Focus on solving issues that voters care about

(Baonghean.vn) - On the morning of December 12, the 10th session of the Provincial People's Council continued its second working day, conducting a discussion session at the hall. Comrades Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Son - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Tran Van Mao - Standing Member of the Provincial People's Council chaired the discussion session.

Entering the working program this morning, the delegates listened to the summary report of the discussions in the groups on the afternoon of December 11. According to the report, 72 delegates expressed their opinions, basically agreeing with the report on the implementation of the socio-economic situation in 2013; the socio-economic development plan for 2014. Some delegates were concerned about a number of issues such as: progress in building new rural areas; large amount of agricultural and forestry land, ineffective management, while people lack land for production; large debt in basic construction; suspended planning; limited medical examination and treatment, medical ethics; quality of vocational training; policies for people with meritorious services; security and order situation, especially the increase in social order crimes compared to 2012; administrative reform has not yet been implemented.... The delegates were also concerned about a number of targets set for 2014 which are still high and there are no specific solutions for implementation.

At the discussion session in the hall this morning, delegates frankly expressed many passionate and responsible opinions. Mr. Nguyen Chi Nham (Nam Dan delegate) expressed his agreement with the targets and tasks for socio-economic development in 2014 set by the Provincial People's Council, however, the solutions for implementation still lacked specificity.

For example, the target of having 10 communes meeting the new rural criteria is not clear, as shown by the lack of clarity in defining among the 19 criteria what the people do, what the State does, what the State and the people do together. Or the target of the income of people in the new rural areas reaching 1,500 USD/year has not had a solution to increase income. The problem of environmental pollution treatment in facilities, some places with serious environmental pollution have not been completely handled such as Thai Duong pig farm (Do Luong) which has lasted for many years; the problem of land management and use in agricultural and forestry farms still has many shortcomings, causing frustration in society, and there are no positive solutions.

Delegates Nguyen Thi Quynh Nga (Thanh Chuong) and Le Van Tri (Anh Son) expressed their concerns: Although the province has identified tea as one of the key industrial crops, there are still no measures or solutions to improve productivity and investment efficiency, especially to create a brand for Nghe An tea.

Regarding the field of farmers, Mr. Le Van Tri continued to ask: The Provincial People's Council has issued a policy to support farmers in producing organic microbial fertilizers. This is a very beneficial policy for farmers, reducing input costs in agricultural production, but after 2 years of implementation, only a few hundred million VND has been supported in some areas. The effective period of this policy is 4 years (2012 - 2014), so there is only 1 year left to implement, so it is necessary to clarify the reason why the policy has not come into practice?

As for delegate Truong Van Hien (Hoang Mai town), he affirmed that the province has implemented the investment attraction policy very well, but acknowledged the concerns of some enterprises inside and outside the province that it is very difficult to implement specific projects. Many delegates also mentioned some targets and tasks in 2014 and issues that need attention and resolution such as the difficult target of building schools that meet national standards; the rate of malnourished children; the issue of budget collection and regulation of land use fees for communes serving the construction of new rural areas; the management of land, agricultural and forestry farms still has many weaknesses and shortcomings; the issue of public ethics of cadres and civil servants. Delegates also focused on giving comments on some reports that will be considered and approved at the 10th session.

The opinions expressed at the group discussion session on the afternoon of December 11 and the discussion at the hall on the morning of December 12 were explained by Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee and leaders of the Departments of Planning - Investment, Finance, Agriculture and Rural Development, Labor - Invalids and Social Affairs, Health, Home Affairs and the Provincial Ethnic Committee, clarifying the difficulties and problems that are arising related to each issue that voters and delegates are interested in.
