Focusing resources on building new rural areas

(Baonghean.vn) - On the afternoon of May 8, the People's Committee of Nghe An province held a conference to evaluate the implementation of the national target program on new rural construction in the first 4 months of the year and deploy tasks in the coming time for communes that have met the standards.new rural areas2015.

Comrades: Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for the New Rural Development Program; Dinh Viet Hong - Vice Chairman of the Provincial People's Committee; Ho Ngoc Sy - Director of the Department of Agriculture and Rural Development chaired the conference. Despite difficulties in both resources and administrative procedures and policies, with high determination and participation of all levels and sectors, in the first 4 months of the year, 81 communes registered to meet the NTM standards with many good and creative ways. Many communes achieved 2-3 more criteria/commune.

By April 30, 2015, the whole province had 35/81 communes basically meeting the standards, achieving 43.2% of the plan. The total mobilized capital in the first 4 months of the year reached over 1,000 billion VND, bringing the total in nearly 5 years to 4,331.6 billion VND; 212 km of rural roads were renovated, upgraded and repaired, including 104 km of concrete roads, 121 km of canals and ditches, 56 km of power lines, and 124 new classrooms were started to be built...

However, the movement to build new rural areas has been slow compared to the plan, the responsibility of some localities and departments in building new rural areas is still limited; a part of the people has not fully recognized their role. The demand for construction and production development in building new rural areas is very large while capital sources are limited. The integration and support mechanism is not complete, so the communes registered to meet the new rural standards in 2015 have not been really proactive, especially the remaining 46 communes.

In his concluding remarks at the conference, comrade Nguyen Xuan Duong acknowledged the efforts of departments and localities in implementing the National Target Program on New Rural Construction. In the coming time, to speed up the progress, especially for communes registered to finish in 2015, departments and branches should prioritize the settlement of administrative procedures for communes such as land price approval, basic construction procedures, project appraisal; districts, cities and towns need to focus on directing strongly, considering the achievement of New Rural Standards in 2015 as one of the key tasks of the Party Committee, government and the entire political system; prioritize the allocation of resources, and at the same time issue specific policies and mechanisms to help communes complete the missing criteria. In particular, the mechanism for supporting land use bidding money, approving cultural villages and administrative procedures in basic construction... Communes registered to meet the 2015 standards need to continue to review and evaluate the contents and criteria to set out a roadmap, priority order, and solutions to implement the missing criteria, and at the same time have a plan and roadmap to self-organize the appraisal of the achieved criteria...
