In the past term, although there were still many difficulties, especially the impact of complicated developments in the world and regional economic situation; natural disasters, epidemics and unusual climate change, which greatly affected the production and business activities of the business community; key leaders of the Party Committee changed continuously, but the Party Committee of Nghe An Province's Business Bloc was united, highly unanimous, made efforts, focused on leading and directing the business community under the Party Committee of the Bloc to overcome difficulties, maintain stability and have quite good development steps, shown in some outstanding results: The targets of the 4th Party Congress were basically achieved and exceeded. The average annual growth rate of enterprises reached 15.91%. Production and business efficiency at the end of the term increased by 14.96% compared to the beginning of the term. Budget contribution increased by 25.37% compared to the beginning of the term, accounting for 17 to 22% of the province's total domestic revenue. Ensuring over 90% of workers have stable jobs; average income of workers increases by 20.83%/year. These results have contributed significantly to the socio-economic development of the province in the past term.

In addition to the achievements, I suggest that the Party Committee of the Bloc seriously recognize the limitations and shortcomings, thereby proposing remedial measures in the next 5-year term... In the 2015-2020 term, the country in general, and Nghe An province in particular, will deeply integrate into the world and regional economy, especially when all tax lines are cut to 0% in 2018 according to free trade agreements that will affect most businesses. Therefore, the production and business activities of enterprises will face many difficulties, especially small-scale enterprises with little capital, outdated facilities, equipment, and technology. That situation requires the Party Committee of the Business Bloc of Nghe An province to have a very high determination.

To effectively implement the goals, targets and tasks in the 2015 - 2020 term, I propose that the Congress focus on discussing, analyzing and clarifying the tasks and solutions to include in the Resolution of the Party Congress of the Bloc for the 2015 - 2020 term:

Firstly, in the coming term, in conjunction with promoting the implementation of Resolution 26 of the Politburo on the direction and tasks for the development of Nghe An province until 2020, striving to build Nghe An into a fairly developed province in the Northern region, basically becoming an industrial province by 2020, and an economic - cultural - social center of the North Central region; therefore, the direction and tasks of the Provincial Business Bloc Party Committee must also be placed within the general development requirements of the province. Enterprises must carefully analyze, exploit opportunities, advantages and overcome difficulties and challenges to build a suitable development strategy for their enterprises.

Second, it is necessary to grasp the Party's policies and the State's laws to proactively advise the Provincial Party Committee and the Provincial People's Committee on appropriate policies and strategies to improve the production and business efficiency of enterprises, promote the development of enterprises and integrate well with the world and regional economies; contribute more importantly to the socio-economic development of the province.

Third, perform well the function of a bridge between enterprises and the Provincial People's Committee and provincial departments, branches and sectors. Strengthen coordination with departments, branches and sectors to propose to the province to promptly direct and remove difficulties and obstacles; improve efficiency and competitiveness for enterprises.
Fourth, focus on fostering knowledge of law, market economic thinking, building a harmonious relationship between party committees and business leaders. Build corporate culture, especially culture in business, culture in competition; ensure equal business between businesses according to the provisions of law.

Fifth, pay attention to doing a good job in personnel work, building a high-quality workforce and good experts in enterprises, meeting the requirements of industrialization and modernization. Continue to participate in and promote social, humanitarian and charitable activities to contribute to hunger eradication, poverty reduction and ensuring social security in the province.

Sixth, promote political and ideological education, build an aggressive, breakthrough, daring-to-think, daring-to-do mindset, creating new motivation and results in the next term throughout the Party. Actively propagate and mobilize enterprises to fulfill taxes and obligations to the State; fully and promptly implement policies and regimes for employees.

Seventh, innovate the content and methods of leadership, enhance the role of the political core of the Party organization. Proactively propose methods and methods of Party work suitable for each type of enterprise. Continue to promote the implementation of Resolution 4 of the Central Committee (11th tenure) and Directive No. 03 of the Politburo, and at the same time consider the implementation of this Directive and Resolution as both a task and a fundamental and consistent solution in Party building and leadership in building the political system at enterprises under the Party Committee of the Bloc.

After the Congress, I propose that the Party Executive Committee of the Bloc develop and issue action programs to specifically implement the Congress Resolution, ensuring the quality and effectiveness of the contents set forth by the Congress.

The Provincial Party Standing Committee believes that, with the long tradition, solidarity and high determination of the entire Party Committee; in the coming term, the Party Committee of the Enterprise Bloc will successfully implement the contents of the Congress Resolution, contributing with the province to successfully complete Resolution 26 of the Politburo, making Nghe An a fairly developed province as Uncle Ho wished before he passed away.
