Focus on solutions to help Tan Ky soon achieve its goals for the next term (*)

(Baonghean) - Excerpt from the speech directing the Tan Ky District Party Congress by comrade Le Quang Huy, Deputy Secretary of the Provincial Party Committee

... In the 2015 - 2020 term, despite many difficulties, the Party Committee and people of Tan Ky district have strived to achieve many important results in various fields: The economy maintained a fairly good growth rate, with an average of 9.1% over the past 5 years. Agricultural production has developed quite comprehensively, the work of building new rural areas has been promoted; industry and construction have continued to grow quite well (reaching 11.5%); services have developed rapidly and diversified in all fields; socio-economic infrastructure has been strengthened; cultural and social fields have been cared for; national defense and security have been maintained. The work of building the Party and the political system has achieved many important results; the methods of operation of the Vietnam Fatherland Front and mass organizations have been increasingly innovated, improving efficiency.

… Tan Ky is a mountainous district with many potentials and advantages, located in the key economic region of the Western region of the province. The land potential is suitable for the development of agricultural economy and forest economy; there are many natural resources serving the construction and development of industries, small-scale industries, especially cement, bricks, tiles, construction materials and other supporting industries. The Party Committee and people of the district have a tradition of revolution and diligence in labor and production. With such advantages and potentials, I agree with the general goal, striving to make Tan Ky district a fairly developed district of the Western region of Nghe An by 2020; building a strong Party Committee throughout the term. To achieve these goals, I suggest that the Party Committee of Tan Ky district should focus on the following key and basic contents:

Firstly, on the economy: Focus on implementing well the planning and planning management work. Detailed planning on land, resources, environment, industrial zones, towns, townships..., planning for the development of industrial production, agriculture, and rural areas.

For agriculture, promote restructuring of the agricultural sector towards increasing added value and sustainable development. Select and develop some key crops, such as sugarcane, rubber, fruit trees; apply scientific and technological advances to production... For forest economic development, focus on developing raw material forests for processing. Build and replicate economic models of farms, family farms, household economies, cooperatives...; continue to arrange, innovate, develop and improve the operational efficiency of agricultural and forestry companies. Focus on directing the construction of new rural areas, promoting and mobilizing the integration of resources for effective use.

Promote investment attraction, industrial development, construction materials, apply scientific and technological advances, improve new and diverse designs, ensure ecological environment; develop small-scale industry, build craft villages, villages with crafts (brocade weaving, handicrafts...), pay attention to developing small and medium-sized enterprises. Exploit resources well, especially resources among the people to build infrastructure to meet the requirements of socio-economic development in the area. Strongly develop trade, banking, postal and telecommunications services; integrate and effectively manage and use programs and projects invested by the State in the area.

Second, on culture and society: Pay attention to directing the improvement of education and training quality, human resource quality; strongly develop vocational training, create jobs for workers; increase the rate of trained working-age workers; promote the construction of national standard schools; continue to improve the quality of medical examination, treatment and health care for the people; build cultural and sports institutions that meet national standards, promote the movement of the whole people uniting to build a cultural life in residential areas, build new people; pay attention to implementing well policies and social security regimes.

Third, on national defense and security: Regularly pay attention to and perform well the work of national defense and security. Strengthen the fight against crimes related to drugs, black credit, fraud, etc.; direct to grasp the security situation in specific areas. Do a good job of receiving citizens, resolving petitions, complaints and denunciations of citizens right at the grassroots level.

Fourth, on the work of building the Party and the political system: Regularly take care of the work of building the Party and building a strong political system according to the general goals set out in the political report. Continue to effectively implement the Resolution of the 4th Central Committee (11th tenure) "Some urgent issues on Party building at present" in conjunction with studying and following the moral example of Ho Chi Minh. Doing well the ideological work, strengthening solidarity and unity within the Party is the foundation for consensus among the people. Take care of the work of planning, training, fostering, and improving the quality of the cadre team, especially the grassroots cadre team.

Improve the management and operation capacity of authorities at all levels; strengthen the role of inspection, supervision, consultation and criticism of the Vietnam Fatherland Front and mass organizations. Effectively implement administrative procedure reform...

With the motto of the Congress being "Solidarity, democracy, discipline, development", I believe that the Party Committee and people of Tan Ky district will successfully implement the goals and tasks set forth in the Resolution of the 20th Congress.
