Training on Circular 28 on criminal investigation work
(Baonghean.vn) - On December 30, Nghe An Provincial Police organized a training conference on Circular No. 28/2014/TT-BCA of the Ministry of Public Security regulating criminal investigation work in the People's Police. Colonel Nguyen Huu Cau - Deputy Director of the Provincial Police attended and directed the conference.
At the conference, more than 250 comrades who are heads of professional departments of the People's Public Security and Public Security Forces; Heads and Deputy Heads of the Investigation Police Agency and team leaders and investigators of police investigation teams of districts, towns and cities... listened to Colonel Nguyen Huu Cau directly introduce the basic contents and new points of Circular No. 28/2014/TT-BCA (Circular 28), the implementation, guidance and answers to questions from delegates.

Circular No. 28 on criminal investigation in the People's Public Security is the legal basis for criminal investigation activities in the new situation. It comprehensively and specifically regulates the criminal investigation activities of the Investigation Agency, the agency assigned to conduct a number of investigation activities in the People's Public Security as well as the powers, obligations and responsibilities of competent entities in criminal investigation activities. The implementation of Circular 28 will contribute significantly to improving the effectiveness of criminal investigation activities in the context of judicial reform, international integration and strengthening the effectiveness of state management of security and order, effectively combating all criminal acts.

Speaking at the training course, the Deputy Director of the Provincial Police Department requested: units need to continue to strengthen political and ideological education, tighten discipline; strengthen cadre management, and regularly inspect, urge, remind, overcome and handle complicated cases, not letting them drag on; proactively develop and promulgate specific regulations on procedures and functions of the Criminal Police Force; regularly review and evaluate the quality of investigators and investigation officers to arrange and rearrange them appropriately. At the same time, launch a movement of action within the Criminal Police Force to prevent violations, wrongdoings and negativity in investigation activities; seriously deploy and carry out investigation activities according to Circular 28 in the coming time.
