(Baonghean.vn) -At the groundbreaking ceremony of the project to upgrade and expand National Highway 1A from Nghi Son (Thanh Hoa) to Cau Giat town (Nghe An) on March 26, Prime Minister Nguyen Tan Dung requested the investor, consultants and contractors to ensure the progress, safety and quality of the project; the local authorities of Nghe An and Thanh Hoa provinces mobilized people to support and promptly hand over land to the construction units.

Attending the groundbreaking ceremony of the project in Hoang Mai town, Mr. Nguyen Huu Tuy - Vice Chairman of Quynh Luu District People's Committee said: The early commencement of the upgrading and expansion of National Highway 1A through the district by the Ministry of Transport and contractors will actively contribute to reducing accidents, traffic congestion and facilitating people's economic and social development and cultural exchange. The authorities and people along the route have shown high consensus with the Government's policy of expanding the road and are making efforts to clear and hand over the land to the construction units. Of the 34 km of the National Highway 1A expansion package from Nghi Son to Cau Giat, 19.83 km are located in Quynh Luu district. Before the groundbreaking ceremony, the district established a Compensation and Site Clearance Council, and at the same time strengthened propaganda and mobilized people to hand over the land soon. Therefore, up to now, about 65% of the area requiring clearance has been compensated according to legal regulations and handed over to construction units.




Leaders of Nghe An and Thanh Hoa provinces signed a commitment to clear the land with the Ministry of Transport.

According to statistics from the District Land Clearance Council, the section from Hoang Mai (Km 383+115) to the beginning of Cau Giat town (Km 402+330) passes through 9 communes and towns with an area of ​​land needing clearance of over 17.7 hectares, involving 1,405 households. The total amount of compensation and site clearance is estimated at over 400 billion VND. Sections related to agricultural land have basically completed compensation, while areas related to garden land and residential land are being detailed and negotiated for compensation with the people. The current difficulty is that there are hundreds of households that have been granted land use right certificates on the road opening boundary and have been allocated land but have not received compensation during the previous expansion of National Highway 1A (in 1995). Although there is still 35% of the land area that needs to be cleared and handed over to construction units, it is a very large amount of work, involving thousands of households. In response to that request, the District Compensation and Site Clearance Council has increased coordination with investors and construction units to organize dialogues with the people, agree on prices and compensation plans in accordance with legal regulations.

Mr. Phan Van Hoa - Secretary of the Compensation and Site Clearance Council of Quynh Luu district said: All households that have to clear the site have expressed their agreement and commitment to give up their land for the project. However, many households in the area have consolidated their garden land, ensuring the traffic safety boundary of 13.5m from the edge of the road since 1995, and have also expressed their wish to enjoy incentives in this compensation and site clearance period. We have submitted our recommendations to the provincial leaders for reasonable solutions. During the site clearance process, the district regularly maintains meetings with investors and construction units to jointly implement synchronous solutions. The Party Committee, government, and organizations in the district have also identified compensation and site clearance as a key task.


According to the plan, the site clearance must be completed by the end of 2014 so that the project can be completed by 2015. This is also one of the important contents that the leaders of Nghe An and Thanh Hoa provinces have signed a commitment with the Ministry of Transport.
