PV: As a delegate of the 12th National Assembly, could you please share some of your experiences and contributions at the National Assembly forum?


Mr. Pham Van Ha: Looking back on the nearly four years of my work, I have always upheld my sense of responsibility, closely connected with voters, stayed close to the grassroots, grasped their thoughts, aspirations, and recommendations to reflect to the National Assembly, actively researched, and participated in deciding important issues of the country. At the same time, through the activities of the National Assembly, I feel that I have matured, gained more knowledge and work experience.

However, I myself still have concerns about the things that have not been done. That is: many draft laws have been thoroughly discussed at the 12th National Assembly but have not yet been passed; our current land management policy still has many shortcomings, especially in land recovery, compensation for site clearance, land allocation... Through the revolutionary periods, farmers have played a very important role in the cause of building and defending the country, being the direct force in producing food and foodstuffs to supply society.

However, farmers are currently facing many difficulties in life. Therefore, the National Assembly, the Government, and sectors need to pay more attention to investment policies for agriculture, rural areas, and farmers, and quickly build new rural areas so that farmers can improve their quality of life. Fishermen's lives are still facing many difficulties, so it is necessary to soon pass the Vietnam Law of the Sea so that fishermen can feel secure in fishing, exploiting seafood, and operating at sea under their sovereignty.


PV: If you are trusted by voters to continue to be elected to the 13th National Assembly, what issues will you focus on in the new term?


Mr. Pham Van Ha: If I am highly trusted by voters and elected as a member of the 13th National Assembly, at the National Assembly forum, I will focus on 7 contents, in which I will actively participate in contributing opinions in the field I am working in: law making and improving the enforcement of the legal system. With the knowledge and experience accumulated during the 12th National Assembly term, I will propose that the National Assembly soon amend unreasonable, contradictory, overlapping and unfeasible issues in the current system of legal documents so that the law can truly come into life.

Strengthen coordination with departments, agencies and organizations in disseminating, popularizing and educating the law to all classes of people, especially the youth, students, etc. Pay attention and actively contribute opinions on reforming the judicial system in general and reforming the court system in particular, thereby building a system of judicial agencies to ensure streamlining and effective operation, building a team of judicial officials, especially a team of judges with strong political will, good moral qualities and good expertise. Pay attention to the issue of preventing corruption, because this is an issue of concern and worry for the whole society, causing dissatisfaction among the people.

Recommend that the National Assembly strengthen the inspection and supervision of the settlement of citizens' complaints and denunciations, avoiding the current situation of backlog and prolonged petitions. And always uphold the sense of responsibility, closely connect with voters, go close to the grassroots, grasp the aspirations and recommendations of voters to reflect to the National Assembly, actively research and participate in deciding important issues of the country.
