2,820 prefabricated houses, each costing 50 million VND (not including the solid foundation and concrete base supported by local Party committees, authorities, political and social organizations) supported by the Ministry of Public Security and Nghe An Provincial Police for 6 border districts of the province: Ky Son, Tuong Duong, Que Phong, Con Cuong, Anh Son, Thanh Chuong.



The Dan Lai people have long lived in the middle of the great forest at an altitude of 1,200 m above sea level in the upper reaches of Khe Khang - Giang River with legendary stories about a "tribe of people who sleep sitting up"; now resettling in Chau Son, it is an important milestone for the people's lives in the new land when they are one of the households receiving housing support. The family of 4 of Mr. La Van Binh is among them. "With a solid place to live for the family, now we just need to focus on making a living to escape poverty," Mr. Binh shared.
There is a proverb that says “settling down and having a career” to say that in the life of Vietnamese people, a house occupies a particularly important position. But it is also the burning desire of many people who are still in difficult and struggling situations; having to worry about food and clothing every day is already a struggle, let alone having a house that is “well-sealed above and durable below”.
Understanding that desire, the Vietnam Fatherland Front Committee of Nghe An province considers supporting housing construction for disadvantaged people as one of the key, continuous, and top priority tasks of the term.
On that basis, the Party Delegation of the Vietnam Fatherland Front Committee of Nghe An province advised the Provincial Party CommitteeLaunching Ceremony of the Program to mobilize and support house construction and repairfor the poor and people with housing difficulties in the period of 2023 - 2025 on the occasion of the 93rd Anniversary of the Party's Founding (February 3, 1930 - February 3, 2023) and issued Directive 21-CT/TU dated February 10, 2023 "on strengthening the Party's leadership in mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in the period of 2023 - 2025".





The program to mobilize, support the construction and repair of houses for the poor and those with housing difficulties launched by Nghe An Provincial Party Committee, also known as Program "1838", is truly a major and correct policy and an important and urgent political task of the Party Committee, government and people of Nghe An province, aiming to ensure that people soon "settle down", stabilize their lives, gradually increase their income, and escape poverty sustainably.
From the Provincial Party Committee's policy, the entire political system in the province has joined in, considering this both a sentiment and a responsibility; and also a concretization of the development philosophy of the Party and the State, as General Secretary Nguyen Phu Trong once emphasized: "...every economic policy must aim at the goal of social development; every social policy must aim to create a driving force to promote economic development; encouraging legal enrichment must go hand in hand with sustainable poverty reduction and hunger eradication, taking care of those with meritorious services and those in difficult circumstances. This is a principled requirement to ensure healthy, sustainable development, in the direction of socialism".
Thanks to that, the “1838” Program in Nghe An has created a strong spread, with the joint efforts of cadres, party members, and people not only in the province but also outside the province; of leaders, former leaders of the Party, State, Fatherland Front; of philanthropists and businesses.

SPREAD THE KINDNESS,
HUMANITY "CAMPAIGN"
In early 2024, Ms. Nguyen Thi Loan, in village 10, Quynh Loc commune (Hoang Mai town) was able to move into a new house that she called a "loving" house. Needless to say, she was happy and excited. Ms. Loan confided that she was a single mother, had a young child, was in poor health, and belonged to a near-poor household in the locality; for a long time, she and her child had lived with her parents; to have her own house was something she had never thought of. Then, thanks to the connection of support from the Nghe An Provincial National Assembly Delegation of the Commune Front, along with the "For the Poor" fund and the help of relatives, Ms. Loan and her child had their own house worth 200 million VND.
On the day of the inauguration and moving into the new house, Ms. Loan was joined by the National Assembly delegates of Nghe An, leaders of Hoang Mai town and Quynh Loc commune, who came to celebrate, provided additional household items, and instructed her on how to arrange the house and kitchen neatly, cleanly and beautifully. Ms. Loan was moved and said: “As a very ordinary and disadvantaged person, but being cared for both materially and spiritually, I am extremely touched and happy; this is also the motivation for my mother and I to strive to become masters of our lives.”

Chairman of the Fatherland Front Committee of Quynh Loc Commune Tran Van Ky said: Through review and evaluation, the commune has 17 cases approved for housing support in the period of 2023 - 2025. To have resources to support housing construction subjects, in addition to taking advantage of the allocated resources from the town and mobilizing from socialized sources; the locality also organized a launching ceremony, promoting the pioneering role of cadres, civil servants, and salary earners in the area, with a minimum of 1 day's salary/person, but many people have contributed 3 - 4 days' salary and mobilized from the people. Up to this point, after more than 1 year of implementation, the locality has mobilized a total of more than 500 million VND to complete and hand over 10 houses for use and currently 5 houses are being prepared for construction to be completed in 2024.
After more than 1 year, the entire Hoang Mai town has received support registrations from organizations and individuals tobuild houses for the poorwith a total of more than 6.8 billion VND; of which more than 4 billion VND has been transferred to the account. From the mobilized funds, the town has supported the construction, completion, and putting into use 48 houses and 14 houses under construction; the remaining 61 houses will continue to be supported for construction and completion in 2025.

In Yen Thanh district, after a general review of the number of households in need of housing in the area, the district established a working group to conduct surveys, inspections, and appraisals and finalize a list of 394 households in need of housing support in the period of 2023 - 2025; of which 302 households are building new houses and 92 households are needing to repair their houses. With the high determination of the Steering Committee from the district to the grassroots level and by all means mobilizing businesses and philanthropists inside and outside the district who have a good heart for their homeland Yen Thanh, mobilizing children far from home, people in the community, and relatives. Although the goal of mobilizing housing construction is until 2025, up to this point, Yen Thanh district has mobilized enough resources to support housing construction for the poor with a total of 17.2 billion VND and strives to complete houses for the poor in 2024.
In Ky Son district, the locality with the most makeshift, dilapidated houses that need to be renovated and repaired by districts, cities and towns in the province in the period of 2023-2025. In 2023, with the support of the Public Security sector, organizations, philanthropists, and the efforts of the local political system at all levels, Ky Son district completed and handed over nearly 1,900 houses to households.




