Earlier in the day, media reported that the US would allow Foreign Minister Zarif to visit the ambassador in hospital only if one of the US citizens detained by Iran was released.
Washington imposed a travel ban and assets freeze on Mr Zarif in July as part of its "maximum pressure" campaign against Iran, but still granted Mr Zarif a visa to attend the UN General Assembly in September.
US President Donald Trump said on September 27 that he had rejected Tehran's offer to lift sanctions in exchange for negotiations.
The US President's statement was in stark contrast to an announcement earlier in the day by Iranian President Hassan Rouhani that the US had offered to lift sanctions to facilitate a meeting.
