Reviewing the draft Resolution on tuition fees for public educational institutions submitted to the People's Council of Nghe An province
(Baonghean.vn) - Examining the draft Resolution on tuition fees, the Culture - Social Committee of the Provincial People's Council requested the drafting agencies to ensure a full legal basis, strict document format and clearly stipulate the collection level for implementation.
On the morning of August 31, the Culture - Social Committee of the Provincial People's Council held a meeting to review the draft Resolution on culture - social issues, expected to be submitted to the thematic session of the Provincial People's Council in September 2023.

At the review meeting, members listened to and commented on the draft Resolution implementing Resolution No. 165/NQ-CP dated December 20, 2022 of the Government on tuition fees for public educational institutions for the 2022-2023 school year in the province.

In particular, for public preschool and general education institutions that have not yet covered their regular expenses: Maintain stable tuition fees for the 2022-2023 school year at the same level as the tuition fees for the 2021-2022 school year issued by the Provincial People's Council for local application.
Re-allocate to units and district-level budgets the portion of the budget that has been temporarily deducted from the 2023 budget expenditure estimate according to the provisions of law.
The provincial budget supports a maximum of VND 23 billion to increase regular operating expenses from the 2023 provincial-level post-education and training allocation for public educational institutions in Nghe An province.

At the meeting, the meeting participants commented on the name of the draft Resolution and requested clarification of the legal basis for drafting the individual Resolution.
On the other hand, the meeting participants also proposed that the draft Resolution should clearly stipulate the collection level, implementation time, and support level of the provincial budget to increase regular operating expenses from the allocation source after the provincial education and training career in 2023.

At the meeting, Head of the Culture and Social Affairs Committee of the Provincial People's Council Chu Duc Thai emphasized that the drafting of the Resolution is necessary and requested the drafting agency to review Clauses 2 and 3 of Article 1 of the draft Resolution to specifically determine how much funding the provincial budget will support.
The Head of the Culture - Social Committee of the Provincial People's Council also requested the agencies drafting the Resolution to absorb the opinions of the meeting members for research and supplementation, ensuring a full legal basis, strictness in the document format and ensuring conditions for the resolutions to come into effect when issued.
