Focus on handling problems in documents and procedures for investors

The Provincial People's Committee Office assessed that the reception and return of administrative procedure results to investors were carried out centrally at the Provincial Public Administration Service Center. The guidance of documents by departments and branches at the center ensured compliance with procedural regulations and basic content requirements, and followed the principle that each document was only guided once.
Monitoring and urging the process of handling records for the presiding departments are carried out regularly and promptly. Therefore, the responsibility of the presiding departments in directing the processing of records and resolving administrative procedures for individuals and organizations has been enhanced.
Officials, civil servants and public employees strictly comply with the center's working regulations and administrative discipline; have appropriate communication and behavior methods, clearly define the role of accompanying investors in resolving administrative procedures, and do not cause difficulties, inconvenience or harassment to investors.

Most departments and branches (especially the leading departments) have been serious, active and highly responsible in directing and assigning tasks to handle investment dossiers; proactively advising the Provincial People's Committee, recommending the Central Ministries and branches to consider and resolve problems and difficulties related to the application of law to handle investment procedures. Many backlog dossiers have been resolved and completely handled.
However, the coordination between relevant agencies and units in resolving interconnected administrative procedures for investors is not serious and not in accordance with regulations, leading to delays in resolving administrative procedures; on the other hand, some enterprises and investors are still not proactive in coordinating with relevant agencies in supplementing and completing documents in accordance with legal regulations, leading to a large backlog of documents (20/69 documents are backlogged due to investors' fault).
In the coming time, at the regular meeting of the Provincial People's Committee in May 2021, Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments and branches to continue reviewing, processing and resolving outstanding investment policy dossiers and newly arising dossiers for businesses and investors.
The Department of Planning and Investment is in charge of drafting a Decision to replace Decision No. 72 of the Provincial People's Committee on investment procedures in the province according to the provisions of the new Investment Law, with the spirit of amendment to be simple, convenient, avoiding causing trouble and creating procedures that cause difficulties for businesses and investors.

Departments and branches proactively monitor and have specific solutions to remove difficulties, urge the implementation of projects with investment policies and licenses. Focus on removing difficulties, handling obstacles in documents, procedures, and site clearance for key projects in the area.
The Chairman of the Provincial People's Committee also requested all levels and sectors to continue to support and urge the progress of VSIP, WHA, Hoang Mai I Industrial Park projects, focusing on licensing the JuTeng project. Support the processing of procedures to adjust the investment registration certificate for phase 2 of the Goertek Factory Project at WHA Industrial Park. Guide investors to prepare a proposal for the Tho Loc Industrial Park Project to submit to the Ministry of Planning and Investment after the People's Committee approves the location and agrees on the industrial park investor.
The report of the Provincial People's Committee Office on the implementation of administrative procedures to improve the investment and business environment said that in May 2021, the total number of investment and business dossiers received through the Public Administration Service Center was 227. Of which, the Department of Planning and Investment received 75 dossiers; the Department of Construction received 51 dossiers; the Department of Natural Resources and Environment received 28 dossiers; the Southeast Economic Zone Management Board received 38 dossiers; and the Fire Police received 35 dossiers.
The total number of files with results is 141, of which 138 files returned results on time and 2 files were late. The total number of files being processed is 148, of which 86 files are within the processing period; 62 pending files are in the fields of investment policy approval and adjustment of investment registration certificates.
The total number of overdue dossiers is 62 (in the field of investment policy approval and adjustment of investment registration certificates). Specifically, the investor's responsibility is 16 dossiers (during the appraisal process, the departments and branches requested additional adjustments but the investor did not supplement as requested). The number of dossiers that have not received comments from departments and branches for the Department of Planning and Investment to synthesize is 1 dossier and the People's Committees of districts, cities and towns have not responded to 46 dossiers for the Department of Planning and Investment to synthesize.
