Focus on inspecting public ethics in sensitive sectors and fields

(Baonghean.vn) - On the afternoon of December 19, the Provincial Steering Committee for promoting reform of the public service and civil servant system held a meeting to evaluate the direction and operation in 2013 and deploy tasks in 2014. Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee chaired the meeting. Attending the meeting were members of the Provincial Party Committee Standing Committee: Nguyen Huu Lam, Head of the Provincial Party Committee's Organization Committee; Le Xuan Dai - Vice Chairman of the Provincial People's Committee.

Implementing Decision No. 1557 of the Prime Minister approving the project to promote reform of the public service and civil servant regime, the Provincial People's Committee issued a plan to promote reform of the public service and civil servant regime in the province for the period 2013 - 2015 with 28 specific tasks.

Based on the regulations of the Central Government, some contents have been specified in documents: Guidance and implementation of the circular of the Ministry of Home Affairs detailing a number of articles on recruitment and promotion of civil servants; sectors and localities have developed job position projects. The Steering Committee advises the Provincial People's Committee on solutions to improve the quality of civil servant recruitment exams; innovates the method of selecting leaders at the department and division levels; has policies to attract, discover, promote and reward talented people in public service activities. At the same time, many directives are issued, inspections and checks are organized to tighten discipline in public service activities; innovate management mechanisms, regimes and policies for cadres and civil servants in communes, wards and towns and full-time workers at the commune level.

Concluding the meeting, comrade Nguyen Xuan Duong affirmed that in 2013, the Steering Committee made efforts to advise and direct the implementation of some results in reforming the public service and civil servant regime, but it was not systematic, continuous and drastic. He requested that in 2014, it is necessary to focus on promoting the reform of the public service and civil servant regime of the province, and to pay attention to establishing public service inspection teams, focusing on sensitive fields and sectors, closely related to public service ethics; Innovating and improving the quality of civil servant and public employee recruitment exams, focusing on completing the test bank; Implementing policies to attract high-quality human resources; Implementing regulations on discipline in public service activities, promoting the sense of responsibility in public service activities. In order for the Steering Committee to operate more effectively, the Chairman of the Provincial People's Committee agreed to add more members to the Steering Committee and assigned the Department of Home Affairs to establish a unit to assist the Steering Committee./.
