In 2010, to implement the Hua Na Hydropower Project, more than 1,300 households in Que Phong district had to move to 13 resettlement sites in Thong Thu, Dong Van, and Tien Phong communes. Due to lack of land for production and no jobs, people's lives encountered many difficulties. Families who received compensation up to billions of VND, because they did not know how to manage and use it, were like "wind entering an empty house", from which many complicated consequences arose.

Currently, the district has 784 drug addicts with records, but in reality there are more. However, only 166 are sent to social labor centers, the number of drug addicts being treated at home and in the community is 120.

Alarmingly, the HIV infection situation in Que Phong district in general and the resettlement area in particular is increasing day by day. The whole district currently has 723 people infected with HIV, of which 40% are drug addicts. Mr. Lo Dinh Vuong, Deputy Head of the district's Department of Labor, Invalids and Social Affairs, said: The number of drug addicts and HIV infected people is increasing and mainly concentrated in resettlement areas. From addiction, many social evils such as theft, fighting... have the opportunity to break out.

In Dong Van commune, the number of drug addicts is more than 30 people, more than 150 people are infected with HIV. According to Mr. Lang Van Phu, Deputy Police Chief of Dong Van commune, the reason for the increasing number of drug addicts and HIV infected people is because families receive large amounts of compensation but do not know how to use it, so they fall into debauchery.

Thong Thu Commune has a border gate connecting to Laos, so many people have taken advantage of bringing drugs in to sell. On May 9 and 10, in Phan Xa Van, Sam To District, Hua Phan Province (Laos), the reconnaissance force of the Drug Crime Prevention Department (Nghe An Provincial Border Guard), Thong Thu Border Post coordinated with the Sam To District Police, Hua Phan Province (Laos) to break up 2 Projects "331 LV" and "332 LV", arresting 6 Laotians, seizing a "huge" amount of drugs including: 34 heroin cakes (12.3 kg), 2,170 synthetic drug pills, 1 CKC gun with 20 bullets, 1 flintlock gun, 1 car, 167 million VND, 550 USD and many other exhibits related to the case, when they were gathering to transport across the border to Que Phong District for consumption. According to Mr. Vo Thach Hung, Chief Justice of the District People's Court, although many people have been sent to mobile trials, many people still use, trade, and transport drugs.

According to the Chief Justice of the People’s Court of Que Phong District, in recent years, theft and fighting have increased in the resettlement area of ​​Hua Na Hydropower Plant. In this situation, the People’s Court of the District is increasing the number of mobile trials to help people recognize wrongdoings as well as the severe penalties of the law to avoid them.

Faced with the above situation, all levels and sectors are making efforts to deploy many measures to combat and prevent all kinds of crimes, ensuring security and order in resettlement areas. Police and border guards regularly organize patrols, controls, and armed patrols to detect and combat all kinds of crimes and drug use. Authorities and social organizations have stepped up propaganda, mobilization, and building clubs and models on preventing social evils and drug crimes. However, a deep-rooted cause leading to many people violating the law is due to the difficult life due to lack of land for production and jobs. Once this problem is resolved, we can hope to stabilize the security and order situation in resettlement areas.
