(Baonghean.vn) -On the morning of June 7, under the chairmanship of comrade Vo Viet Thanh - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council, the review of reports, submissions, and draft resolutions scheduled to be submitted at the 9th session of the Provincial People's Council was organized.

Regarding the report on the implementation of the budget estimate for the first 6 months of the year, tasks and solutions for the last 6 months of the year, the report shows that in the first 6 months of the year, the province's budget revenue was over 2,787 billion VND, reaching 49.7% of the estimate assigned by the Provincial People's Council, an increase of 15.2% over the same period in 2012. State budget expenditure is estimated at over 7,247 billion VND.

During the audit, members of the Economic and Budget Committee analyzed and clarified the reasons for budget collection difficulties, and proposed solutions to promote debt collection, exploit revenue sources, and prevent tax losses. Strengthen activities to limit smuggling and tax evasion.

Continuing the meeting to review reports and proposals before the session, on the afternoon of July 6, the Economic - Budget Committee reviewed the policy proposal on rice growing area; road tolls for motorbikes; and drainage fees in Vinh city.

Reviewing the support proposal for rice growing areas, members of the Economic - Budget Committee agreed to support including infrastructure, agricultural extension activities and new effective production models.

The support level is 70% of the investment cost for construction and maintenance of infrastructure works in agricultural and rural production areas; 20% of the cost for agricultural extension activities; 10% of the cost for construction and dissemination of new and effective production models for rice-producing localities according to Decree No. 42/2012/ND-CP of the Government.

Agree to assign the Provincial People's Committee to guide the districts in selecting which communes and projects to support, ensuring that the policy is effectively implemented, meeting the policy's goal of maintaining and developing rice growing areas in the province.

Regarding the proposal on road usage fees for motorbikes in Nghe An, it is agreed that the subjects subject to the fee are 2-wheel motorbikes, 3-wheel motorbikes, and motorbikes. The fee payers are organizations and individuals who own, use, or manage motorbikes and are the road fee payers.

The fee is divided into 2 types, the first type applies to motorbikes with a cylinder capacity of up to 100 cm3, the fee is 80 thousand VND/year in Vinh city and towns, 60 thousand VND/year in the remaining districts; the second type applies to motorbikes with a cylinder capacity of over 100 cm3, 130 thousand VND/year in Vinh city and towns, 110 thousand VND/year in the remaining districts.

During the remaining time, the Economic - Budget Committee also organized the review of the proposal to regulate the subjects and the level of drainage fee collection in Vinh city. The fee collection level is applied for each year. In 2013 and 2014, the collection level for households and individuals is 800 VND/m3 of wastewater; administrative agencies, hospitals, schools, armed forces (not engaged in production and business) is 1,200 VND/m3 of wastewater; service business establishments are 2,900 VND/m3 of wastewater; production establishments are 1,500 VND/m3 of wastewater...
