Focus on clearing National Highway 1A

(Baonghean.vn) - On March 24, under the chairmanship of comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a regular online meeting in March with departments, branches and districts, cities and towns to listen to and give opinions on the report on the results of implementing the conclusion notice of the Provincial People's Committee at the regular meeting in February; report on the implementation of the socio-economic development plan in the first quarter, tasks and solutions in the second quarter of 2014 and related contents.

In March, departments, branches, sectors and localities focused on developing programs and projects assigned in the Action Plan to implement Resolution No. 26-NQ/TW of the Politburo and the National Target Program on New Rural Development. Agencies and units organized for cadres and civil servants to sign a commitment to strictly implement discipline and administrative discipline according to Directive 17 of the Provincial Party Committee.

Also in March, relevant departments and localities focused on clearing the National Highway 1A to ensure progress. According to the report of the Department of Transport, as of March 20, 2014, 61 km/73.8 km of the entire route had been cleared (82.7%). The Department of Agriculture and Rural Development has directed localities to do a good job in epidemic prevention, especially AH1N1, H7N0 flu, dengue fever and other diseases with high risk of outbreak.

Regarding the socio-economic situation of the province, in the first quarter, the total product in the province (GDP) is estimated at 10,652 billion VND, up 6.0% over the same period (plan 7-8%); the budget revenue is estimated at 1,660.26 billion VND, reaching 24.7% of the estimate, up 42.7% over the same period in 2013. Budget expenditure in the first quarter is estimated at 3,516.11 billion VND, reaching 21.8% of the estimate assigned by the Provincial People's Committee. The industrial production development index in the first quarter increased by 10.44% over the same period in 2013. The area of ​​annual crops planted in the Winter-Spring crop of 2013-2014 in the whole province is estimated at 226,518 hectares, up 1.28% over the same period, of which the area of ​​winter crops decreased due to heavy rain and floods, causing damage and having to re-sow nearly 11,000 hectares.

Basic construction activities attract investment and business development are of interest. Total social development investment capital in the first quarter of 2014 is estimated at 7,576 billion VND, up 11.6% over the same period. As of March 15, 2014, investment certificates have been granted to 8 projects, with a total registered investment capital of 1,305.9 billion VND (100% of projects have domestic investment capital). The fields of culture, society, education, health, and administrative reform have many positive changes. Social security, national defense and security are guaranteed.

After listening to the opinions of departments, branches and recommendations of districts, comrade Nguyen Xuan Duong concluded: in the first quarter of 2014, all levels and branches have deployed the 2014 socio-economic development plan to the grassroots early, so many outstanding results have been achieved. Besides, he noted some shortcomings such as the decrease in winter-spring crop production results, slow progress in site clearance for some projects; the conversion of forestry farms is slow and has many violations, some land encroachment issues; the situation of cutting down material trees in some mountainous districts; reviewing the current status of the suspension bridge system in the area; the implementation of Directive 17 of the Provincial Party Committee has not been strictly implemented in some places; trafficking of women and children, the development of cult activities; the recurrence of illegal mineral exploitation...

Regarding the direction and tasks in the second quarter of 2014, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested the sectors and localities to direct the care of spring crops, monitor the development of plant and animal diseases, focus on building new rural areas; urge investors to implement committed projects; focus on the work of clearing the National Highway 1A, considering this the number one priority task to ensure the prescribed progress and a number of other key projects; prepare a plan to relocate the general hospital, prepare content for the international conference on Nghe An folk songs; continue to strictly implement Directive 17 of the Provincial Party Committee on strengthening administrative discipline in state agencies. Regarding 29 suggestions and recommendations from districts, cities and towns, Chairman of the Provincial People's Committee requested relevant departments and sectors to inspect, consider, work specifically and advise soon for the Provincial People's Committee to resolve.
