Appraisal of NTM criteria in Nghia Binh commune (Nghia Dan)

(Baonghean.vn) - On the afternoon of May 12, the New Rural Area Appraisal Council of the Provincial People's Committee had a working session with the Steering Committee for New Rural Area Construction of Nghia Binh Commune (Nghia Dan) to appraise the contents and criteria of the commune's New Rural Area in 2015.

Assessment of cultural institution criteria in Binh Hanh hamlet, Nghia Binh commune

Established in 1995 under Decree 83/CP of the Government on the basis of the predecessor of the 1/5 State Farm, after 10 years of construction and development, especially since Nghia Dan town was separated (in 2010), Nghia Binh commune has made efforts and strived to excellently complete the proposed socio-economic targets; security and order have many positive changes; many essential infrastructures have been invested in upgrading and newly built; the poverty rate has rapidly decreased from 6.25% to 4.46%; the average income per capita in 2014 reached more than 20 million VND; the number of working-age workers with regular jobs is 93%.

Regarding the criteria for building a new rural area, the commune has mobilized nearly 143 billion VND, of which nearly 78 billion VND was mobilized from the people, accounting for more than 50% of the capital to complete the criteria according to the requirements of the new rural area. By April 2015, through self-inspection, appraisal and comparison with the national criteria for the new rural area, the commune has achieved 18/18 criteria (please allow not to include the criteria for building a market), so it has submitted a request to the Provincial People's Committee for recognition.

Speaking at the meeting, the representative of Nghia Dan District People's Committee reported on the summary of opinions of the members of the District Steering Committee on building new rural areas on the process of building new rural areas in Nghia Binh. For some criteria such as kindergartens, cultural post offices, communal stadiums... the district and commune committed to promptly completing them.

Through the inspection, representatives of departments and branches noted that the commune needs to pay attention to sustainability for criteria of education, environmental sanitation, waste treatment...

Ms. Ho Thi Hanh - Chairman of Nghia Binh Commune People's Committee reported on the process of building new rural areas of the commune.

Mr. Le Hong Son - Chairman of the District People's Committee reported that some criteria are in the process of completion.

Representative of the Department of Information and Communications spoke about information and communication criteria at the grassroots level.

Representative of the Department of Agriculture and Rural Development spoke about the criteria for livestock production models.

Concluding the appraisal session, Comrade Vi Luu Binh acknowledged the efforts of the commune Party Committee and authorities in implementing the criteria, in which he highly appreciated the locality's strengths in terms of infrastructure, security and order, and political system; at the same time, he also requested that there are still some criteria that the Council members still noted, so the commune and district must continue to strive and be determined to achieve them in the shortest time; urgently complete the technical documents for competent authorities to recognize them; in particular, the criteria for kindergartens at the commune and district levels need to be resolutely implemented, submitted to the Appraisal Council for additional appraisal, as a basis for the Provincial People's Committee to consider and recognize./.
