Focus on leading the implementation of Party Congress Resolutions at all levels
On February 28, under the chairmanship of comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Standing Committee of the Provincial Party Committee held a conference to deploy tasks for 2011.
Over the past year, Party committees at all levels have strengthened leadership and direction of political and ideological work; promptly oriented public opinion, synthesized and processed information, enhanced people's dialogue..., creating high consensus and unity within the entire Party and people to well perform the province's political tasks. The province's economy continued to maintain growth momentum, culture - society, administrative reform, handling of complaints and denunciations, anti-corruption, and thrift practice had many positive changes. The campaign "Studying and following the moral example of Ho Chi Minh" continued to be implemented effectively, creating a strong change in awareness and action among cadres and party members.

In particular, the Party Congresses at all levels were successfully organized in accordance with the spirit of Directive 37 of the Politburo, on schedule, in accordance with the process, content and quality. The inspection and supervision work serving the Party Congresses at all levels as well as other tasks and contents according to the Party's regulations were well implemented. Mass mobilization work continued to be innovated, deepened, and closely followed the grassroots. The political system at all levels was consolidated, improving the efficiency and effectiveness of operations.
Concluding the conference, comrade Phan Dinh Trac emphasized: 2011 is the first year to implement the goals of the 11th Party Congress Resolution and the 17th Provincial Party Congress Resolution; to conduct the election of deputies to the 13th National Assembly and People's Councils at all levels.
Therefore, the Party building work needs to focus on leading and directing the implementation of Party Resolutions at all levels; leading and directing the election of National Assembly and People's Council deputies at all levels in accordance with the law, democracy, safety and economy; attaching importance to ideological work, orienting public opinion, creating high consensus to successfully implement the socio-economic, defense-security and Party building goals and targets in 2011; continuing to further enhance the Campaign "Studying and following Ho Chi Minh's moral example".
Improve working conditions and innovate working methods, improve the quality of cadres and civil servants in party agencies. Strengthen inspection and supervision of the implementation of programs, plans, projects of the province to ensure timely and quality implementation. Improve the quality of the political system, operate more and more effectively.
On this occasion, the Provincial Party Committee awarded Certificates of Merit to 20 affiliated Party Committees and 1 grassroots Party Committee that achieved the title of Strong; awarded Flags to 29 affiliated Party Committees that achieved exemplary clean and strong status for 5 consecutive years (2006 - 2010); Certificates of Merit to 33 affiliated Party Committees that achieved exemplary clean and strong status for 3 consecutive years (2008 - 2010); Certificates of Merit to 66 Party cells directly under the grassroots Party Committees that achieved exemplary clean and strong status for 5 consecutive years (2006 - 2010); Certificates of Merit to 10 comrades who achieved the title of Excellent Grassroots Party Secretary; Certificates of Merit to 171 Party members who met the standards of qualified Party members and excellently completed their tasks for 5 consecutive years (2006 - 2010).
