The investor's agreement to invest in Nghe An is great news for the Party Committee and people of Nghe An.

Becamex leaders and Singaporean enterprises survey investment in Southeast Economic Zone.

Recognizing the importance of the project to the socio-economic development of the province, the Provincial People's Committee has established a Steering Committee for the project implementation headed by Mr. Nguyen Xuan Duong, with the highest determination and responsibility to coordinate and accompany the investor to implement the project promptly and most effectively. After the visit and work of the Provincial Party Committee and the People's Committee of Nghe An province in Binh Duong province, from November 2013 to January 2014, the Working Group of the Becamex/VSIP Industrial Development and Investment Corporation (Becamex IDC Corporation) conducted a survey in Vinh City, Hung Nguyen District, Nghi Loc, Nam Dan and Cua Lo Town to study the project investment location.

At the Investment Promotion Conference of the Year of the Horse held in Vinh City in early Spring 2014, the People's Committee of Nghe An province and Becamex IDC/VSIP Corporation signed a memorandum of understanding on investment in the Becamex - Nghe An industrial, urban and service complex project, with the content that the People's Committee of Nghe An province agreed in principle to allow the Investment and Industrial Development Corporation - One Member Limited Liability Company (Becamex IDC) to survey and study the implementation of the investment project: "Becamex - Nghe An Industrial, Urban and Service Park". The expected area is 1,050 hectares, of which phase 1 is 750 hectares of land including 450 hectares of industrial land and 300 hectares of urban service land; the remaining 300 hectares are for phase 2 development. The total investment in phase 1 is expected to be 3,000 billion VND (143 million USD).

After the conference, investors' determination to invest increased, despite facing many difficulties due to the economic recession. But with the heart and desire to contribute to building more infrastructure for their homeland Nghe An, the leaders of Binh Duong province sent a strong business delegation to Nghe An and created more favorable conditions for Becamex's project. Remember, at the Spring Giap Ngo Investor Meeting in Nghe An, Binh Duong added strength to Nghe An when informing about Binh Duong's brilliant results: although previously an agricultural province, Binh Duong currently has 28 industrial parks, of which 26 are in operation, covering 65%. There are over 2,200 foreign investors, with an investment capital of 9,500 million USD. Budget revenue is 20,800 billion VND/year, reaching 102% of the plan. Binh Duong province leaders promised to create the best conditions for leading Binh Duong investors to invest in Nghe An, hoping Nghe An will be fair and responsible so that the project can be quickly implemented.

In March 2014, the Provincial People's Committee and the working group of Becamex IDC/VSIP Corporation continued to survey and research at the expanded Nam Cam Industrial Park and neighboring areas. On March 18, 2014, Becamex IDC Corporation issued Official Letter No. 92/CV-BCM, regarding a number of issues related to the implementation of the Becamex - Nghe An industrial, urban and service park project. The investor has selected investment locations in 4 areas. Area I (phase I) belongs to the Southeast Economic Zone, with a total area of ​​371.15 hectares; the detailed planning was approved by the Provincial People's Committee in Decision No. 2555/QD-UBND, in 2004, currently there are 56 investment projects in the industrial park. Area II (phase I) chooses a location east of National Highway 1A, 200 hectares, in the communes of Nghi Long, Nghi Xa, Nghi Loc district.

In which, the area south of N5 road is 150 hectares, belonging to the high-tech zone whose detailed planning has been approved by the Provincial People's Committee (Decision No. 1531/QD-UBNC.CN, dated May 9, 2011) and taking an additional part of the urban planning area. The area north of N5 road is 50 hectares, belonging to the Non-Tax Zone planning, whose detailed planning has not been approved. In area III (phase I), the investor chose the West of National Highway 1A, with an area of ​​470 hectares, in the communes of Nghi Thuan, Nghi Long, Nghi Loc district. In area IV (phase II), the area is 750 hectares, including the communes of Hung Chinh - Vinh city; the communes of Hung Tay, Hung Dao and Hung Nguyen town, Hung Nguyen district.

Based on the proposal of Becamex IDC Corporation, on March 26, 2014, the Provincial People's Committee issued Document No. 31-BCS/UBND, reporting to the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee issued Notice No. 1028, 1060 agreeing in principle to allow Becamex IDC Corporation to survey and invest in the construction of Becamex Nghe An industrial, urban and service park. Nghe An Provincial People's Committee also issued Document No. 1276/UBND - DT, registering with the Ministry of Planning and Investment to include the content of promoting and calling on Sembcorp Group and Vietnam - Singapore Industrial Park Joint Venture Company Limited to implement the Becamex - Nghe An industrial, urban and service park complex project in the Program of the 10th Ministerial Conference on Vietnam - Singapore Economic Connection.

To focus on the Becamex - Nghe An Industrial Park project, on May 21, 2014, Comrade Nguyen Xuan Duong, Chairman of the Provincial People's Committee - Head of the Steering Committee for the implementation of the Becamex Urban, Industrial and Service Park project issued Notice No. 236 assigning specific tasks to each agency, department, branch, Nghi Loc, Hung Nguyen districts, Vinh City, especially members of the Steering Committee to speed up the progress of the Becamex project, preparing to organize the groundbreaking ceremony of the project in September 2014. The Southeast Economic Zone Management Board - Standing Agency of the Steering Committee is the focal agency, presiding over and directing the implementation of all related work to implement the project; Advising on the development of detailed plans for the implementation of work related to the project; Preside and coordinate with investors, People's Committees of Nghi Loc, Hung Nguyen districts, Vinh City before May 30, 2014 to complete the determination of specific boundaries and hand over project boundary markers so that the People's Committees of districts and Vinh City can proactively implement compensation, site clearance and resettlement work, requesting that before May 30, 2014, they advise on the establishment of site clearance budget.

The Management Board of the Southeast Economic Zone directed to accelerate the progress to complete the N5 route in August 2014, the section passing through the project area, and complete the intersection with the railway in July 2014, handing over the management to ensure timely service for the project groundbreaking ceremony; preside over and coordinate with the investor to advise the Steering Committee on related contents to organize the project groundbreaking ceremony in a timely manner. The Provincial People's Committee also assigned the responsibility to the Department of Finance to arrange funds for compensation and site clearance to serve the groundbreaking ceremony of 255 hectares of area II of the project. The Department of Transport directed to accelerate the progress to complete the National Highway 1A expansion project from the Nam Cam - Cua Lo intersection to Vinh City before September 15, 2014.

The Provincial People's Committee assigned the People's Committee of Vinh City and the districts of Nghi Loc and Hung Nguyen to establish a District Steering Committee (before May 30, 2014) headed by the District Party Secretary or the District People's Committee Chairman to direct the implementation of tasks related to project implementation in the area; to propagate and mobilize people to implement the State's policies and guidelines. Establish a compensation and site clearance council before May 30, 2014, chaired by the District People's Committee Chairman.

Mr. Nguyen Tien Dung - Vice Chairman of Nghi Loc District People's Committee said: Implementing the Notice of the Provincial People's Committee Chairman, Nghi Loc has established a district-level steering committee headed by the District Party Secretary, the District People's Committee has established a district-level compensation council for land acquisition and clearance. The district has also worked with communes in the project area such as Nghi Long, Nghi Xa... to determine specific boundaries to prepare for marking and site clearance according to regulations.

There are still many difficulties ahead for a large project to come into operation such as legal basis, land, compensation. Besides, objective difficulties also affect the psychology of investors. Therefore, for the project to start construction in the third quarter of 2014, it requires the efforts and responsibility of related departments, branches and localities.
