Focus on solving employment for workers

Nghi Loc is a district with many favorable conditions for socio-economic development. With its location adjacent to Vinh City - the political, economic and social center of the province, plus land potential, abundant labor resources, and convenient transportation system, the district has attracted many large and promising investment projects. These are important factors for Nghi Loc to develop strongly and achieve many results in many fields. However, along with the advantages are significant challenges for the locality when the high speed of urbanization, industrial parks, and economic zones expand in scale, leading to a narrowing of production area and many farmers lacking jobs. Meanwhile, the local human resources have not met the demand.
However, looking back at recent years, it can be seen that the work of creating jobs for Nghi Loc's labor force has achieved many encouraging results. Up to now, the total number of people of working age in the district is about 103,000 people. Of which, about 80-82% have regular jobs. Why does Nghi Loc have such an impressive number? First of all, it must be affirmed that it is because in the district there are many enterprises, many projects deployed and put into operation, creating jobs for a significant labor force. Currently, there are more than 200 enterprises in the district, including many large projects such as: BSE Electronics Factory, Tien Phong Plastic Factory... creating jobs for more than 3,000 workers. And in the coming time, many projects will be attracted such as: Masan Food Industry Center, Hoa Sen Nghe An Steel Factory, Royalfoods Thailand project... promising to create jobs for thousands of local workers.
To meet the needs of businesses, the district has focused on promoting vocational training with many funding sources so that people have the opportunity to find new jobs. However, most workers after being trained due to unstable income, cannot find new opportunities and therefore cannot apply the knowledge they have been trained. Faced with this problem, the district has directly worked with large companies such as Samsung and Canon to raise the issue of labor supply. Samsung Electronics Company has directly recruited workers and so far about 400 workers have been hired. In addition, the district leaders have contacted Dung Quat Technical and Technology Vocational College and a number of businesses in Dung Quat Economic Zone (Quang Ngai) to raise the issue of labor training associated with job creation. Discussing this issue, Mr. Nguyen Quoc Viet, Deputy Head of the District Department of Labor, Invalids and Social Affairs, said: "This is a great opportunity for local youth to have the opportunity to receive vocational training and after graduation, they will be hired by businesses with suitable salaries."
The bright spot in the work of creating jobs for workers in the district is the labor export movement. Currently, the total number of overseas workers in the district has reached nearly 5,000 people. To mobilize, propagate and guide the people, the district has coordinated with functional agencies and labor supply enterprises to organize 19 consultation conferences in the communes. Therefore, many workers have had full and official information to go in the right direction, suitable to their conditions as well as their capacity and skill level. Almost every locality has people going to work abroad, but they are mainly concentrated in the communes of Nghi Tien, Nghi Quang, Nghi Xuan, Phuc Tho, Nghi Van... Mr. Le Xuan Loi, Vice Chairman of the People's Committee of Phuc Tho commune said: "In the economic development orientation of the commune, working abroad is a key and important direction. Currently, the whole commune has 776 workers going to work abroad in 11 countries. More than 10 years ago, Phuc Tho was known as a poor commune, but now it is in the top of Nghi Loc district. The average income of people is currently 24.9 million VND/year.
With capital from overseas labor, people in the district are stepping up the establishment of enterprises, expanding production, business, and trade in many diverse forms, creating jobs for thousands of workers. In Nghi Xuan commune, many overseas laborers have invested their capital and experience in other countries in production and business in their homeland. Currently, in the commune, there are 30 established enterprises, 400 service business households, and 10 aquatic and seafood exploitation complexes. Thanks to that, the rate of employed laborers in the whole commune reaches 90%, the average income per capita reaches 24.5 million VND, and the poverty rate has decreased to 3.9%. Mr. Pham Ngoc Duyen, Secretary of Nghi Xuan Commune Party Committee, said: “It can be said that labor export is the premise and foundation for the development of small-scale industries, trade, and services, and for people's lives to be constantly improved. In the new rural construction program, in addition to voluntarily donating land and working days, people in the whole commune have contributed 23.5 billion VND to build infrastructure, irrigation and traffic so that the commune can meet 19/19 new rural criteria.”
In recent years, the district has also focused on promoting the development of craft villages to increase production value as well as create jobs for workers. Many craft villages have become famous and are increasingly developing, such as the export rattan and bamboo weaving villages in Nghi Phong, Nghi Thai, Nghi Trung green rice cake village, and Trung Kien shipbuilding village (Nghi Thiet). Currently, the district has 22 small-scale handicraft villages recognized by the provincial People's Committee. The development of craft villages has contributed to creating jobs for nearly 4,000 rural workers, creating a shift in economic and labor structure.
It can be affirmed that the work of creating jobs for workers has been focused on by Nghi Loc district with many solutions and has achieved high results, not only helping to increase income, improve people's lives but also contributing to the shift in labor structure, developing the local economy and society. However, besides the achieved results, there are still shortcomings and difficulties such as low qualifications and capacity of workers, passive mentality, not daring to strive to get rich, limited vocational training... which are not small challenges for the locality. Therefore, to solve this problem, the reality requires the district to have synchronous solutions in improving the cultural level and skills of rural workers; developing a system of on-site vocational training facilities, strengthening linkages and socialization of vocational training, connecting businesses, labor-using facilities with vocational training facilities; Promote economic restructuring suitable for each region, strengthen information, propaganda, job introduction and orientation for workers to find stable jobs.
