(Baongehan.vn) - This morning, April 22, under the chairmanship of comrade Nguyen Xuan Duong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, the Provincial People's Committee held a regular meeting in April to listen to and give opinions on the results of the implementation of the Conclusion Notice of the Chairman of the Provincial People's Committee at the regular meeting in March; the socio-economic situation in April; the direction and administration of the Provincial People's Committee in May and other important contents. Attending were comrades vice chairmen of the Provincial People's Committee, leaders of provincial departments and branches.

In April, the whole province overcame difficulties, made efforts to synchronously and effectively implement the solutions directed and managed by the Provincial People's Committee. In the agricultural sector, the total area for planting spring crops is estimated at 185,700 hectares. Regarding livestock, blue ear disease occurred in pigs in 24 communes of 5 districts: Dien Chau, Yen Thanh, Quynh Luu, Hung Nguyen and Do Luong, the number of pigs that had to be destroyed was 1,547. Localities have focused on fighting the epidemic, up to now, bird flu outbreaks in the whole province have passed nearly 21 days, no new outbreaks have occurred. In April 2013, some industrial products such as electricity production, refined sugar, cement... increased compared to the same period in 2012. Total retail sales of goods and consumer services in April are estimated at nearly 4,000 billion VND, up 19.06% over the same period. The accumulated value for the first 4 months is estimated at 16,514.11 billion VND, an increase of 19.16% over the same period last year. The average consumer price index for the first 4 months of 2013 increased by 13.79% over the same period last year.

Capital mobilized in the financial and banking sector continued to grow steadily. As of April 30, 2013, capital mobilized in the area was estimated at VND51,190 billion, an increase of VND7,047 billion compared to the beginning of the year (equal to 16%). Total outstanding debt in the area as of April 30, 2013 was estimated at VND80,050 billion, an increase of VND1,180 billion compared to the beginning of the year (equal to 1.5%). Budget revenue in the first 4 months of the year is estimated at VND1,528.29 billion, reaching 27.2% of the estimate, budget expenditure is estimated at VND4,301.28 billion, reaching 28.9% of the estimate assigned by the Provincial People's Committee.

Investment mobilization and foreign affairs continue to receive attention. Attention is paid to education, health care, population, family planning, hunger eradication, poverty reduction, job creation and food safety; national defense and security are stable.

At the meeting, departments and branches focused on discussing solutions to overcome difficulties for businesses, tax arrears; resolving inventory; output for agricultural products, especially sugarcane; handling some violations related to policies for people with meritorious services and beneficiaries of policies in Thanh Chuong district; The progress of granting land use right certificates is still slow, especially the progress of granting certificates for forestry land, rural residential land and land used by organizations; Illegal mineral exploitation; rural environmental pollution and pollution from production and business establishments are still increasing and have not been completely handled...

Also this morning, the Provincial People's Committee continued to listen to and give opinions on the decision to adjust the environmental sanitation fee in Vinh city and the Decision on the organizational structure and operating regulations of the Management Board of the Local Road Maintenance Fund; Decision to replace Decision 34 of the Provincial People's Committee on regulating standards, minimum prices and minimum room mobilization rates as the basis for determining the amount of tax payable for hotel and motel business activities in Cua Lo town.
