On the afternoon of September 17, Colonel Pham Van Sang - Commander of the Kien Giang Provincial Border Guard signed an official report on the investigation results of the case of 6 fishing boats of Kien Giang fishermen being hit by bullets from subjects on a Thai ship. According to the report, as reported by the fishermen, the Thai ship had the registration number THAI POLICE 528, an iron ship, painted blue-gray, about 12-13m long, about 3m wide, with the Thai flag on board, and was armed with a machine gun in the bow and 5 AR 16 guns. The subjects on the ship had pistols, daggers, machetes, and electric batons.

At about 12:00 on September 11, Vietnamese ships KG 94811 and KG 94812 were fishing in the overlapping waters between Vietnam - Malaysia and Thailand when the Thai ship approached. There were about 6-7 people wearing black clothes and armed with weapons on board. When they discovered the Thai ship, the pair of rakes cut their rakes and ran away, and were immediately chased by the Thai ship. Over the radio, a person on the Thai ship said in Vietnamese, "Vietnamese ship, stop. If you don't stop, we will shoot you." While speaking, the Thai ship chased and shot. About 15 minutes later, Nguyen Hung Cuong - captain of KG 94811 was shot in the right thigh, but Cuong continued to sail his ship back to Vietnamese waters. At this time, the Thai ship did not continue to chase and shoot at KG 94811 but turned back to chase and shoot at 94812 for about 10 minutes; Then they chased and shot at ship KG 94059. Taking advantage of this opportunity, two ships KG 94811 and KG 94812 escaped and on September 12 returned and anchored at the mouth of Song Doc river (Ca Mau).

On the same day, September 11, at around 1:30 p.m., in the same area, Vietnamese ships KG 94005 and KG 9376 were shot by the aforementioned Thai ship. Mr. Tran Thanh Sang (ship KG 94005) was shot in the left thigh. After that, the Thai ship captured the pair of ships. The subjects on the Thai ship also used handcuffs and beat the captain with 2 gun butts; took away positioning devices, fish finders, radios, phones, and personal belongings; at the same time, brought the captain back to the Thai ship and transferred 5 people from their ship to control ship KG 94005 to run towards Thailand. After that, the Thai ship continued to chase and capture ships KG 94058 and KG 94059.

The subjects on the Thai ship shot at the right side of ship KG 94059, killing captain Ngo Van Sinh on the spot.

After discovering a fatal shooting on ship KG 94059, the Thai ship returned and released ship KG 94005 back to Vietnam. On September 14, ships KG 94005 and KG 9376 arrived at the Kenh Dai Border Control Station, under Tay Yen Border Station (Kien Giang).

During the investigation, the Vietnamese joint force seized four warheads, including one warhead on ship KG 94059 and three warheads on ship KG 94005.

Based on the announcement of the Naval Region 5 Command and the initial verification results, the Kien Giang Provincial Border Guard Command concluded that "the act of chasing and shooting at 3 pairs of rakes of Vietnamese fishermen, resulting in the death of 1 person and injury of 2 Vietnamese people; confiscating some equipment and property of Vietnamese fishermen is a violation of Vietnamese law and international law".

Colonel Pham Van Sang - Commander of Kien Giang Border Guard said that the unit will continue to advise local authorities and coordinate with relevant agencies to pay attention to overcoming the consequences of damage to Vietnamese fishermen; direct units to propagate and advise offshore fishing vessels not to go to the overlapping waters between Vietnam - Malaysia - Thailand to catch seafood during this period.

The Kien Giang Border Guard Command also requested the Border Guard Command to report the incident to superiors to resolve the incident through diplomatic channels to protect the legitimate rights and interests of Vietnamese fishermen.
