Training on foreign non-governmental aid work

(Baonghean.vn) -On the morning of June 25, in Vinh city, the Vietnam Union of Friendship Organizations, the People's Aid Coordination Board, and the Nghe An Department of Foreign Affairs jointly organized a training course on foreign non-governmental aid work in 2014.

Comrade Hoang Dang Hao - Director of the Department of Foreign Affairs delivered the opening speech, highlighting the important contributions of international organizations and foreign non-governmental organizations in the socio-economic development of Nghe An province.From 2012 to now, Nghe An has received more than 65 programs and projects sponsored by non-governmental organizations in the fields of agriculture and rural development, education and training, natural disaster prevention, epidemics, health, clean water, environment, climate change response, emergency relief... In 2013 alone, non-governmental organizations, Vietnamese organizations and individuals abroad sponsored 47 project and non-project programs with a total committed funding of 6,784,952.9 USD, equivalent to 142,484 billion VND. In the first 6 months of 2014, there were 15 new project and non-project programs with a total committed funding of 1,055,111 USD. These projects have brought about practical results, meeting the urgent needs of the people, contributing to the province's poverty reduction efforts and raising community awareness as well as management capacity and professional skills of grassroots officials.

However, cThe mobilization work still faces some difficulties such as some receiving agencies and units do not fully grasp information on legal documents on mobilization and management of foreign non-governmental projects of their units, human resources for project implementation in localities are limited and inadequate, most of the non-governmental staff are part-time, lacking basic professional knowledge and skills in management and mobilization of foreign non-governmental aid.

Comrade Nguyen Ngoc Hung - Deputy Head of the People's Aid Coordination Committee (Paccom) introduced the lecture on the current situation of non-governmental organizations (NGOs) and the legal framework regulating the activities of non-governmental organizations in Vietnam; such as Decree 12/2012/ND-CP; Circular 05/2012 Regulations on foreign non-governmental management and foreign affairs activities of the province; Non-governmental aid mobilization work in Vietnam in general and in Nghe An in particular; Funding trends of non-governmental organizations in the current situation.

The training conference will be an opportunity for officials working in foreign non-governmental organizations to improve their knowledge and capacity in mobilizing, managing, and using foreign non-governmental aid, and to better understand relevant legal documents, as well as the organization and implementation of unified management of foreign affairs activities as well as regulations on mobilizing, managing, and using non-governmental aid in the province.
