Focusing capital on fishermen to stay at sea, affirming sovereignty
On the sidelines of the 7th session, National Assembly delegates not only expressed their indignation at China's reckless actions in placing the Haiyang 981 drilling rig in Vietnam's waters and exclusive economic zone, but also made many recommendations to help fishermen feel secure at sea in the face of danger.
Public investment should be used to fund fishermen.(Delegate Tran Hoang Ngan (Ho Chi Minh City delegation)
Currently, fishermen are the ones who depend on the sea, but they still have to borrow capital to build boats and go out to sea. If they are unlucky enough to encounter risks, they will be left with nothing. Building boats for fishermen to go fishing, if they catch a lot of seafood, they will share a lot, if they catch a little, they will share a little, similar to the model of taxi companies currently operating.

To invest in fishermen and farmers, only a very small amount of public investment is needed. For example, investing in 10 ships requires 15,000 billion VND to create a powerful force at sea. Never before have fishermen been so eager to go to sea to protect sovereignty as they are now.
In addition, it is necessary to create consensus in the community. The current public investment problem is rampant with waste. In my opinion, we should only invest in projects that have both economic and national security goals.
Interest rates for fishermen must be lower(Delegate Nguyen Thai Hoc (Phu Yen delegation)
Currently, the State Bank has launched a credit package to support fishermen. I think this is a strong determination and shares with fishermen. However, the interest rate must be lower.
The government can facilitate loans to fishermen at 0% interest rate, helping fishermen to equip their boats securely to go out to sea. In addition, the government can support fishermen with modern fishing equipment.
The activities of fishermen in our country’s waters are important in asserting our territorial sovereignty. The government needs to continue to provide more active support in terms of capital and safety so that people can feel secure in staying at sea in the context of Chinese ships continuously provoking us in the East Sea.
Building fishing logistics for fishermen(Delegate Trinh Dinh Thach (Quang Ngai delegation)
For the people of Quang Ngai, especially Ly Son, no matter what, they must go out to sea, not only to enrich their families and hometowns, exploit their seas, but also to demonstrate their determination to protect our sovereignty over our seas and islands, so we suggest that the Party and Government pay more attention.
In order for fishermen to stay at sea better, in the long term there must be support for them to build large ships, iron ships with full facilities and amenities so that when operating far out at sea they can protect themselves and coordinate into unions to operate safely.
Fishermen need 3-4 billion VND to build a large boat, but not every family has that money, most have to borrow. However, many fishermen do not have collateral so they cannot borrow money or if they can borrow, it is very little, so they really need support from the State.
In addition, the State can hire a shipbuilding company to build ships for fishermen to borrow and then gradually pay back to the State.
Another issue that many people talk about but have not done is fishing logistics. This is a very important issue. Currently, fishermen go to sea for a long time, so the logistics work is very important, but the State has not supported them, and cannot organize fishing logistics, so fishermen have to buy services at very high prices...
I want to send a message to voters that people can rest assured to stick to the sea, with the Party, State, Government, support policies, and the support of international communities and our compatriots abroad.
