Comrade Pham Van Linh, Deputy Head of the Central Propaganda Department, Deputy Head of the Standing Committee of the Steering Committee for Information and Communications, chaired the Conference. The report was presented by representatives of the Ministry of Foreign Affairs, the Ministry of Information and Communications, the Navy Command, the Government's Human Rights Steering Committee, etc. Attending the conference were leaders of the Propaganda Department, the Department of Information and Communications, and reporters, editors, and broadcasters from press agencies in the Central and Central Highlands regions. Nghe An province had leaders of the Department of Information and Communications, the Provincial Party Committee's Propaganda Department, and reporters from Nghe An Newspaper and Nghe An Television participating in the training.

At the Conference, trainees were provided with information as well as equipped with basic knowledge on foreign information work and international experience; the Government's Action Program on foreign information for the period 2013-2020 and some specific instructions for reporters, editors, and broadcasters of central and local press agencies; Foreign information and propaganda work in foreign languages in newspapers and television; The situation in the East Sea and some notes on current propaganda work; Some legal issues in propaganda work on seas and islands, etc.

Speaking at the Conference, Comrade Pham Van Linh affirmed that in recent years, foreign information and propaganda forces across the country have coordinated, deployed synchronously, strongly and extensively on many information channels with many rich and diverse forms. Foreign propaganda work has contributed to effectively implementing contents such as: timely information on Vietnam's guidelines, policies, stances and viewpoints on international and regional issues as well as local public opinion interested in our country; on the socio-economic situation, achievements of the renovation process; providing information about the world to people in the country, etc.
