Focus on preventing and fighting avian influenza

(Baonghean) - According to the announcement of the World Health Organization (WHO), in 2013 in China, Hong Kong and Taiwan, there were 147 people infected with A/H7N9 flu, including 47 deaths.

Since the beginning of 2014, 190 people have been infected with the disease in China, including 19 deaths. In Guangxi province, China, bordering Vietnam, 2 people have been infected with the A/H7N9 influenza virus and the circulation of the A/H7N9 influenza virus has been detected in some live poultry markets. Particularly dangerous is that the A/H7N9 influenza virus does not cause clinical disease in poultry and there is currently no H7N9 vaccine, so prevention and response to this virus strain is very difficult. In addition, the World Organization for Animal Health (OIE) has just warned that in Hebei province (China) and Taiwan, the highly pathogenic H5N2 influenza virus has appeared, causing a clinical outbreak and the death of many poultry. In Vietnam, A/H5N1 influenza in poultry has also appeared in some localities. In January 2014, two people died from A/H5N1 influenza in Binh Phuoc and Dong Thap.

The Food and Agriculture Organization of the United Nations (FAO) warns that the risk of the A/H7N9 influenza virus entering Vietnam from the northern border provinces and provinces related to the trade and consumption of smuggled poultry and poultry products of unknown origin is very high.

Nghe An is a province with a large poultry herd, mainly small-scale farming, and households. Currently, it is the time when farmers increase their herds, import more breeding animals from the northern provinces, the risk of infection is very high.

To proactively prevent the A/H7N9 influenza virus and other strains of avian influenza virus from infecting the province, minimize damage in livestock farming, and protect public health, the Chairman of the Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities, and towns; Directors of relevant departments, branches, and sectors to seriously and promptly implement the work of preventing and controlling avian influenza according to the direction of the Prime Minister in Official Dispatch No. 133/CD-TTg dated January 23, 2014 "On strengthening the work of preventing and controlling avian influenza from spreading across the border", Official Dispatch No. 200/CD-TTg dated February 14, 2014 "On focusing on preventing and controlling avian influenza and strains of avian influenza virus transmitted to humans"; Directive No. 37/CT-UBND dated December 31, 2013 of the Provincial People's Committee "On strengthening urgent measures to prevent and control avian influenza A/H5N1, H7N9 and H10N8"; Official Dispatch No. 570/UBND.NN dated January 25, 2014 of the Provincial People's Committee "On implementing Official Dispatch No. 133/CD-TTg of the Prime Minister, focusing on directing the following specific measures:

1. People's Committees of districts, cities and towns.

a. Urgently develop a plan to prevent and control avian influenza in the management area to serve as a basis for synchronous and effective implementation of disease prevention and control solutions.

b. Direct communes, wards and towns to strengthen surveillance, quickly detect poultry cases to handle small-scale outbreaks. Assign responsibility for disease surveillance to party secretaries, village chiefs and veterinary officers of communes, wards and towns.

c. Strengthen information and propaganda work on district, city and town radio and television stations; loudspeaker systems of communes, wards and towns about the risk of infection with the new H7N9 influenza virus strain to humans and local poultry. Propagate to help people understand the following contents: Buy poultry from reputable businesses, with clear origins, with quarantine and transport certificates; do not condone the trading of smuggled poultry and poultry products; carry out good hygiene, disinfection and sterilization work, encourage the application of disease-safe livestock farming models, to minimize the risk of infection and spread of viruses.

d. Assign specific responsibilities to each member of the Steering Committee for Livestock, Poultry and Aquatic Disease Prevention and Control to directly go to the grassroots level to urge, direct and supervise disease prevention and control work in localities, focusing on areas with high risk of infection; be prepared to respond to A/H7N9 influenza and other strains of influenza virus.

e. Implement quarantine work well at the source; strengthen management and prevent the transportation and trading of poultry and poultry products of unknown origin, not quarantined, and not ensuring food safety in circulation on the market. Timely detect and strictly handle violations according to the provisions of law.

g. Implement Decision No. 50/2013/QD-UBND dated September 12, 2013 promulgating regulations on a number of conditions in livestock and poultry farming in Nghe An province to the People's Committees of communes, farms and breeders for information and implementation.

2. Department of Agriculture and Rural Development:

Take the lead in coordinating with the People's Committees of districts, cities and towns to strengthen supervision and direct the work of preventing and controlling avian influenza in the province.

- Directing the Veterinary Department:

+ Increase surveillance sampling on poultry and the environment to detect influenza A/H7N9 virus and other influenza virus strains in poultry for early detection and timely treatment.

+ Strictly implement quarantine at the source; strictly control the transportation and trade of poultry and poultry products within and outside the province; strengthen coordination with inter-sectoral functional forces to inspect, control, arrest and handle violations in the transportation of poultry and poultry products in and out of the province, especially poultry and poultry products originating from the northern provinces.

+ When detecting A/H7N9 influenza virus in poultry or in the environment, it is necessary to immediately report to the Provincial People's Committee, and at the same time organize the implementation of thorough and timely handling measures according to the instructions of the Department of Animal Health, Ministry of Agriculture and Rural Development, to prevent the virus from spreading widely.

3. Department of Industry and Trade:

Take the lead in coordinating with relevant departments and agencies, and the District People's Committee to regularly monitor and closely supervise the transportation and trading of poultry and poultry products illegally imported into the province. Strictly handle violations according to regulations.

4. Department of Health:

Implement drastic measures to prevent A/H7N9 influenza in humans.

5. Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper; District Radio and Television Station:

- Provide timely and accurate information to people about the developments of the avian influenza epidemic.

- Coordinate with the Department of Agriculture and Rural Development and the Department of Health to increase information and propaganda on mass media about the dangers of avian influenza; measures to prevent and control A/H7N9 influenza in humans and poultry so that people know and voluntarily implement.

6. Provincial Police:

Direct functional forces to investigate, monitor and grasp the situation and take measures to educate and deter subjects showing signs of trading, transporting and consuming smuggled poultry and poultry products; poultry and poultry products of unknown origin; coordinate with relevant forces to organize the fight to arrest and strictly handle subjects deliberately violating.

7. Department of Finance:

Proactively arrange funding sources for epidemic prevention and control; support poultry farmers whose poultry are infected with avian influenza and are forced to destroy them promptly and in accordance with current regulations.

8. Department of Transportation:

Direct the Management Board of bus stations, train stations, and Traffic Inspectorate not to allow the transportation of poultry and poultry products on passenger vehicles or other types of goods; strictly handle violations according to regulations.

The Chairman of the Provincial People's Committee requests the Chairmen of the District People's Committees, Directors of Departments; Heads of Provincial Departments and Branches to urgently and strictly implement this telegram. During the implementation process, if there are any problems or difficulties, the units should report to the Department of Agriculture and Rural Development for synthesis and submission to the Provincial People's Committee for timely resolution.