Comrade Ly Ba Thai - Standing Deputy Secretary of Ky Son District Party Committee said: Ky Son currently has no households living in thatched houses like before. To achieve this result, in addition to the financial contribution and direct construction of prefabricated houses for people by the police force; Party committees, authorities and the entire political system from the district to the grassroots, villages, and hamlets, together with the people, joined in, creating a "campaign" of financial contribution, working days for leveling the ground, making foundations, bringing in construction materials...


BUILDING AND APPLYING PROGRAM MANAGEMENT SOFTWARE “1838”
In particular, in the strategy of digitizing the database of the Front's fields of operation, in order to facilitate the synthesis, analysis and evaluation of the quality of Front activities in a convenient and economical manner, thereby contributing to improving the quality and effectiveness of Front work in the new situation, the Vietnam Fatherland Front Committee of Nghe An province has deployed the development and application of the "1838" Program management software for localities to update data, avoid duplication of subjects and promptly urge the implementation progress throughout the province, ensuring that capital is allocated publicly and transparently.
Comrade Le Van Ngoc - Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Nghe An province, Head of the Working Group assisting the Provincial Steering Committee, said: The management software of the "1838" Program includes 24 "fields" of data information, from the application of the household in need of housing support, the citizen identification card of the household owner... to the record of checking the current status of the house, land with photos, coordinates of the housing area on the map, which household is a priority policy subject, prepared by the working group of the blocks, hamlets, villages, and hamlets; certified approval by the commune-level steering committee and approval to build a house by the district-level steering committee.

All information is transmitted and updated into the software system to provide publicly, to agencies, organizations, units, and benefactors based on "real people, real work" and trust in the Front's way of working to actively support. In addition, this software also fully updates the progress of resource mobilization and disbursement for housing construction in a comprehensive manner for the whole province, each district-level unit, each commune-level unit, and is specific to each case approved for housing support; at the same time, through the software, it monitors the results of program implementation in each locality and each household approved for housing construction.
In addition, to spread the program, information channels, especially through the Facebook social network of the Front at all levels, regularly update information about difficult circumstances that need support to build houses, or images of union members, members, and neighbors joining hands to contribute, thereby further spreading the meaning of the program to society. From there, many children far from home and volunteer organizations have more confidence and contribute to the program.

In Phuc Thanh commune (Yen Thanh), facing the situation of Mr. Dang Xuan Duc and his wife (Phuc Giang hamlet) living in a dilapidated, cracked level 4 house that could collapse at any time; in early 2024, the Fatherland Front of Phuc Thanh commune made an appeal with a picture of the house and information about Mr. Duc's family situation on the Fanpage of the Fatherland Front of the commune, which was shared by Facebook groups, Zalo of Phuc Thanh fellow countrymen's associations in the localities and after a short time, children far from home contributed support along with support from relatives, neighbors, in June 2024, Mr. Duc and his wife moved into a new house worth 150 million VND.
Also in Phuc Thanh commune, according to the sharing of the Chairwoman of the Fatherland Front Committee of the commune, Hoang Thi Hang, in addition to supporting the construction of a house for Mr. Duc and his wife, there are 2 more near-poor households that have also been supported to build new houses through the appeal of the Fatherland Front of the commune on social networks and shared by Facebook and Zalo pages of fellow countrymen associations in localities, spreading the spirit of solidarity towards the poor and people in difficulty in their hometown.

Together with 4,759 "great solidarity" houses built in the period of 2019 - 2022 when implementing the theme "Nghe An Front follows Uncle Ho's instructions", the total number of households receiving housing support in the province has increased to 13,385, reaching 267.7% of the target, becoming one of the 10 outstanding marks in the activities of Nghe An Front, term XIV, term 2019 - 2024, contributing to reducing the rate of poor and near-poor households, gradually escaping poverty, creating a driving force to promote socio-economic development of the province.
Recently, during a meeting with voters of Hung Tien and Kim Lien communes (Nam Dan), comrade Do Van Chien - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front commended and highly appreciated the way of doing things and the results achieved by Nghe An in implementing the Program to mobilize support for building and repairing houses for the poor and households with housing difficulties; contributing significantly to the results of the emulation movement nationwide to join hands to eliminate temporary and dilapidated houses nationwide by 2025 launched by the Central Emulation and Reward Council and the Presidium of the Central Committee of the Vietnam Fatherland Front.

Currently, the entire political system of Nghe An province is striving to complete the goal of eliminating temporary and dilapidated housing for 16,300 households in the period of 2023 - 2025 before October 2025 to welcome the 20th Provincial Party Congress, term 2025 - 2030.
At a recent meeting of the Standing Committee of the Central Committee of the Vietnam Fatherland Front to give opinions on the Congress of the Vietnam Fatherland Front of Nghe An province, term 2024 - 2029, comrade Thai Thanh Quy - Member of the Central Executive Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province, assessed the results of the program to mobilize support for building houses for poor households and households with housing difficulties as a bright spot of Nghe An province, based on the advice of the Provincial Fatherland Front, which is the Standing agency implementing the Program. From the results achieved through this program, many lessons have been learned in the work of mobilizing and mobilizing resources, while raising the spirit of sharing and responsibility of the community.
