Focus on removing difficulties for businesses, completing the 2012 socio-economic development targets

(Baonghean.vn) -On the morning of June 29, under the chairmanship of comrades: Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Executive Committee of the 17th Nghe An Provincial Party Committee met to assess the socio-economic development situation in the first 6 months of the year, the socio-economic development plan for the last 6 months of 2012 and gave opinions on a number of projects.

The assessment report of the first 6 months of the year by the Provincial People's Committee shows that: The whole province overcame difficulties, made efforts to synchronously and effectively implement solutions to direct and manage socio-economic development. The province focused on implementing well solutions to control inflation, promptly removed difficulties for enterprises, stabilized the macro-economy, ensured social security; the economy had a reasonable growth rate. The growth rate of gross domestic product (GDP) in the first 6 months of the year is estimated at 5.02% compared to the same period. The consumer price index (CPI) in the first 6 months of 2012 increased by 2.92% compared to December 2011.



Comrade Phan Dinh Trac spoke about orientations and solutions to implement socio-economic tasks in the last 6 months of the year.

The report also pointed out the existence and limitations: the economic growth rate was low compared to the same period, the production and business situation faced many difficulties; real estate was frozen, the province's basic construction investment plan was not achieved, many enterprises stopped production, banks had capital stagnation, input prices increased, lack of market for industrial and agricultural products affected production and business. The new rural construction program was implemented slowly and with difficulties. Some pressing social issues still existed such as the complicated situation of drug crimes, gambling, illegal mining, high population growth rate and third child birth, environmental pollution treatment, poor land management, etc.

At the meeting, delegates agreed with the report presented by the Provincial People's Committee. At the same time, they focused on discussing and discussing solutions to overcome difficulties and propose solutions for their respective sectors and localities.

Concluding this content, comrade Ho Duc Phoc suggested that sectors and localities focus on measures to remove difficulties and obstacles in the real estate sector through many forms such as speeding up planning work, reforming administrative procedures quickly. In the field of basic construction, it is necessary to review the requirements for investors and contractors to complete the progress of capital projects, focusing on key projects. For enterprises, implement tax reduction measures, determine land rental prices, capital sources for stimulus, and solve pressing social problems. Save expenses, including regular expenses and basic construction investment expenses. Mobilize all resources to focus on the rural agricultural sector, accelerate assistance to poor communes...

At the meeting, the Provincial Party Committee listened to and gave opinions on the Project to solve housing problems in old collective housing areas in Vinh City and the Project to develop social housing until 2010 and 2015; the Project to adjust the administrative boundaries of Quynh Luu district to establish Hoang Mai town. The above projects were highly agreed upon by the comrades in the Provincial Party Committee's Standing Committee in terms of goals as well as directions and solutions for the proposed projects.

Concluding the meeting, comrade Phan Dinh Trac requested the Provincial People's Committee and relevant sectors to balance budget revenue and expenditure, focusing on removing difficulties for businesses with specific measures. In particular, the work of site clearance and compensation needs to review land acquisition procedures strictly, have a satisfactory compensation and resettlement regime, organize persuasion campaigns for the people, strictly handle violations, and protect construction works.

Focus on funding to support the Mong village irrigation project and the Oncology Hospital along with other key projects. Propose that the Provincial People's Committee direct departments and branches to review and resolve issues of concern to the people, especially issues of policies for meritorious people, land, and titles of commune and hamlet officials; review and unify support policies for association officials, and long-standing complaints to advise on final handling; the number of third children is increasing; focus on resolving the provincial People's Committee Chairman's commendation awards for those who participated in the resistance war to protect the Fatherland. Organize meetings with scientists, teachers, doctors, artists, etc. from Nghe An in and outside the province who received State awards in 2012. Strictly handle deforestation, mineral exploitation, and illegal religious activities. Develop a summary report on the implementation of Conclusion 20 of the Politburo; pay attention to administrative reform work, and raise the sense of responsibility of civil servants.
