Promoted to Senior Lieutenant General for 3 police officers
On July 22, at the Presidential Palace, President Truong Tan Sang presented the decision to promote the rank of Senior Lieutenant General to three senior officers of the People's Public Security force.

Also attending the ceremony were General Tran Dai Quang, Politburo member, Party Secretary, Minister of Public Security; representatives of the leaders of the Party Central Office, the Office of the President, the Office of the National Assembly and the Office of the Government.
Three senior officers of the People's Public Security force were honored to be promoted from Lieutenant General to Senior Lieutenant General this time: Lieutenant General Pham Quy Ngo, member of the Party Central Committee, member of the Standing Committee of the Central Public Security Party Committee, Deputy Minister of Public Security; Lieutenant General Le Quy Vuong, member of the Party Central Committee, member of the Standing Committee of the Central Public Security Party Committee, Deputy Minister of Public Security; and Lieutenant General Tran Viet Tan, member of the Central Public Security Party Committee, Deputy Minister of Public Security.
The comrades promoted to the rank of Senior Lieutenant General this time are key officials of the Ministry of Public Security, who have devoted themselves to overcoming all difficulties, striving to fulfill their assigned duties and tasks, making many contributions to the revolutionary cause, actively contributing with the People's Public Security force to well perform the task of protecting national security, maintaining social order and safety, and firmly protecting the Socialist Republic of Vietnam.
Presenting the decision and assigning tasks to the Senior Lieutenant Generals, President Truong Tan Sang stated: This is an honor for you, a common joy for the People's Public Security force, and also a recognition and appreciation by the Party, State and people for the contributions, progress and maturity of each comrade as well as of the People's Public Security force.
On behalf of the Party and State leaders, the President said that the greater the honor, the greater the responsibility. In the coming time, the newly promoted comrades will, together with the leadership of the Ministry of Public Security, continuously improve the quality of the People's Public Security force's work to be worthy of being the core in protecting national security and social order and safety of the country; proactively prevent and fight to defeat all plots and sabotage activities of hostile forces in all areas of internal security, economic security, information security, rural security, security in major cities and strategic areas, maintain political stability; resolutely fight and suppress all types of criminal offenses.
The Ministry of Public Security needs to be more active, proactive, and determined to play a leading role in the work of preventing and combating corruption; strengthen training in political mettle, improve professional qualifications, and moral qualities of each officer and soldier; and focus on consolidating and building a revolutionary, disciplined, elite, and gradually modern People's Public Security force.
In the immediate future, the Ministry needs to seriously and effectively implement Resolution No. 4 of the Central Committee (11th tenure) on “Some urgent issues on Party building at present” and Directive No. 03 of the Politburo on “Continuing to promote studying and following the moral example of Ho Chi Minh”; focus on directing the promotion of judicial reform in the People's Public Security according to the orientation set out in Resolution No. 49 of the Politburo (9th tenure) on “Judicial reform strategy to 2020”. Thereby, it will make an important contribution to building a clean, strong, democratic, strict, justice-protecting, gradually modernized judiciary, serving the people, serving the Fatherland, and building a socialist rule-of-law state of Vietnam.
President Truong Tan Sang emphasized: The Party, State and people look forward to new achievements and new feats of arms of the Senior Lieutenant Generals and the People's Public Security force in the coming time.
On behalf of the People's Public Security Party Committee, generals, officers and soldiers of the entire force, General Tran Dai Quang thanked the Party and State for their attention to the People's Public Security force, affirmed absolute loyalty to the Party, the Fatherland and the people, constantly innovated work in all aspects, deployed and closely coordinated with the People's Army, relied on the people, effectively served the cause of building and protecting the socialist Fatherland.
Senior Lieutenant General Le Quy Vuong, on behalf of the three comrades promoted this time, expressed his feelings, affirming the great honor and responsibility; respectfully thanking the Party, State and people for their trust in entrusting them with this important responsibility. At the same time, he also affirmed his deep sense of duty, continued to cultivate the ethics of a communist, the mettle of a party member; determined to overcome all difficulties; being both a general and a people's police officer, devoted to the Party, the Fatherland and the people; implementing Uncle Ho's teachings on the ethics of a general: Wisdom, Courage, Humanity, Trust, Integrity, Loyalty./.
