Sports of an obscene nature will be fined from 5 million VND
Decree 46/2019/ND-CP, effective from August 1, stipulates many penalties for unethical and uncultured behavior in sports competitions and training.
Acts of cursing, insulting, offending human dignity and honor; threatening to infringe upon health and life; or reacting in a manner inconsistent with Vietnamese ethics, customs, and cultural traditions when participating in sports activities shall be fined from 15,000,000 to 20,000,000 VND. Anyone who intentionally causes injury or plays roughly, causing negative effects on the health of others during sports training and competition shall be fined from 20,000,000 to 25,000,000 VND.
Article 6 of Decree 46/2019/ND-CP stipulates that the act of using stimulants on the list of prohibited substances in sports training and competition shall be fined from 10,000,000 to 15,000,000 VND. The act of covering up or organizing athletes to use prohibited stimulants in training and competition shall be fined from 15,000,000 to 20,000,000 VND.
According to Article 7, acts of using exercises, sports or training and competition methods that are pornographic, depraved, inciting violence, contrary to social ethics, customs and national cultural identity of Vietnam will be subject to a fine of 5,000,000 to 10,000,000 VND.
Those who use exercises or training methods or competitions that endanger the life and health of those practicing or competing (except for exercises, sports, training methods, and sports competitions permitted by law) will be fined from 10,000,000 to 15,000,000 VND. Fraudulent acts regarding name, age, gender, or achievements to be selected for a team, gifted school, or to participate in a competition will be fined from 5,000,000 to 10,000,000 VND.
Anyone who covers up, entices or forces others to cheat in sports activities shall be fined from 10,000,000 to 15,000,000 VND; anyone who falsifies sports competition results shall be fined from 15,000,000 to 20,000,000 VND.
According to Decree 46/2019/ND-CP, high-performance athletes will be fined if they violate the following:
- Warning penalty for the act of not properly and fully implementing the training program and lesson plan of the coach;
- Fine from 500,000 to 1,000,000 VND for not implementing the training program and lesson plan of the coach.
- Fine from 1,000,000 to 5,000,000 VND for not complying with the competition rules of the sport and the regulations of the sports competition.
The authority to impose penalties belongs to specialized inspection agencies, People's Committees and People's Public Security at all levels, Border Guards and Coast Guards.
