Focus on the youth's extensive political activities
(Baonghean) - 2017 is the year to organize congresses of the Youth Union at all levels, towards the 17th Congress of the Ho Chi Minh Communist Youth Union of Nghe An province, term 2017 - 2022. This is an important political event and forum, demonstrating the spirit of democracy, innovation, dynamism and creativity of Nghe An youth and youth across the country towards the 11th National Congress of the Ho Chi Minh Communist Youth Union.
Deployment of point congress
In addition to issuing the Plan and guidelines for organizing the Youth Union Congresses at all levels, towards the 17th Congress of the Ho Chi Minh Communist Youth Union of Nghe An province, term 2017 - 2022, the Provincial Youth Union Standing Committee has selected 9 units to organize model congresses at the grassroots level and 4 districts and affiliated Youth Unions to hold model congresses.
Up to now, 4 grassroots Youth Union units have completed organizing model congresses, including the Dong Van Commune Youth Union, Tan Ky District, which successfully organized them on January 6.
The congress elected 13 comrades to the Executive Committee of the Commune Youth Union for the 2017-2022 term, including 4 re-elected comrades and 9 new comrades. Secretary of the Dong Van Commune Youth Union Pham Viet Duy said: The Executive Committee of the Commune Youth Union for this term has been rejuvenated with an average age of 26.5. Professional and political qualifications have also been raised.
Regarding the objectives of the term, based on the natural and social conditions in the locality, the Commune Youth Union aims to build economic models for the youth in the direction of family farms and ranches. Thereby, promoting the role of youth in poverty reduction and local economic development.

In addition to Dong Van commune, the Standing Committee of Tan Ky District Youth Union has selected Tan Huong Commune Youth Union and the District People's Committee Youth Union to organize model congresses. Deputy Secretary of Tan Ky District Youth Union Cao Xuan Thao said: "Up to now, Dong Van and Tan Huong Commune Youth Unions have successfully organized congresses with many new features in personnel work towards rejuvenation, the quality of congress documents has also been improved, demonstrating the role of union members and youth in the new period associated with the political tasks of the locality".
The Hoa Hieu Ward Youth Union, Thai Hoa Town is also one of the 9 units selected to organize a model congress, scheduled to take place on January 10. Secretary of the Thai Hoa Town Youth Union Nguyen Thu Trung said that all preparations have been completed. "On the basis of organizing the Hoa Hieu Ward Youth Union Congress, we will organize experience sharing to successfully organize congresses at 32 grassroots youth union units."
In addition to the units selected by the Provincial Youth Union Standing Committee to organize model congresses, there are 62 grassroots Youth Union units and 70 district-level Youth Union branches in districts, cities and towns. According to the plan of the Provincial Youth Union Standing Committee, the grassroots congresses will be organized no later than February 15, 2017 and the district-level congresses will be completed before April 30, 2017.
Rejuvenating Youth Union cadres, improving the quality of congress documents
One of the important issues of concern is the quality of document drafting at the Youth Union Congresses at all levels. According to the plan and guidance of the Provincial Youth Union Standing Committee, the requirements for documents of the Youth Union Congresses at all levels include: Political report of the current Youth Union Executive Committee presented at the congress assessing the results of the previous term and the direction of the new term; review report of the current Youth Union Executive Committee; Congress resolutions must be concise, succinct, and thoroughly reflect the guiding viewpoints and general orientations of the Central Executive Committee of the Youth Union, the direct superior Youth Union and the Party Committee.
In particular, the goals, tasks and solutions for the new term must ensure a thorough understanding of the Resolution of the 12th National Party Congress, the Resolution of the 18th Nghe An Provincial Party Congress, the Resolution of the Party Congresses at all levels, and the orientation of the higher-level Youth Union; built on the basis of a comprehensive analysis of the characteristics of the local situation and units, while closely following the needs, aspirations and legitimate and just interests of union members and young people. Clearly identify the main contents and measures to implement the main aspects of the Youth Union's work.

On the other hand, the work of preparing personnel for the new executive committee is an important content, therefore, the Standing Committee of the Provincial Youth Union requires the preparation process to be carried out democratically, publicly, in accordance with regulations and rules, on the basis of approved personnel planning; selecting and introducing comrades with virtue and talent, ensuring the prescribed standards; paying attention to female cadres, ethnic minorities, union members with especially outstanding achievements, typical of youth classes in the locality and unit.
Accordingly, the new executive committee must ensure standards, be exemplary in terms of quality, capacity, prestige, solidarity, and have reasonable numbers, structures, and ages. The process of preparing personnel must be associated with strengthening grassroots organizations, improving the quality of union members and union cadres, and with planning and training cadres. In terms of age, the average at the grassroots level is under 28, at the district level is under 29, and at the provincial level is under 31.
In particular, the Provincial Youth Union Standing Committee also set out the requirement to directly elect the secretary at the congress. Head of the Provincial Youth Union Organization and Inspection Committee Chu Duc Thai said: “For the district level, the Provincial Youth Union Standing Committee will select at least 20% of units to direct the direct election of the secretary at the congress on the basis of agreement with the district-level Party Committee Standing Committee. At the grassroots level, the District Youth Union Standing Committee will select at least 25% of units to direct the direct election of the secretary at the congress on the basis of agreement with the grassroots Party Committee”.
Discussing the requirements for the Youth Union congresses at all levels, Secretary of the Provincial Youth Union Pham Tuan Vinh said: The Youth Union congresses at all levels and the 17th Congress of the Ho Chi Minh Communist Youth Union of Nghe An province must thoroughly grasp the guiding ideology of the Resolution of the 12th National Party Congress, the Resolution of the 18th Nghe An Provincial Party Congress and the direct and comprehensive leadership of the Party Committee. Promote the spirit of democracy, innovation, creativity, intelligence and responsibility of cadres and union members.
This is also a period of extensive political activities with exciting emulation movements, a joyful and exciting atmosphere among union members and youth. Therefore, the Youth Union at all levels organizes widespread emulation activities in the Youth Union bases before, during and after the congress, demonstrating the pioneering and creative role of the youth; carrying out practical works and movement activities to welcome the congress.
Time for organizing the Youth Union Congresses at all levels: The grassroots congresses will be held for no more than 1 day and will be completed by May 2017 at the latest. The district congresses will be held for no more than 2 days and will be completed by August 2017 at the latest. The provincial congresses will be held for no more than 3 days and will be completed by mid-October 2017 at the latest. |
