Focusing resources to improve the quality of education in mountainous areas
(Baonghean.vn) - On the afternoon of August 18, under the chairmanship of Vice Chairman of the Provincial People's Committee Bui Dinh Long, the Provincial People's Committee held a regular meeting to give opinions on the project "Developing education in ethnic minority and mountainous areas in Nghe An province for the period 2021 - 2025, with a vision to 2030"; Draft Decision of the Provincial People's Committee promulgating the Regulations on management and use of non-refundable aid not belonging to official development assistance of foreign agencies, organizations and individuals for Vietnam in Nghe An province.

The project "Developing education in ethnic minority and mountainous areas in Nghe An province for the period 2021 - 2025, with a vision to 2030" aims to concentrate resources, create breakthroughs, and aim to improve the quality of education in ethnic minority and mountainous areas, narrow the gap in education quality between regions; consolidate and develop a network of schools and classes with reasonable scale, minimize separate schools and combined classes; develop a system of ethnic boarding schools, semi-boarding schools, and schools with semi-boarding students, and build a new model of semi-boarding schools.

Thereby, contributing to creating an educational environment, developing learners' qualities and capacities according to the output standards of each level of education, improving the quality of human resources, contributing to promoting socio-economic development, political stability, security and national defense in ethnic minority and mountainous areas.
Also according to this project, in the coming years, funds will be focused on mountainous districts to build facilities, purchase teaching equipment and advise on support policies for teachers working in ethnic minority and mountainous areas, policies for teachers working in boarding schools, semi-boarding schools, pilot schools of ethnic minority semi-boarding high schools; policies to attract good teachers, encourage teachers to stay and work in ethnic minority areas...

Giving opinions on this issue, delegates all said that the project is suitable for current reality and has practical significance for education in mountainous areas, especially when the quality of teaching in mountainous districts is still limited, facilities are still lacking, and teaching and learning are not guaranteed...
However, in order for the project to be implemented soon, opinions suggest that the Department of Education and Training needs to clearly define the number and size of schools and classes by district and city according to the new regulations of the State. In addition, it is necessary to set goals for each year and each stage and build new policy mechanisms (in parallel with the old policy mechanisms), detailed planning for each district and each commune.

Commenting on this project, the Vice Chairman of the Provincial People's Committee agreed with the objectives and contents of the project. However, in addition, Mr. Bui Dinh Long also noted that the Department needs to supplement the contributions of relevant departments and branches. During the implementation process, it is necessary to clarify which schools will build new-style boarding schools in order to have a financial arrangement plan as well as an implementation roadmap. The development of policies must be specific so that after the project is approved, a resolution for implementation will be issued.
Also this afternoon, the Provincial People's Committee listened to and commented on the Draft Decision promulgating regulations on management and use of non-refundable aid not included in official development assistance from foreign agencies, organizations and individuals for Vietnam in Nghe An province.

After listening to the opinions of relevant units, Vice Chairman of the Provincial People's Committee Bui Dinh Long, relevant departments and branches need to review the implementation of the Regulation based on newly issued documents to suit current reality and the collection of opinions to complete the Regulation must be carried out in accordance with the correct procedures and regulations before being approved by the Provincial People's Committee meeting./.
