Speech at the 13th National Party Congress: Need to perfect policies so that officials 'don't dare to commit corruption'
(Baonghean.vn) - According to the leader of the Central Inspection Commission, in the new term, it is necessary to develop and perfect mechanisms and policies for cadres, civil servants, and public employees so that cadres and party members "cannot be corrupt", "do not dare to be corrupt", and "do not need to be corrupt".

STRICTLY DEALING, NO PROHIBITED AREA
Comrade Mai Truc - Member of the Party Central Committee, Deputy Head of the Central Inspection Commission (CIC) gave a speech at the 13th National Party Congress on the afternoon of January 27 with the topic: Improving the quality, effectiveness and efficiency of the Party's inspection, supervision and discipline work; strengthening control of power and preventing and combating corruption, waste and negativity.
According to comrade Mai Truc, in the last term, the highlight of the Party's inspection work was that the Central Inspection Commission and Inspection Commissions at all levels were very proactive, determined, and resolute in carrying out inspection tasks when there were signs of violations and created a breakthrough in carrying out this key task.

The Central Inspection Commission and Inspection Commissions at all levels have inspected over 15,000 party organizations and over 47,000 party members (of whom over 23,000 are committee members at all levels) when there are signs of violations, and supervised over 183,000 party organizations and over 528,000 party members (of whom over 154,000 are committee members at all levels).
During the past term, the Central Inspection Commission and Inspection Commissions at all levels also decided to discipline and proposed competent authorities to discipline more than 1,300 party organizations and nearly 70,000 party members who violated the law, including comrades holding high positions in the Party and State, key leaders of localities, units, generals in the armed forces, incumbent or retired,... with the spirit of strictness from top to bottom, no "forbidden zones", no exceptions, but also very humane, the main purpose is to make party organizations and party members see their violations and shortcomings in order to correct and overcome them.
Regarding the work of preventing and combating corruption, the Central Inspection Commission has had many policies and measures to direct and organize implementation, achieving important results.
Inspection committees at all levels have conducted inspections in places and areas that were rarely or never inspected before, such as judicial agencies, agencies in the armed forces, large state economic corporations, etc.

Through inspection, corrupt party members were promptly handled, and party organizations and party members who did not strictly comply with Party and State regulations on corruption prevention and control were strictly handled.
Inspection Commissions at all levels have also closely coordinated with State anti-corruption agencies in inspecting, supervising, detecting, handling and publicizing the results of handling violating officials and party members.
Comrade Mai Truc said: Some conclusions of the Central Inspection Committee have created the premise for functional sectors to handle cases according to the provisions of law (such as cases related to Phan Van Anh Vu, Dinh Ngoc He case, AVG case, BIDV case,...).
HAVEMECHANISM TO PROTECT OFFICIALS WHO DARE TO THINK AND DARE TO DO
To contribute more actively to improving the Party's leadership capacity and fighting strength, successfully implementing the political tasks and Party building work set forth in the Resolution of the 13th National Party Congress, the Deputy Head of the Central Inspection Commission also presented a number of key tasks in the new term.
Accordingly, it is necessary to continue to affirm that inspection and supervision are functions and leadership methods of the Party, an important part of the entire Party building work, the task of the entire Party, first of all of the Party Committees and the responsibility of the heads of the Party Committees, as the General Secretary and President said - "the sword of the Party" - to create a strong change in the awareness and actions of Party Committees and inspection committees at all levels.

Immediately after the Congress, the Party's inspection and supervision work must closely follow the political tasks and Party building work in general as well as the practices of each locality and unit. Innovate and strengthen the regular leadership and direction of Party committees at all levels for this work.
Continue to direct research and development to perfect the system of regulations on inspection, supervision, party discipline and perfect relevant legal regulations.
At the same time, build and perfect the legal system and regulations on anti-corruption and waste associated with the Party's power control and discipline mechanism, administrative discipline, and legal handling associated with the building and perfecting of mechanisms and policies for cadres, civil servants, and public employees so that Party members and cadres "cannot be corrupt", "do not dare to be corrupt", and "do not need to be corrupt".

Along with that, there is a mechanism to protect and encourage cadres and party members to dare to think, dare to do, be bold, and take the lead in innovation for development. The assessment and handling of violations must be placed in specific historical conditions and circumstances to have an objective, correct, and appropriate handling perspective.
Disciplinary action must be strict and timely, with no "no-go zones" or exceptions, but must be based on the spirit of humanity, "treating the disease and saving the person", with the aim of making the Party organization and Party members more progressive and doing better.
Publicize the results of handling cases on mass media to maximize effectiveness and efficiency in preventing, educating, deterring, warning against violations, creating consensus and positive effects in society, not allowing hostile forces to take advantage of distorting and sabotaging the Party and State.

Also this afternoon, many delegates presented papers on other areas such as: sustainable social development management, improving human resource competitiveness, ensuring progress, fairness, and social security; enhancing and promoting the strength of Vietnamese culture and people in the country's sustainable development; some main results of socio-economic development, ensuring national defense and security in ethnic minority and mountainous areas in the period of 2016-2020, goals, tasks, and main solutions for the period of 2021-2026.
Tomorrow, January 28, the Congress will work at the Hall, continue to discuss the documents of the 13th Congress and listen to the report of the 12th Central Executive Committee on personnel work of the 13th Central Executive Committee.
